Military Deception: AI's Killer App? - War on the Rocks

This article was submitted in response to the call for ideas issued by the co-chairs of the National Security Commission on Artificial Intelligence, Eric Schmidt and Robert Work. It addresses the first question (parts a. and b.), which asks how artificial intelligence will affect the character and/or the nature of war, and what might happen if the United States fails to develop robust AI capabilities that address national security issues. In the 1983 film WarGames, Professor Falken bursts into the war room at NORAD to warn, "What you see on these screens up here is a fantasy -- a computer-enhanced hallucination. Those blips are not real missiles, they're phantoms!" The Soviet nuclear attack onscreen, he explained, was instead a simulation created by "WOPR," an artificial intelligence of Falken's own invention.

At the annual meeting of the Scientific Advisory Committee on Alternative Toxicological Methods (SACATM; see sidebar), committee members enthusiastically supported advances in new nonanimal testing technologies, such as computational tools and microphysiological systems (MPS), also known as tissue chips. The committee urged regulators to provide clear guidance on how these technologies should be used and what data from them would be accepted. Members also stressed the importance of having high-quality reference data from both human and animal tests to clearly demonstrate the ability of new methods to identify toxic chemicals. Experts from academia, industry, and animal welfare organizations debated how best to use these new technologies in the Sept. 19-20 meeting. The committee meets annually to advise the Interagency Coordinating Committee on the Validation of Alternative Methods (ICCVAM).

Corporations would rather have an employee base full of robots and a select few humans to monitor the robots because it saves them money in labor cost. Borrowing without a maximum limitation means it is easy, and often more affordable, for corporations to invest in robots or automation than their labor force. It is cheaper to take a loan from a bank to finance the purchase of Artificial Intelligence software or robotic investing than it is to re-train workers or engage in improving work skills. So the bottom line is that corporations would rather have an employee base full of robots and a select few humans to monitor the robots because it saves them money in labor cost in robotic investing. You can thank the floating currency system inaugurated by Nixon for this change in the work culture of American corporations because it made technological innovation less expensive to finance which makes it harder for people to earn enough for a decent quality of life.


5 Ways Machine learning is Redefining Healthcare

Machine learning (ML) is an application of artificial intelligence (AI) wherein the system looks at observations or data, such as examples, direct experience, or instruction, figures out patterns in data and predicts events in the future based on the examples that we provide. Machine learning is seeing more and more use across industries for various reasons: vast amounts of data are being captured and made available digitally; processing of large amounts of data has become cost-effective due to the increased computing power now available at affordable prices; and various open source frameworks, toolkits and libraries are available that can be used to build and execute ML applications. Specifically in healthcare, ML has led to exciting new developments that could redefine cancer diagnosis and treatment in the years to come. ML can increase access to treatment in developing countries which don't have enough specialist doctors that can treat certain diseases, it can improve the sensitivity of detection, add more value in treatment decisions, and it can help personalize treatment so that each patient gets the treatment that's best for them. In many cases they can even add to workflow efficiency in hospitals.


A Tech Group Suggests Limits for the Pentagon's Use of AI

The Pentagon says artificial intelligence will help the US military become still more powerful. On Thursday, an advisory group including executives from Google, Microsoft, and Facebook proposed ethical guidelines to prevent military AI from going off the rails. The advice came from the Defense Innovation Board, created under the Obama administration to help the Pentagon tap tech industry expertise, and chaired by Eric Schmidt, Google's former CEO and chairman. Last year, the department asked the group to develop ethical principles for its AI projects. On Thursday, the group released a set of proposed principles in a report that praises the power of military AI while also warning about unintended harms or conflict.
