Graph Hawkes Network for Reasoning on Temporal Knowledge Graphs

The Hawkes process has become a standard method for modeling self-exciting event sequences with different event types. A recent work generalizing the Hawkes process to a neurally self-modulating multivariate point process enables the capturing of more complex and realistic influences of past events on the future. However, this approach is limited by the number of event types, making it impossible to model the dynamics of evolving graph sequences, where each possible link between two nodes can be considered as an event type. The problem becomes even more dramatic when links are directional and labeled, since, in this case, the number of event types scales with the number of nodes and link types. To address this issue, we propose the Graph Hawkes Network to capture the dynamics of evolving graph sequences. Extensive experiments on large-scale temporal relational databases, such as temporal knowledge graphs, demonstrate the effectiveness of our approach.
On the Integration of LinguisticFeatures into Statistical and Neural Machine Translation
New machine translations (MT) technologies are emerging rapidly and with them, bold claims of achieving human parity such as: (i) the results produced approach "accuracy achieved by average bilingual human translators" (Wu et al., 2017b) or (ii) the "translation quality is at human parity when compared to professional human translators" (Hassan et al., 2018) have seen the light of day (Laubli et al., 2018). Aside from the fact that many of these papers craft their own definition of human parity, these sensational claims are often not supported by a complete analysis of all aspects involved in translation. Establishing the discrepancies between the strengths of statistical approaches to MT and the way humans translate has been the starting point of our research. By looking at MT output and linguistic theory, we were able to identify some remaining issues. The problems range from simple number and gender agreement errors to more complex phenomena such as the correct translation of aspectual values and tenses. Our experiments confirm, along with other studies (Bentivogli et al., 2016), that neural MT has surpassed statistical MT in many aspects. However, some problems remain and others have emerged. We cover a series of problems related to the integration of specific linguistic features into statistical and neural MT, aiming to analyse and provide a solution to some of them. Our work focuses on addressing three main research questions that revolve around the complex relationship between linguistics and MT in general. We identify linguistic information that is lacking in order for automatic translation systems to produce more accurate translations and integrate additional features into the existing pipelines. We identify overgeneralization or 'algorithmic bias' as a potential drawback of neural MT and link it to many of the remaining linguistic issues.

Countries around the world – including the US, South Korea and Taiwan – are using artificial intelligence (AI) to help slow the spread of COVID-19. The technology is being used to speed up the development of testing kits and treatments, to track the spread of the virus, and to provide citizens with real-time information. In South Korea, the government mobilised the private sector to begin developing coronavirus testing kits soon after reports of a new virus began to emerge from China. As part of this drive, Seoul-based molecular biotech company Seegene used AI to speed up the development of testing kits, enabling it to submit its solution to the Korea Centers for Disease Control and Prevention (KCDC) three weeks after scientists began working on it. The company's founder and chief executive, Chun Jong-yoon, told CNN that had AI not been used, the process would have taken two to three months.
Government to establish drone licenses for flights out of pilot's sight
The government plans to establish a licensing system for operating drones when the flights are beyond the operator's line of sight, government sources said Monday. The proposal comes as the government hopes for increased usage of unmanned vehicles for purposes such as delivering daily necessities and medicine, or assisting security patrols in areas with an aging population, the sources said. The license, which the government hopes will be introduced in fiscal 2022, will be age-restricted, and will require operators to pass both a written and practical examination. The licenses will be only valid for a certain period of time and will have to be renewed. Illegal drone use will lead to the cancellation or suspension of a license.

Beyond Europe's AI Strategy: Global Governance for the Fourth Industrial Revolution Carolina Polito* On 19 February 2020, the European community welcomed the publication of three new documents that will drive the European Digital Agenda for the five years of the new von der Leyen's presidency. The documents are the European data strategy, the White Paper on Artificial Intelligence and the Report on Safety and Liability implications of AI, the Internet of Things and Robotics.[1] Together, these documents offer a comprehensive overview of European priorities for the Fourth Industrial Revolution. The main objective underpinning the European data strategy, informed by the conviction that the value of data lies in its pooling and storage, is the creation of a single European data space in which information flows freely and safely. To accomplish this objective, the EU will establish mechanisms to improve how data is shared, including via common contractual obligations on presentation, so as to make it accessible across member states. Additionally, the EU has planned to allocate 2 billion euro in annual investments as an enabler for its overall data strategy.[2]
