We live in the greatest time in human history. Only 200 years ago, for most Europeans, life was a struggle rather than a pleasure. Without antibiotics and hospitals, every infection was fatal. There was only a small elite of citizens who lived in the cities in relative prosperity. Freedom of opinion, human and civil rights were far away. Voting rights and decision-making were reserved for a class consisting of nobility, clergy, the military and rich citizens. The interests of the general population were virtually ignored.

If you've ever been to an expensive restaurant and ordered a familiar dish like, say, lasagna, but received a plate with five different elements arranged in a way that does not at all resemble what you know as lasagna, then you have probably tasted deconstructionism. This approach to cuisine aims to challenge the way our brain makes associations, to break existing patterns of interpretation and, in so doing, to release unrealized potential. If the different elements work together harmoniously, it should be the best lasagna you've ever tasted. In principle, the 5th Generation network is deconstructed. Firstly, with its Service-Based Architecture (SBA) the core of the network is a mesh of interconnected services, each working independently but collaboratively.

The scarcity of health care resources is a long-standing, persistent global issue that is increasing with the worldwide aging population [1]. Possible approaches toward alleviating this scarcity include applying a sharing economy model to the health care industry [2]. The concept of sharing has been incorporated into a range of commercial activities related to daily life, such as retail and transportation. The health care system has also been influenced by the globally growing trend toward a sharing economy [3] and will likely advance with these trends in the near future. Such foreseeable trends continually accompany the integration of innovative technology in the emerging big-data era, including artificial intelligence (AI). Decision making on global issues requires new technologies based on AI techniques [4].


AI & Society โ€“ A Responsible View

Since I spoke at techUK's Digital Ethics 2018 conference the conversation on AI has continued to grow. Research that we recently conducted showed that UK organisations have been increasing their adoption of AI technologies over the past year. The number of companies who now state they have an AI strategy in place has more than doubled โ€“ from 11% in 2018 to 24% today, with over half of the organisations reported to be using AI to some degree, indicating that AI is increasingly becoming more accessible. The rise in AI technologies creates more urgency for organisations to understand the implications of AI empowered decision making and how to ensure AI is being used responsibly. However, many UK leaders lack an understanding of how AI can be used in a fair, responsible and effective way with two-thirds (63%) not knowing how AI systems reach conclusions.


AI's ethics problem: Abstractions everywhere but where are the rules?

Machines that make decisions about us: what could possibly go wrong? Essays, speeches, seminars pose that question year after year as artificial intelligence research makes stunning advances. Baked-in biases in algorithms are only one of many issues as a result. Jonathan Shaw, managing editor, Harvard Magazine, wrote earlier this year: "Artificial intelligence can aggregate and assess vast quantities of data that are sometimes beyond human capacity to analyze unaided, thereby enabling AI to make hiring recommendations, determine in seconds the creditworthiness of loan applicants, and predict the chances that criminals will re-offend." Again, what could possibly go wrong?


Department of Energy Announces $15 Million for Development of Artificial Intelligence and Machine Learning Tools

WASHINGTON, D.C. โ€“ Today, the U.S. Department of Energy's (DOE's) Advanced Research Projects Agency-Energy (ARPA-E) announced $15 million in funding for 23 projects to accelerate the incorporation of machine learning and artificial intelligence into the energy technology and product design processes as part of the Design Intelligence Fostering Formidable Energy Reduction (and) Enabling Novel Totally Impactful Advanced Technology Enhancements (DIFFERENTIATE) program. Launched in April of this year, the DIFFERENTIATE program aims to develop streamlined solutions to next-generation energy challenges. The program identified three general mathematical optimization problems that are common to many design processes. The selected projects then conceptualized machine learning and artificial intelligence-based solutions to help engineers execute and solve these problems in a manner that dramatically accelerates the pace of energy innovation. "The incorporation of AI and Machine Learning into our energy technology design and engineering processes has great potential to increase the productivity of our nation's engineers and scientists," said Secretary of Energy Rick Perry.


Singapore announces national AI strategy, office

Singapore is tapping artificial intelligence as the next part of its "Smart Nation" project, the city-state's foreign minister announced Tuesday. The strategy identifies five areas -- transportation, smart cities, healthcare, education and public safety -- where AI can be used to make big change. As part of its strategy, Singapore also announced the creation of a National AI Office to "drive the national AI agenda." The office will work to enjoin efforts underway in the city-state's research, industry and government sectors to tackle key challenges. Vivian Balakrishnan, who leads the Smart Nation Initiative for Singapore, and serves as its foreign minister, officially announced the new strategy at the opening session of Smart City Expo World Congress in Barcelona, Spain.

Military drones or unmanned aerial vehicles have been around for a long time and their first tactical use with reconnaissance cameras was tested by Israeli Intelligence in the late 1960s. Israel continued to develop the technology, successfully using it to neutralize Syrian air defences at the start of the 1982 Lebaon War. The U.S. military also adopted it, successfully using the Israeli-developed Pioneer UAV for real-time intelligence over Iraq, Bosnia and Kosovo during the 1990s. It was only a matter of time until weapons were first deployed on U.S. drones and this occurred immediately after 9/11 when Osama bin Laden was observed from an unarmed Predator. They, along with their larget successor the Reaper, were subsequently equipped with Hellfire missiles, attacking a host of targets across Afghanistan, Pakistan, Iraq, Somalia, Yemen and Libya.


Uber driver mostly to blame for fatal self-driving crash, NTSB finds

The operator of a self-driving Uber that hit and killed a pedestrian in Tempe last year was the primary cause of the accident because she was watching "The Voice" on her phone instead of the road. That's the finding from the National Transportation Safety Board, although the federal agency identified several other contributory causes in its final report submitted on Tuesday. The board also recommended new federal and state requirements for testing autonomous cars on public roads. Beyond the driver, the board found plenty of blame to go around for the nation's first pedestrian fatality involving a self-driving car. Officials called out Uber's lax safety culture, the pedestrian who was high on methamphetamine, and the state of Arizona's lack of safety requirements for the cars.


Singapore wants to be a 'living lab' for global AI solutions: Vivian Balakrishnan

BARCELONA: Singapore hopes to be a "living laboratory" for developing artificial intelligence (AI) solutions globally - an ambition that plays to its strengths, according to Minister-in-charge of the Smart Nation initiative Vivian Balakrishnan. Dr Balakrishnan, who is also Foreign Affairs Minister, was speaking at the opening session of the Smart City Expo World Congress in Barcelona on Tuesday (Nov 19), where he made a pitch for Singapore's attractiveness as an AI hub. For example, testing solutions in Singapore would be facilitated by agile regulations, as the country has just "a single layer of government". "We understand science, technology, engineering. We get it and we're able to make decisions quickly, pivot instantly and seek opportunities that new technology will provide," said Dr Balakrishnan.
