China has released a new government policy designed to prevent the spread of fake news and misleading videos created using artificial intelligence, otherwise known as deepfakes. The new rule, reported earlier today by Reuters, bans the publishing of false information or deepfakes online without proper disclosure that the post in question was created with AI or VR technology. Failure to disclose this is now a criminal offense, the Chinese government says. The rules go into effect on January 1st, 2020, and will be enforced by the Cyberspace Administration of China. "With the adoption of new technologies, such as deepfake, in online video and audio industries, there have been risks in using such content to disrupt social order and violate people's interests, creating political risks and bringing a negative impact to national security and social stability," the CAC said in a notice to online video hosting websites on Friday, according to the South China Morning Post.

When it comes to the issue of managing drones (Unmanned Aircraft Systems, or UAS) the US Department of Justice wants Americans to know it's on the case. In 2015, the DOJ published what was meant to be a comprehensive policy governing how US Government departments and law enforcement use drones to take account issues such as privacy, law and the Constitution. Four years on and things have moved on a bit, prompting tweaks addressing more recent concerns, including misuse, access to airspace, and the cybersecurity of the drones themselves. Large parts of the 2015 policy and its 2019 update sound almost identical. On privacy, both policies limit departments gathering drone data that contains personally identifiable information (PII) to 180 days unless there's a specific reason to keep it longer.

Europe's Not Prepared Enough for Facial Recognition Technology
That's the verdict of the European Union Agency for Fundamental Rights, whose 36-page paper published Wednesday says the region needs stronger rules governing the use of such technology by states, be it at national borders or in public spaces. "Given the novelty of the technology as well as the lack of experience and detailed studies on the impact of facial recognition technologies, multiple aspects are key to consider before deploying such a system in real life applications," the Vienna-based agency said. The body, which analyzes topics ranging from artificial intelligence to children's rights, put out its report as EU law enforcement authorities multiply facial recognition tests in Berlin, Nice and London and at airports in Amsterdam, Dublin and Paris. The technologies -- developed by private firms and customized for states or companies, have yet to show they are fail-safe. The EU's new Commission, whose mandate begins in December, has among its goals a plan to build a "Europe fit for the Digital Age." An internal policy document by the Commission detailed the steps the EU should take to master AI technologies, including facial recognition.
AI Won't Kill The Job Market But Keep It Steady, PwC Report Says

Their prediction, in a new report out Tuesday, is that it will all balance out in the end. More automation in trucks, factories and elsewhere could cost around 7 million existing jobs in the U.K. by 2037. But the rise in robots and machine-learning software will make the country more productive over the next two decades, growing at a 2% annual clip, to put nearly the same number of jobs back in the system: 7.2 million, PwC estimates.

Building a better battery with machine learning and artificial intelligence
With the help of machine learning and artificial intelligence researchers are accelerating the power of batteries. Researchers at the U.S. Department of Energy's (DOE) Argonne National Laboratory have turned to the power of machine learning and artificial intelligence to dramatically accelerate the process of battery discovery, according to the study published in -- Chemical Science. As described in two new papers, Argonne researchers first created a highly accurate database of roughly 133,000 small organic molecules that could form the basis of battery electrolytes. To do so, they used a computationally intensive model called G4MP2. This collection of molecules, however, represented only a small subset of 166 billion larger molecules that scientists wanted to probe for electrolyte candidates.
