Artificial intelligence shows promise for solving many practical societal problems in areas such as healthcare and transportation. However, the current mechanisms for AI model diffusion such as Github code repositories, academic project webpages, and commercial AI marketplaces have some limitations; for example, a lack of monetization methods, model traceability, and model auditabilty. In this work, we sketch guidelines for a new AI diffusion method based on a decentralized online marketplace. We consider the technical, economic, and regulatory aspects of such a marketplace including a discussion of solutions for problems in these areas. Finally, we include a comparative analysis of several current AI marketplaces that are already available or in development. We find that most of these marketplaces are centralized commercial marketplaces with relatively few models.
Model now predicts satellite-killing radiation storms TWO days before they strike
Space scientists have successfully predicted satellite-killing radiation storms two days before they strike โ beating out the previous model that alerted experts only one day in advance. The new model, called PreMevE 2.0, uses machine-learning to improve forecasts by incorporating upstream solar wind speeds from the Van Allen belts. The technology compiles existing data sets to'learn' patterns and predict future storms so satellite operators can take protective measures, including temporarily shutting down part of or even the whole satellite to avoid damage. The model's creators have also noted that it can be used to capture earthquake patterns on earth in order to predict when these natural disasters will strike. This new model, called PreMevE 2.0, uses machine learning to improve forecasts by incorporating upstream solar wind speeds from the Van Allen belts PreMevE 2.0 was developed by space scientists at Los Alamos National Laboratory, who are working in a NASA and National Oceanic and atmospheric Administration (NOAA).
Clearview AI developing cams that use database of Facebook and Instagram photos to identify subjects
Controversial facial recognition company, Clearview AI, is reportedly developing surveillance cameras and augmented reality glasses despite mounting public scrutiny over the company's ethics. According to documents obtained by Buzzfeed News, Clearview AI is exploring the possibility of making surveillance cameras that use computer vision software to identify subjects by cross-referencing a database. Its database of photos has been the subject of controversy after it was found to be scraping pictures from Facebook and Instagram without people's consent. Those pictures were used to train its facial recognition algorithm. The company has also partnered with at least 600 law enforcement agencies across the US.
Europe sets out to build its own brand of AI
Just look at the reports on AI. When I asked one expert last week how many of these documents are out there, she said at least 120. The von der Leyen Commission's much anticipated White Paper dropped on February 19th. It follows the statement on AI in her own political guidelines, and the previous Commission's Communication on Artificial Intelligence for Europe from last spring. And it's accompanied by the Commission's Report on the safety and liability implications of Artificial Intelligence, the Internet of Things and robotics.

National Security Commission on AI Requests New Ideas; RAND Responds
That was the open call for submissions about emerging technology's role in global order put out last summer by the National Security Commission on Artificial Intelligence (NSCAI). RAND researchers stepped up to the challenge, and a wide range of ideas were submitted. Ten essays were ultimately accepted for publication. The NSCAI, co-chaired by Eric Schmidt, the former chief executive of Alphabet (Google's parent company), and Robert Work, the former deputy secretary of defense, is a congressionally mandated, independent federal commission set up last year "to consider the methods and means necessary to advance the development of artificial intelligence, machine learning, and associated technologies by the United States to comprehensively address the national security and defense needs of the United States." The commission's ultimate role is to elevate awareness and to inform better legislation.
Exploring the cutting edge of AI in cybersecurity ZDNet
With the number of cybersecurity threats increasing daily, the ability of today's cybersecurity tools and human cybersecurity teams to keep pace is being overwhelmed by an avalanche of malware. According to Cap Gemini's 2019 Reinventing Cybersecurity with Artificial Intelligence: The new frontier in digital security report, 56% of survey respondents said their cybersecurity analysts cannot keep pace with the increasing number and sophistication of attacks; 23% said they cannot properly investigate all the incidents that impact their organization; and 42% said they are seeing an increase in attacks against "time-sensitive" applications like control systems for cars and airplanes. "In the Internet Age, with hackers' ability to commit theft or cause harm remotely, shielding assets and operations from those who intend harm has become more difficult than ever," the report states. "The numbers are staggering -- Cisco alone reported that, in 2018, they blocked seven trillion threats on behalf of their customers. With such ever-increasing threats, organizations need help. Some organizations are turning to AI [artificial intelligence], not so much to completely solve their problems (yet), but rather to shore up the defenses."

Clearview AI, a facial recognition company has sparked privacy concerns surfacing from data stolen - which included its entire list of customers, the number of searches those customers have made โ and how many accounts each customer had set up. Clearview's clients are mostly law enforcement agencies, with police departments in Toronto, Atlanta and Florida โ all using the technology. During Season Four of the Chris Collins Show โ CEO Roland Memesevic from A.I. company โ 21 Billion Neurons โ addressed whether the government should regulate artificial intelligence: "Yeah, I think that we should all be open to everything and have a very open debate about how we're going to make sure that this is going to be used in a good way... And just running around fixing things in hindsight isn't going to work. I think that it's important that politics and the tech companies get together and figure this out jointly because often โ I don't know โ there's been backlash from Facebook in hindsight and there's going to be more backlash. It's like we're trying to patch things and other things pop up over here becoming another issue."
Trusting AI too much can turn out to be fatal
It is a truism of our age that we suffer from a deficit of trust. But in some areas of technology, the opposite is true: there is an alarming surfeit of trust. That was one of the findings of the National Transportation Safety Board's report published last week into the fatal crash of a semi-automated Tesla in California in 2018. The investigators concluded that the Model X sport utility vehicle failed to read the road conditions correctly and accelerated into a crash barrier at 70.8mph while the 38-year-old driver was playing a game on his iPhone. As Robert Sumwalt, NTSB's chairman, said, the crash was not only caused by flaws in Tesla's autopilot.
