PTSD blood test identifies condition with 77% accuracy

There are currently no FDA-approved blood tests for mental health conditions. Post-traumatic stress disorder (PTSD) biomarkers have been identified in the blood samples of veterans with 77% accuracy using an artificial intelligence (AI) tool. The study, led by New York University (NYU) School of Medicine, Harvard John A. Paulson School of Engineering and Applied Sciences, and the U.S. Army Medical Research and Development Command (USAMRDC), analysed 28 genomic, metabolic and protein biomarkers. The biomarkers with the strongest ties to PTSD included the activity levels of certain genes, amounts of key proteins in the blood, levels of metabolites involved in energy processing, and levels of circulating microRNAs. For the study, samples were taken from 83 male, warzone-exposed veterans with confirmed PTSD, and 82 warzone-exposed veterans who did not have the condition.

As the Defense Department continues to embrace artificial intelligence and even plans to possibly use it in operations as soon as next year, the Air Force is solidifying its focus on the technology by releasing a new strategy that addresses the use, ethics and workforce needs of AI in the service. The strategy, released Thursday, identifies AI as crucial to fielding a future Air Force, executing multi-domain operations and confronting threats before they reach the level of actual combat. Signed by acting Air Force Secretary Matt Donovan and Chief of Staff Gen. David Goldfein, the document hones in on five focus areas that the service thinks will properly develop AI for the service's needs. One focus area identifies data as a strategic asset, given that AI will need mass amounts of data that standardized for use by AI algorithms. "We will review our corporate processes and reform underlying critical aspects of agility principled on government-purpose data rights to ensure we are consistently generating training quality data for algorithmic development," the strategy states.

Throughout the morning of Aug. 21, its diplomats at the United Nations in Geneva took the floor, nitpicking language in a document meant to pave the way for an eventual ban on lethal autonomous weapons, also known as killer robots, an emerging category of weapons that would be able to fight on their own and decide who to target and kill. "They were basically trying to waste time," says Laura Nolan of the International Committee for Robot Arms Control, who watched with frustration in the hall. But while Russia vigorously worked to derail progress, it had a quieter partner: China. "I very much get the impression that they're working together in some way," says Nolan. "[The Chinese] are letting the Russians steamroll the process, and they're happy to hang back."

Quid, NASA co-author new innovation report

As with most other areas of technology, aviation is experiencing rapid technological shifts which will alter the future landscape of the industry. To better understand disruption in the world of aviation and on-demand mobility, NASA partnered with Quid to analyze over 30,000 research articles and understand the top technologies in AI and Machine Learning, Human-Machine Interaction, Cybersecurity and Energy. Innovations in areas such as visual image recognition, cloud services and augmented reality were surfaced as important tech trends which are beginning to converge with on-demand mobility. Researchers found that current electric propulsion limits are a major barrier to on-demand mobility, indicating future projects should focus on propulsion alternatives that can overcome energy storage and propulsion efficiency barriers. Quid helped NASA create a shortlist of top researchers working on these challenges for invitation to a panel discussion to share their ideas with the organization.


Predictive Multiplicity in Classification

In the context of machine learning, a prediction problem exhibits predictive multiplicity if there exist several "good" models that attain identical or near-identical performance (i.e., accuracy, AUC, etc.). In this paper, we study the effects of multiplicity in human-facing applications, such as credit scoring and recidivism prediction. We introduce a specific notion of multiplicity -- predictive multiplicity -- to describe the existence of good models that output conflicting predictions. Unlike existing notions of multiplicity (e.g., the Rashomon effect), predictive multiplicity reflects irreconcilable differences in the predictions of models with comparable performance, and presents new challenges for common practices such as model selection and local explanation. We propose measures to evaluate the predictive multiplicity in classification problems. We present integer programming methods to compute these measures for a given datasets by solving empirical risk minimization problems with discrete constraints. We demonstrate how these tools can inform stakeholders on a large collection of recidivism prediction problems. Our results show that real-world prediction problems often admit many good models that output wildly conflicting predictions, and support the need to report predictive multiplicity in model development.

For the last six years, he has been living in Russian exile. The U.S. has considered him to be an enemy of the state, right up there with Julian Assange, ever since he revealed, with the help of journalists, the full scope of the surveillance system operated by the National Security Agency (NSA). For quite some time, though, he remained silent about how he smuggled the secrets out of the country and what his personal motivations were. Now, though, he has written a book about it. It will be published worldwide on September 17 under the title "Permanent Record." Ahead of publication, Snowden spent over two-and-a-half hours patiently responding to questions from DER SPIEGEL. In an exclusive two-hour interview in Moscow to mark the publication of his memoirs, Permanent Record, Snowden said dire warnings that his disclosures would cause harm had not come to pass, and even former critics now conceded "we live in a better, freer and safer world" because of his revelations. In the book, Snowden describes in detail for the first time his background, and what led him to leak details of the secret programmes being run by the US National Security Agency (NSA) and the UK's secret communication headquarters, GCHQ. He describes the 18 years since the September 11 attacks as "a litany of American destruction by way of American self-destruction, with the promulgation of secret policies, secret laws, secret courts and secret wars". Snowden also said: "The greatest danger still lies ahead, with the refinement of artificial intelligence capabilities, such as facial and pattern recognition. "An AI-equipped surveillance camera would be not a mere recording device, but could be made into something closer to an automated police officer." He is concerned the US and other governments, aided by the big internet companies, are moving towards creating a permanent record of everyone on earth, recording the whole of their daily lives. While Snowden feels justified in what he did six years ago, he told the Guardian he was reconciled to being in Russia for years to come and was planning for his future on that basis. He reveals he secretly married his partner, Lindsay Mills, two years ago in a Russian courthouse. While he would rather be in the US or somewhere like Germany, he is relaxed in Russia, now able to lead a more or less normal daily life. He is less fearful than when he first arrived in 2013, when he felt lonely, isolated and paranoid that he could be targeted in the streets by US agents seeking retribution. "I was very much a person the most powerful government in the world wanted to go away.
