China to ban "fake news" that contains artificial intelligence or deepfakes
China's history of censoring the internet and using propaganda to give its citizens a false sense of reality is well documented. And now, Chinese regulators have announced new rules that will allow them to further dictate what citizens perceive as reality. From January 1, 2020, publishing and distributing what the regulators deem to be "fake news" created with artificial intelligence (AI), deep learning, or virtual reality (VR) will be banned. The Cyberspace Administration of China (CAC) added that content produced with AI, deep learning, or VR will need to be clearly labeled when these new rules come into effect. Failure to label such content under the new rules could be a criminal offense.

The Cyberspace Administration of China (CAC) announced on Friday that it is making it illegal for fake news to be created with deepfake video and audio, according to Reuters. "Deepfakes" are video or audio content that have been manipulated using AI to make it look like someone said or did something they have never done. In its statement, the CAC said "With the adoption of new technologies, such as deepfake, in online video and audio industries, there have been risks in using such content to disrupt social order and violate people's interests, creating political risks and bringing a negative impact to national security and social stability," according to the South China Morning Post reporting on the new regulations. The CAC's regulations, which go into effect on January 1, 2020, require publishers of deepfake content to disclose that a piece of content is, indeed, a deepfake. It also requires content providers to detect deepfake content themselves, according to the South China Morning Post.

"We've seen a good number of ransomware campaigns where the adversaries have done reconnaissance to really understand the critical assets [and] the defenses, and then tailor the attack in order to get into that environment, to demand a higher payment from the victim," Grobman said. "That really requires a much more sophisticated level of defense for the defenders. The other point that I'd make is...we see the evolution of attacks from just focusing on traditional compute environments, to also focusing on cloud environments. Given that many organizations are shifting key components of their operations into the cloud, it would be natural that adversaries are looking for ways to not only target traditional environments, but also cloud assets," Grobman said.
Japan and India to conduct fighter jet drill in bid to deepen security ties
NEW DELHI โ Japan and India agreed Saturday to conduct their first joint fighter aircraft exercise in Japan as part of efforts to promote bilateral security cooperation in the face of China's military buildup and regional assertiveness. In inaugural "two-plus-two" security talks, the nations' foreign and defense ministers also welcomed the significant progress in negotiations for a pact that would allow the sharing of defense capabilities and supplies including fuel and ammunition. They called for a speedy conclusion to the acquisition and cross-servicing agreement (ACSA), according to a joint statement issued after the talks in New Delhi. The two governments are planning to sign the deal when Prime Minister Shinzo Abe visits India for talks with Prime Minister Narendra Modi in mid-December, according to Japanese officials. Tokyo and New Delhi aim to have a joint exercise involving fighter jets from the Air Self-Defense Force and the Indian Air Force next year, the officials said.

Periodic review of the artificial intelligence industry reveals challenges
As part of Stanford's ongoing 100-year study on artificial intelligence, known as the AI100, two workshops recently considered the issues of care technologies and predictive modeling to inform the future development of AI technologies. "We are now seeing a particular emphasis on the humanities and how they interact with AI," said Russ Altman, Stanford professor of engineering and the faculty director of the AI100. The AI100 is project of the Stanford Institute for Human-Centered Artificial Intelligence. After the first meeting of the AI100, the group planned to reconvene every five years to discuss the status of the AI industry. The idea was that reports from those meetings would capture the excitement and concerns regarding AI technologies at that time, make predictions for the next century and serve as a resource for policymakers and industry stakeholders shaping the future of AI in society.
