Logarithmic Regret Bound in Partially Observable Linear Dynamical Systems

We study the problem of adaptive control in partially observable linear dynamical systems. We propose a novel algorithm, adaptive control online learning algorithm (AdaptOn), which efficiently explores the environment, estimates the system dynamics episodically and exploits these estimates to design effective controllers to minimize the cumulative costs. Through interaction with the environment, AdaptOn deploys online convex optimization to optimize the controller while simultaneously learning the system dynamics to improve the accuracy of controller updates. We show that when the cost functions are strongly convex, after $T$ times step of agent-environment interaction, AdaptOn achieves regret upper bound of $\text{polylog}\left(T\right)$. To the best of our knowledge, AdaptOn is the first algorithm which achieves $\text{polylog}\left(T\right)$ regret in adaptive control of unknown partially observable linear dynamical systems which includes linear quadratic Gaussian (LQG) control.
Mapping the Landscape of Artificial Intelligence Applications against COVID-19

COVID-19, the disease caused by the SARS-CoV-2 virus, has been declared a pandemic by the World Health Organization, with over 294,000 cases as of March 22, 2020 (WHO, 2020). In this review, we present an overview of recent studies using Machine Learning and, more broadly, Artificial Intelligence, to tackle many aspects of the COVID-19 crisis at different scales including molecular, medical and epidemiological applications. We finish with a discussion of promising future directions of research and the tools and resources needed to facilitate AI research. Executive Summary - There is a broad range of potential applications of AI covering medical and societal challenges created by the COVID-19 pandemic; however, few of them are currently mature enough to show operational impact.

AI tools and services are being used or offered by companies around the world to help fight the coronavirus pandemic. In a best-case scenario, whereby the virus transmission is massively mitigated, researchers from Imperial College London predict "there would still be in the order of 250,000 deaths in GB, and 1.1โ1.2 million in the US" resulting from the coronavirus. Imperial College London's analysis landed in Washington over the weekend and it's said to be the reason behind the US stepping up its response. British PM Johnson warned that further measures in the UK will likely be introduced in the coming days and a coronavirus bill for emergency powers is making its way to the House of Commons. Much like in wartime, technologies and social experiments that under normal circumstances would take years or decades to be tested and implemented will be rushed into use in days or weeks.
DARPA Considers AI to Protect Electric Grid, Advance 5G โ MeriTalk
As the Defense Advanced Research Projects Agency (DARPA) continues exploring emerging technologies for the Department of Defense, it's considering the implementation of artificial intelligence (AI) to tackle electric grid cybersecurity and get ahead of 5G deployment. "In the area of cyber operations, we have a program RADICS [Rapid Attack Detection, Isolation and Characterization Systems], which is designed to help recover critical portions of the power grid in the event of a full blackout caused by malware," Scherlis explained. The program partners with power companies, the National Guard, the Department of Homeland Security, and the Department of Energy to enable a "black start" recovery, a restart to the electric grid without external power, in the event of a cyberattack. Scherlis mentioned the program in context of AI, but the program is generally building new tech to accelerate recovery through improved situational awareness, network isolation, and the ability to adapt to changing cyber situations. "The idea of this program is how can we understand what is the state of affairs in the grid and incrementally restore service, purge the malware, and bring service back to the most critical assets and then stage that out beyond. They've done a number of field trials," Scherlis added.

Coronavirus: Spain to use artificial intelligence to automate testing
The Spanish government is planning to test 80,000 people a day for coronavirus with the roll-out of robot testers. Technology will be used to speed up testing of people in Spain, one of the countries hardest hit by the Covid-19 outbreak, with more than 200 deaths so far. According to Bloomberg, Spanish authorities now plan to increase daily testing from about 20,000 a day to 80,000, by using four robots to apply artificial intelligence (AI) to testing. Speaking at a conference on Saturday 21 March, Raquel Yotti, head of Madrid's health institute, said: "A plan to automate tests through robots has already been designed and Spain has committed to buying four robots that will allow us to execute 80,000 tests per day." Because of the ease that coronavirus spreads from person to person, testing has been identified as one of the best ways to control the disease.
