CES 2020: Mark Cuban is betting big on AI; urges entrepreneurs to do the same
Investor Mark Cuban has an emphatic message for entrepreneurs, businesses, and the government โ invest in artificial intelligence (AI) technology or risk becoming'a dinosaur' very soon. Speaking at the CES 2020 event, the world's most influential annual consumer technology conference, at Las Vegas, Nevada, the serial entrepreneur and Shark Tank investor also voiced his own passion for all things AI-related, adding that he is betting big on AI and investing in startups and businesses that leverage AI to innovate and create meaningful, world-changing impact. Mark Cuban emphasised the need for the US government to be involved in developing AI technology and supporting its use, saying this was a national priority akin to the need to invest in and stay ahead of the space mission in the 1950s. The billionaire โ who has invested in several healthtech startups such as Eon Health and Genetesis that leverage AI technology โ also stressed on the need for entrepreneurs and businesses to understand AI technology and include it in their strategic long-term plans in order to stay relevant in the years to come. "If you're an #entrepreneur & if you don't know #AI, then you're the equivalent of somebody in 1999 saying, "I'm sure this internet thing will be okay but I don't give a shit." Going forward, the world will quickly be defined by'AI haves' and'AI have-nots,' said Mark Cuban, who admitted that he's been taking tutorials and classes on AI and machine learning (ML) on AWS and on Coursera to better understand the technology. Still, there are challenges in integrating AI technology, with small companies finding it the hardest unlike the big tech majors like Google, Amazon, and Facebook that can invest billions of dollars on AI and go through trial and error to understand what works and doesn't work, Mark Cuban said. "Then underneath those companies (tech behemoths) are the multibillion-dollar companies.
Intelligent system reads human emotions via AI
A mechatronic engineering student from Australia's Curtin University had developed an intelligent system capable of reading people's emotions in real-time. This project offers potential benefits for national security as well as health authorities. According to a recent press release, three artificial intelligence (AI) algorithms were used to create the system. The algorithms are capable of assessing emotional reactions via the monitoring of real-time video footage. Final-year student, Mr. Jordan Vice, was invited to present his work to the First IEEE International Conference on Cognitive Machine Intelligence held in Los Angeles recently.
"She" goes missing from presidential language
Throughout most of 2016, a significant percentage of the American public believed that the winner of the November 2016 presidential election would be a woman -- Hillary Clinton. Strikingly, a new study from cognitive scientists and linguists at MIT, the University of Potsdam, and the University of California at San Diego shows that despite those beliefs, people rarely used the pronoun "she" when referring to the next U.S. president before the election. Furthermore, when reading about the future president, encountering the pronoun "she" caused a significant stumble in their reading. "There seemed to be a real bias against referring to the next president as'she.' This was true even for people who most strongly expected and probably wanted the next president to be a female," says Roger Levy, an MIT professor of brain and cognitive sciences and the senior author of the new study.
NATO critic Trump now floats expanding group to include Middle East
WASHINGTON โ U.S. President Donald Trump on Thursday said he supported expanding the North American Treaty Organization to include Middle Eastern nations, as the United States seeks to limit its troop footprint globally. "I think that NATO should be expanded and we should include the Middle East, absolutely," Trump told reporters at the White House. Trump proposed increased NATO involvement in the Middle East on Wednesday, when he addressed the Iranian strikes against U.S. troops in Iraq, carried out in retaliation for a U.S. drone strike that killed a top Iranian military commander. The military leader, Qassem Soleimani, played a major role in the fight against Islamic State militants in the region. Trump said Islamic State presented an international problem that other countries should help address. "We can come home, largely come home and use NATO," Trump said.
House votes to curb Trump's power to strike Iran without Congress OK
WASHINGTON โ The U.S. House of Representatives voted Thursday to limit President Donald Trump's authority to strike Iran, a mostly symbolic move Democrats say defends Congress's constitutional powers but Republicans say endangers national security. The resolution was adopted on a 224-194 vote, as tensions in the Middle East remain high after a U.S. drone strike killed Iranian general Qassem Soleimani. Iran retaliated with missiles striking an Iraqi base used by U.S. troops late Tuesday, without casualties, leaving uncertainty about future hostilities. With Thursday's resolution, the House is saying that Congress should be consulted before the conflict with Iran escalates. The Senate now can either consider the House-passed measure or move forward with a different version introduced by Sen. Tim Kaine, a Democrat from Virginia.
Should Artificial Intelligence Governance be Centralised? Design Lessons from History

Can effective international governance for artificial intelligence remain fragmented, or is there a need for a centralised international organisation for AI? We draw on the history of other international regimes to identify advantages and disadvantages in centralising AI governance. Some considerations, such as efficiency and political power, speak in favour of centralisation. Conversely, the risk of creating a slow and brittle institution speaks against it, as does the difficulty in securing participation while creating stringent rules. Other considerations depend on the specific design of a centralised institution. A well-designed body may be able to deter forum shopping and ensure policy coordination. However, forum shopping can be beneficial and a fragmented landscape of institutions can be self-organising. Centralisation entails trade-offs and the details matter. We conclude with two core recommendations. First, the outcome will depend on the exact design of a central institution. A well-designed centralised regime covering a set of coherent issues could be beneficial. But locking-in an inadequate structure may pose a fate worse than fragmentation. Second, for now fragmentation will likely persist. This should be closely monitored to see if it is self-organising or simply inadequate.
Measuring Diversity in Heterogeneous Information Networks

Diversity is a concept relevant to numerous domains of research varying from ecology, to information theory, and to economics, to cite a few. It is a notion that is steadily gaining attention in the information retrieval, network analysis, and artificial neural networks communities. While the use of diversity measures in network-structured data counts a growing number of applications, no clear and comprehensive description is available for the different ways in which diversities can be measured. In this article, we develop a formal framework for the application of a large family of diversity measures to heterogeneous information networks (HINs), a flexible, widely-used network data formalism. This extends the application of diversity measures, from systems of classifications and apportionments, to more complex relations that can be better modeled by networks. In doing so, we not only provide an effective organization of multiple practices from different domains, but also unearth new observables in systems modeled by heterogeneous information networks. We illustrate the pertinence of our approach by developing different applications related to various domains concerned by both diversity and networks. In particular, we illustrate the usefulness of these new proposed observables in the domains of recommender systems and social media studies, among other fields.
Pacific Commander: Sub-hunting spy plane missions continue in Pacific

The increasingly global reach of Chinese nuclear-armed ballistic missile submarines, armed with JL-2 weapons reportedly able to hit parts of the U.S., continues to inspire an ongoing Navy effort to accelerate production of attack submarines, prepare long-dwell drones for deployment to the Pacific and continue acquisition of torpedo-armed sub-hunting planes such as the P-8/A Poseidon. The Navy has been moving quickly to increase its fleet of Poseidon's on an accelerated timetable; in the Navy's 2020 budget, the service was authorized for a near term increase in Poseidon production by three, moving funding for the year up for nine Poseidons, as cited in a report from USNI news. Last year, the Navy awarded Boeing a $2.4 billion deal to produce 19 more P-8A Poseidon surveillance and attack planes. The Poseidon increase appears to align with the service's overall Pacific theater strategy, which makes a point to sustain peaceful, yet vital surveillance and Freedom of Navigation missions in the region.
'Highly likely' Iran downed Ukrainian jetliner: U.S. officials
WASHINGTON โ U.S. officials said Thursday it was "highly likely" that an Iranian anti-aircraft missile downed a Ukrainian jetliner late Tuesday, killing all 176 people on board. They suggested it could well have been a mistake. The crash came just a few hours after Iran launched a ballistic missile attack against Iraqi military bases housing U.S. troops amid a confrontation with Washington over the U.S. drone strike that killed an Iranian Revolutionary Guard general last week. Two U.S. officials, speaking on the condition of anonymity to discuss sensitive intelligence, said they had no certain knowledge of Iranian intent. But they said the airliner could have been mistaken for a threat.
CES 2020: MedWand is a Star Trek-like Tricorder
MedWand is the closest thing we seen so far to a Tricorder. The scanner combines a stethoscope, thermometer, electrocardiogram and more in a small hand-held device. There's no need to explain to fans of Star-Trek what a Tricorder is. They'll have head of it. Multiple versions appear in the Sci-Fi movie including one that is used to help diagnose diseases and collect bodily information about a patient.
