A group of tech executives warn military about unintended harm caused by AI in combat
This week, the Defense Innovation Board issued a series of recommendations to the Department of Defense on how artificial intelligence should be implemented in future military conflict. The Defense Innovation Board was first created in 2016 to establish a series of best practices on potential collaborations between the US military and Silicon Valley. There are sixteen current board members from a broad number of disciplines, including former Google CEO Eric Schmidt, Facebook executive Marne Levine, Microsoft's Chief Digital Officer Kurt Delbene, astrophysicist Neil deGrasse Tyson, Steve Jobs biographer Walter Isaacson, and LinkedIn co-founded Reid Hoffman. 'Now is the time, at this early stage of the resurgence of interest in AI, to hold serious discussions about norms of AI development and use in a military context--long before there has been an incident.' the report says. The report says that using AI for military actions or decision-making comes with'the duty to take feasible precautions to reduce the risk of harm to the civilian population and other protected persons and objects.'

Leveraging AI to Transform Government
"The most challenging problems AI may help us solve--from fighting terrorists to serving vulnerable populations--will involve government," according to "The Future Has Begun," a report on the impact of AI on government by the Partnership for Public Service and the IBM Center for the Business of Government. "More immediately, though not less consequentially, AI will change the way public servants do their jobs." A decade-long collaboration between the University of Southern California and Los Angeles International Airport produced an AI-enabled system aimed at helping law-enforcement units deploy their limited staff more effectively. After analyzing potential targets, the system recommends randomized police patrol routes and schedules so terrorists can't anticipate where and when they will run into security checkpoints. The system has since been used by the U.S. Coast Guard to randomize boat patrol routes in major ports and by the Transportation Security Administration to assign air marshals to flights. More recently, another version of the AI system has been developed to help rangers fight wildlife poachers around the world.
Pentagon advisory board releases principles for ethical use of artificial intelligence in warfare
In 2017, a group of 116 technology executives asked the United Nations to pursue an all-out ban on autonomous weapons. Google went so far as to completely ban the use of its AI algorithm in any weapons system, a decision that followed employee complaints over its involvement in a program to analyze drone footage. Other tech companies, such as Microsoft and Amazon, have embraced opportunities to work with the military while arguing for a more nuanced approach to the matter.

Artificial Intelligence Will Still Need Training in the Field, Deputy Defense CIO Says
If the Defense Department is going to build and deploy artificial intelligence, service members from top brass to the battlefield will need to get comfortable using tools that have yet to prove capable, according to a Pentagon IT official. That will need to change if the department hopes to harness AI, according to Peter Ranks, Pentagon deputy CIO for information enterprise. "AI algorithms often go into the field when they are less than 50% effective; when they still have a significant amount of training where they have to encounter real users and real data in order to make them better," Ranks said during a keynote at the Professional Services Council's 2019 Vision conference. "That is out of sync with the way we deploy weapons systems in the DOD." Ranks noted that most of the work being done within the Defense Department today is still focused on research and development.
America can't afford to sit out the artificial intelligence race
If you shop online or occasionally speak to a voice assistant in the morning, you are already embracing the changes this technology has created. Many people are familiar with the advances of autonomous vehicles or facial recognition technology, and some may be curious, or even anxious, about how they will affect safety or privacy. Defense Innovation Board unveils AI ethics principles for the Pentagon
The Defense Innovation Board, a panel of 16 prominent technologists advising the Pentagon, today voted to approve AI ethics principles for the Department of Defense. The report includes 12 recommendations for how the U.S. military can apply ethics in the future for both combat and non-combat AI systems. The principles are broken into five main principles: responsible, equitable, traceable, reliable, and governable. The principles state that humans should remain responsible for "developments, deployments, use and outcomes," and AI systems used by the military should be free of bias that can lead to unintended human harm. AI deployed by the DoD should also be reliable, governable, and use "transparent and auditable methodologies, data sources, and design procedure and documentation."
