Students push to speed up artificial intelligence adoption in Latin America
Omar Costilla Reyes reels off all the ways that artificial intelligence might benefit his native Mexico. It could raise living standards, he says, lower health care costs, improve literacy and promote greater transparency and accountability in government. But Mexico, like many of its Latin American neighbors, has failed to invest as heavily in AI as other developing countries. That worries Costilla Reyes, a postdoc at MIT's Department of Brain and Cognitive Sciences. To give the region a nudge, Costilla Reyes and three other MIT graduate students -- Guillermo Bernal, Emilia Simison and Pedro Colon-Hernandez -- have spent the last six months putting together a three-day event that will bring together policymakers and AI researchers in Latin America with AI researchers in the United States. The AI Latin American sumMIT will take place in January at the MIT Media Lab.
'Smart cities that fail to master AI will be left behind,' says Singapore
Singapore, ranked the smartest city in the world in certain polls, has warned cities they must get a handle on artificial intelligence (AI) if they are to succeed as'smart cities', trusted by citizens and enterprises to manage data correctly. The warning came at Smart City Expo World Congress in Barcelona today (November 19), as Singapore, awarded city of the year at the 2018 show, shared the stage with local politicians from Barcelona and Madrid at the 2019 kick-off. Vivian Balakrishnan, minister for foreign affairs for the government of Singapore, set out Singapore's own AI strategy, as a geographically-constrained but tech-savvy city state. "This technology will change the world, and cities that master AI will get ahead -- those that don't will be left behind," he said. "The fact computers and systems can now see hear, speak and understand is transformational. It will transform our economy, disrupt our politics, alter the nature of our jobs -- and it will define the next phase of our'smart nation' journey."

Jason Blazaikis's automated far-right propagandist knows the hits. Asked to complete the phrase "The greatest danger facing the world today," the software declared it to be "Islamo-Nazism," which it said will cause "a Holocaust on the population of Europe." The paragraph of text that followed also slurred Jews and admonished that "nations who value their peoples [sic] legends need to recognize the magnitude of the Islamic threat." Blazaikis is director of the Center on Terrorism, Extremism, and Counter-Terrorism at the Middlebury Institute of International Studies, where researchers are attempting to preview the future of online information warfare. The text came from machine learning software they had fed a collection of manifestos from right-wing terrorists and mass-murderers such as Dylann Roof and Anders Breivik.
Preparing the Military for a Role on an Artificial Intelligence Battlefield
The Defense Innovation Board--an advisory committee of tech executives, scholars, and technologists--has unveiled its list of ethical principles for artificial intelligence (AI). If adopted by the Defense Department, then the recommendations will help shape the Pentagon's use of AI in both combat and non-combat systems. The board's principles are an important milestone that should be celebrated, but the real challenge of adoption and implementation is just beginning. For the principles to have an impact, the department will need strong leadership from the Joint AI Center (JAIC), buy-in from senior military leadership and outside groups, and additional technical expertise within the Defense Department. In its white paper, the board recognizes that the AI field is constantly evolving and that the principles it proposes represent guidelines the department should aim for as it continues to design and field AI-enabled technologies.
