Military artificial intelligence can be easily and dangerously fooled
Last March, Chinese researchers announced an ingenious and potentially devastating attack against one of America's most prized technological assets--a Tesla electric car. The team, from the security lab of the Chinese tech giant Tencent, demonstrated several ways to fool the AI algorithms on Tesla's car. By subtly altering the data fed to the car's sensors, the researchers were able to bamboozle and bewilder the artificial intelligence that runs the vehicle. In one case, a TV screen contained a hidden pattern that tricked the windshield wipers into activating. In another, lane markings on the road were ever-so-slightly modified to confuse the autonomous driving system so that it drove over them and into the lane for oncoming traffic.
We must identify who codes what in AI!
I was honoured yesterday evening to participate, in the House of Lords, to the 3rd Advisory Board Meeting and AGM of the APPG -AI (#artificial intelligence) chaired by Lord Clement-Jones, together with Lord Chris Holmes, Stephen Metcalfe MP and Birgitte Andersen of the excellent Big Innovation Centre. During the Evidence Session which followed Lord Clement-Jones pointed out rightly that we should indeed be concerned with what'AI can do' but also'should do'. As an advocate of caution of how AI should be used I could have added'should not do'. Chris, one of the speakers, pointed out the gender biases which are now coded into AI algorithms. After the session I asked him whether coders could in his opinion equally code moral values in AI algorithms?
Financing of Artificial Intelligence and Blockchain Technologies in Europe - Setting-up a Running Investment Support Program - Digital Single Market - European Commission
The development of foundational technologies such as Artificial Intelligence, Blockchain and the convergence with other key technologies like IoT is going to accelerate the digital transformation of industry and services. They will provide new opportunities to innovate, create new ventures and to invest in technologies and applications that will deeply change the existing business models. The support program will be critical for the successful implementation of this first EU-wide Deep Tech Investment Fund specifically focused on the development and acceleration of Artificial Intelligence, Blockchain, Distributed Ledger technologies and the Convergence of these technologies. As part of this Investment support program, the European Commission is aiming to: (i) to enhance the awareness and visibility of innovative AI and Blockchain companies and projects with financial intermediaries and the broader investment community; (ii) to carry out a series of market consultations with a broad range of stakeholders from the AI/blockchain ecosystem, Governments and private investors, (iii) to convene and to better link the investment community with innovative Blockchain/AI SME and startups (iv) support the portfolio development and originate a deal flow of technically and financially viable projects; and(v) to mobilise more investors and to facilitate cooperation schemes by contributing to the creation and optimal operation of an EU-wide Deep Tech Investment Program, with a focus on AI, Blockchain and the Convergence of technologies.
Canon Medical's Ultra-High Resolution CT Receives FDA Clearance for Artificial Intelligence-Based Image Reconstruction Technology BioSpace
WIRE)-- Canon Medical Systems USA, Inc. has received 510(k) clearance on its Advanced Intelligent Clear-IQ Engine (AiCE) for the Aquilion PrecisionTM further expanding access to its new deep convolutional neural network (DCNN) image reconstruction technology. This technology, now available on both the Aquilion Precision and Aquilion ONE / GENESIS EditionTM premium CT systems, uses a deep learning algorithm to differentiate signal from noise so that it can suppress noise while enhancing signal, forging a new frontier for CT image reconstruction. Aquilion Precision - the world's first Ultra-High Resolution CT provides 2 times the resolution of conventional CT, revealing detail that is typically only seen in Cath labs. With AiCE, the system now enables clinicians to perform super-high resolution studies at doses equivalent to standard resolution CT (with traditional hybrid iterative reconstruction techniques). AiCE learns from the high image quality of Model Based Iterative Reconstruction (MBIR) to reconstruct CT images with improved high contrast spatial resolution*.

Artificial intelligence (AI) is all around us, generating excitement about how it could increase prosperity and transform our lives in multiple ways. Yet the technology is also likely to be disruptive. Policymakers and businesses must therefore try to capture the full value of what AI has to offer, while avoiding the downside risks. The idea of AI has been around for more than a half-century, and we have lived through previous periods of excitement followed by long stretches of disappointment – "AI winters" – when the tech didn't live up to the hype. But recent progress in AI algorithms and techniques, combined with a massive increase in computing power and an explosion in the amount of available data, has driven significant and tangible advances, promising to generate value for individuals, businesses, and society as a whole.

Today Chambers runs his own boutique investment firm, JC2 Partners, in Palo Alto, California. He prefers to call himself a mentor to startup CEOs rather than a venture capitalist. When he's not in Silicon Valley he can often be found in India, where he advises Prime Minister Narendra Modi's government on digital transformation and the economy.

AI Rivals Expert Radiologists at Detecting Brain Hemorrhages
An algorithm developed by scientists at UC San Francisco and UC Berkeley did better than two out of four expert radiologists at finding tiny brain hemorrhages in head scans--an advance that one day may help doctors treat patients with traumatic brain injuries (TBI), strokes and aneurysms. The continued increase in diagnostic imaging studies, including 3D imaging studies such as computed tomography (CT), means that radiologists are looking at thousands of images each day, searching for tiny abnormalities that can signal life-threatening emergencies. The number of images from each brain scan can be so large that on a busy day, radiologists may opt to scroll through some large 3D stacks of images using mice with frictionless wheels, almost like viewing a movie. But it could be much more efficient--and potentially more accurate--if AI technology could pick out the images with significant abnormalities, so radiologists could examine them more closely. "We wanted something that was practical, and for this technology to be useful clinically, the accuracy level needs to be close to perfect," said Esther Yuh, MD, PhD, associate professor of radiology at UCSF and co-corresponding author of the study, published the week of Monday, Oct. 21, 2019, in Proceedings of the National Academy of Sciences (PNAS).
AI, prosperity and icebreakers -- charting a course for Europe
Earlier this week, I attended the 3rd Tallinn Digital Summit - a gathering of leaders from policy, academia and business to look at the challenges and opportunities technology like AI offers for digital governance. Estonia is a great example of a country where leaders work to ensure technology benefits businesses and citizens by being proactive, but not overbearing. The Estonian Prime Minister Jüri Ratas touched on the importance of this balance in his keynote. While not every nation is as progressive as Estonia, one thing became very clear: Artificial intelligence is not a future concept, it is here already, fundamentally reshaping the products and processes of organizations and businesses. This was a key theme of the talk I gave too, emphasizing that AI is here and we need to make choices in accordance to the societies we want to live in.
Government Should Embrace Artificial Intelligence to Improve Performance
For government to earn the trust of the American people, it needs to do a better job of meeting their needs. As such, it is essential that agencies empower the civil servants responsible for improving program performance. However, a new Bipartisan Policy Center report finds that the individuals charged with that task are also the same people responsible for overseeing compliance with laws, rules, and regulations. This "double duty" limits the time staff have for work essential to improving mission performance. To address this, the BPC task force report, "Oversight Matters: Balancing Mission, Risk, and Compliance," recommends devoting more resources to better target oversight efforts by employing a risk-based framework aimed at improving performance.
