A legal code of practice is needed before face recognition technology can be safely deployed by police forces in public places, says the UK's data regulator. The Information Commissioner's Office (ICO) said it has serious concerns about the use of the technology as it relies on large amounts of personal information, in a blog post. Current laws, codes and practices "will not drive the ethical and legal approach that's needed to truly manage the risk that this technology presents," said information commissioner Elizabeth Denham. She called for police forces to be compelled to show justification that face recognition is "strictly necessary, balanced and effective" in each case it is deployed. Face recognition can map faces in a crowd by measuring the distance between facial features, then compare results with a "watch list" of images, which can include suspects, missing people and persons of interest. South Wales Police and the Met Police have been trialling face recognition as a possible way to reduce crime, but the move has been divisive.

Former Google CEO Eric Schmidt urged cooperation with Chinese scientists, warned against the threat of misinformation, and advised against overregulation by governments today in a broad-ranging speech about AI ethics and regulation of big tech companies. He also talked about conflict deterrence between nation-states in the age of AI and pondered how secretaries of state might share information in the coming age of artificial general intelligence (AGI). "What are the norms of this? This area strikes me as one that's nascent but will become very important as general intelligence becomes more and more possible some time from now," he said. "We haven't had a common regime around how all that works."

UK government organisations are taking the lead in artificial intelligence (AI) investment despite the various challenges around the implementation of the technology, according to a report by Accenture. The study carried out with McGuire Research polled 300 government executives in Finland, France, Germany, Norway and the UK about the impact and potential for AI on their organisations. It has found that the UK has the highest figures reported among all nations surveyed in terms of current and anticipated AI spending. Some 20% of UK respondents reported annual spending of more than £40m in AI, and nearly half (47%) said their organisation is investing between £12-£40m in AI. "Thanks to increased government funding for AI projects, a strong ability to scale AI investments, and a skilled workforce, the UK will continue to be a world-leader in AI from which our economy will reap benefits in the coming years," said the director of operations, health and public service for Europe at Accenture, Mark Jennings. In addition to the anticipated benefits of increased efficiencies, cost or time savings, as well as enhanced productivity, areas where respondents reported AI is delivering most benefits to public sector bodies are fraud and risk management, cited by 23% of those polled, and customer service (27%).

Riding the waves of growing interest about artificial intelligence (AI) in international relations (IR) and security studies, the debate about the role of AI in diplomacy is also gaining momentum, although academic discussions are progressing rather slowly, without a clear analytical focus. The key question on the mind of policymakers at the moment is whether AI would be able to deliver on its promises instead of entering another season of skepticism and stagnation. If AI would be able to demonstrate value in a consistent manner by providing reliable assistance in areas of diplomatic interest such as in consular services, crisis management, public diplomacy and international negotiations, as suggested above, then the future of AI in diplomacy should look bright. If, on the other hand, the ratio between costs and contributions of AI applications to diplomatic work would stay high, then the appetite for AI integration would likely decline.

Converging forces have catapulted artificial intelligence (AI) into the mainstream with such a profound impact that it's been touted as the next biggest disruptive force in global business. The AI revolution is not in its infancy; in fact, this technology has been around for over 60 years. It has, however, only recently come into its own, disrupting virtually every field of business and even permeating our homes in the form of Siri and Alexa.
