NG Bias w/ US Nuclear Capacity Outage Data from EIA
A lot of nat gas analysts would at times reference EIA's Nuclear Capacity Outage (NCO henceforth), yet I haven't seen anyone do a detailed explanation of how they apply it toward an objective bias in implied Nat Gas demand, i.e. Fair Value bias going forward expected by traders paying attention to NCO. So I got curious, and first look at NG prices vs. YOY change in NCOs: So it looks like there is likely somewhat of a rough relationship, that some traders are paying attention to it. Then the next step would be an attempt toward precision via Time Series Analysis. So, what I'd do here is a 2 Step Machine Learning process of 1) Forecast expected NCO for the rest of 2019, then apply that to estimate Natural Gas futures fair value bias going forward.

Summary: The Science Mission Directorate (SMD) seeks suggestions for topics relevant to 2014 SMD Science Plan amenable to application of Artificial Intelligence/Machine Learning tools for the 2020 Frontier Development Laboratory Program. Background: FDL is an applied artificial intelligence (AI) research accelerator leveraging the newest developments in AI and Machine Learning (ML) technologies from academia and the private sector and applying them to challenges relevant to NASA's goals in space and earth sciences. Teams of computer scientists and space and earth scientists work to solve problems important to NASA and humanity's future within a given time frame. Each team is made up of four participants (two computer scientists and two domain scientists). The teams are mentored by subject matter experts (SMEs) in both science domains and AI/ML.

Open the Boxes of Words: Incorporating Sememes into Textual Adversarial Attack

Adversarial attack is carried out to reveal the vulnerability of deep neural networks. Word substitution is a class of effective adversarial textual attack method, which has been extensively explored. However, all existing studies utilize word embeddings or thesauruses to find substitutes. In this paper, we incorporate sememes, the minimum semantic units, into adversarial attack. We propose an efficient sememe-based word substitution strategy and integrate it into a genetic attack algorithm. In experiments, we employ our attack method to attack LSTM and BERT on both Chinese and English sentiment analysis as well as natural language inference benchmark datasets. Experimental results demonstrate our model achieves better attack success rates and less modification than the baseline methods based on word embedding or synonym. Furthermore, we find our attack model can bring more robustness enhancement to the target model with adversarial training.

Revolution" conference hosted by the U.S. Naval Institute, USNI News reported. "We're losing a lot of folks because of encounters with the unknown," Losey said. "Not knowing when we enter a house whether hostiles will be there and not really being able to adequately discern whether there's threats before we encounter them. And that's how we incurred most of our casualties."

Trade boost on agenda for Modi-Merkel meet
Measures to boost trade and investment and cooperation in new areas such as artificial intelligence are expected to be on the agenda during German Chancellor Angela Merkel's meeting with Prime Minister Narendra Modi in New Delhi on November 1. Merkel will arrive in India on October 31 for the day-long visit at Modi's invitation. She will be accompanied by several ministers and state secretaries of the German government and a high-level business delegation. The two Leaders will also have a separate engagement with CEOs and business leaders of both sides. As part of the inter-governmental consultations, Indian ministers and their German counterparts will hold initial discussions in their respective areas, and the outcome of these talks will be reported on at the meet co-chaired by Modi and Merkel. During the consultations, the two sides will discuss ways to deepen cooperation in traditional sectors such as transport, skill development and energy, and explore possibilities for working together in new areas such as artificial intelligence and green urban mobility, the external affairs ministry said on Friday.

GFAIH will take place in Paris, France, at the 3 Mazarine conference centre of the Institut de France from October the 28th to the 30th, 2019. The Global Forum on AI for Humanity (GFAIH) takes place in the context of the forthcoming organisation of a Global Partnership on AI (GPAI), as decided at the last G7 summit. It will serve as the formal launch pad for GPAI and will inform GPAI Working Groups' future agenda. The GFAIH will gather experts from AI, social sciences, humanities, and engineering, as well as innovators, economic actors, policy makers and civil society representatives in order to: • reach a common understanding of the perspectives brought by AI, of the challenges to be addressed, and the methods and tools for addressing them • deliberate about projects, studies and social experiments that can lead to a corpus of shared knowledge and shape R&D agendas • consider Global Partnership initiatives to put the progress of AI for the benefit of humankind. Artificial Intelligence: Telangana to declare 2020 as year of AI
The Telangana government will declare 2020 as the year of Artificial Intelligence (AI) to promote its use in various sectors such as agriculture, urban transportation and healthcare. This was announced by Information Technology Minister K.T. Rama Rao during a meeting with NASSCOM President Debjani Ghosh here on Friday. The minister announced that the government would organise a series of events throughout the year centred around the AI theme. KTR, as the minister is popularly known, highlighted the various initiatives taken by the state government in the areas of emerging technologies. "Telangana government is continuing to attract investors from marquee companies which are setting up their R&D and technology development centres in emerging technologies such as IoT, AI, machine learning, cyber security and blockchain," KTR said.
