A group of civil rights and consumer groups is urging federal and state regulators to examine a number of mobile apps, including popular dating apps Grindr, Tinder and OKCupid for allegedly sharing personal information with advertising companies. The push by the privacy rights coalition follows a report published on Tuesday by the Norwegian Consumer Council found that 10 apps collect sensitive information including a user's exact location, sexual orientation, religious and political beliefs, drug use and other information and then transmits the personal data to at least 135 different third-party companies. The data harvesting, according to the Norwegian government agency, appears to violate the European Union's rules intended to protect people's online data, known as the General Data Protection Regulation.
Utah police look to artificial intelligence for assistance
Provo • A Utah city police department is considering a partnership with an artificial intelligence company in an effort to help the law enforcement agency work more efficiently. The Springville police may work with technology firm Banjo to help improve the response time to emergencies, The Daily Herald reported. The Park City company can gather real-time data from various sources including 911 dispatch calls, traffic cameras, emergency alarms, and social media posts and report related information to the police, officials said. The Springfield City Council heard a presentation by a Banjo representative during its Jan. 7 meeting but did not immediately make a decision about using the technology. Banjo entered an agreement last July with the Utah Attorney General's Office and the Utah Department of Public Safety to let the agencies use Banjo's technology to "reduce time and resources typically required to generate leads, and instead focus their efforts on incident response," according to a report to the state Legislature.

WASHINGTON – With presidential tweets in Persian and stern warnings to the regime, Donald Trump's administration is rallying behind the latest protests in Iran -- and renewing suspicions that his real goal is regime change. Just a week ago, massive crowds took to the streets in Iran to mourn powerful Gen. Qassem Soleimani, who was killed in a U.S. drone strike in Baghdad, and Tehran fired retaliatory missiles at U.S. forces in Iraq without inflicting casualties. Trump's response was, briefly, unusually conciliatory -- seeking a de-escalation with Iran and noting that they shared common interests, including fighting the Islamic State group. But all has changed since Saturday, when Iran admitted that it accidentally shot down a Ukrainian passenger jet, killing 176 people, setting off a new round of protests by Iranians furious at the deaths and the regime's initial denial. The tragedy has "turned the tide against the Iranian leadership again," said Ali Vaez, director of the Iran Project at the International Crisis Group, which promotes conflict resolution.

Secretary of State Mike Pompeo and Attorney General William Barr gave voice to the broader rationale on Monday, saying deterrence was a key component of the strike. But they, like other U.S. officials interviewed by The Associated Press, stopped short of saying definitively that no specific plot was broken up. Still, the shifting rationale has raised questions about the nature and credibility of the threat posed by Gen. Qassem Soleimani, the architect of a decades-long reign of terror in which Iranian proxy fighters killed hundreds of Americans and contributed to the deaths of hundreds of thousands in the region. Critics of President Donald Trump's decision say he should have consulted Congress before taking an action that brought the United States and Iran to the brink of war.

In high-energy physics (HEP) experiments, a thorough understanding of the properties of known physics forms the basis of any searches that look for new effects. This can only be achieved by an accurate simulation, which in many cases boils down to performing an integral and sampling from it. Often high-dimensional phase space integrals with nontrivial correlations between dimensions are required in important theory calculations. Monte-Carlo (MC) methods still remain as the most important techniques for solving high-dimensional problems across many fields, including for instance: biology [1, 2], chemistry [3], astronomy [4], medical physics [5], finance [6] and image rendering [7]. In high-energy physics, all analyses at the Large Hadron Collider (LHC) rely strongly on multipurpose Monte Carlo event generators [8, 9] for signal or background prediction.
Machine learning transfer efficiencies for noisy quantum walks

Quantum effects are known to provide an advantage in particle transfer across networks. In order to achieve this advantage, requirements on both a graph type and a quantum system coherence must be found. Here we show that the process of finding these requirements can be automated by learning from simulated examples. The automation is done by using a convolutional neural network of a particular type that learns to understand with which network and under which coherence requirements quantum advantage is possible. Our machine learning approach is applied to study noisy quantum walks on cycle graphs of different sizes. We found that it is possible to predict the existence of quantum advantage for the entire decoherence parameter range, even for graphs outside of the training set. Our results are of importance for demonstration of advantage in quantum experiments and pave the way towards automating scientific research and discoveries.

White House Proposes Hands-Off Approach to AI Regulation
The White House's Office of Science and Technology Policy (OSTP) has issued a draft memo to government agencies which spells out the principles agencies must abide by when creating regulations for the use of AI. The principles are designed to achieve three goals: Ensure public engagement, limit regulatory overreach and promote trustworthy technology. The memo includes 10 principles that agencies must consider when drafting AI regulations. The memo follows on from President Trump's executive order on AI in February 2019, which set out the administration's strategy for accelerating the US's position of leadership in AI. This includes fostering public trust in AI systems by establishing appropriate governance of, and standards for the technology.

No shrinking violet, especially when it comes to opining about technology, the outspoken Musk has repeated a version of these artificial intelligence premonitions in other settings as well. "I am really quite close… to the cutting edge in AI, and it scares the hell out of me," he told his SXSW audience. "It's capable of vastly more than almost anyone knows, and the rate of improvement is exponential." Musk, though, is far from alone in his exceedingly skeptical (some might say bleakly alarmist) views. A year prior, the late physicist Stephen Hawking was similarly forthright when he told an audience in Portugal that AI's impact could be cataclysmic unless its rapid development is strictly and ethically controlled.
