The authors of the Harrisburg University study make explicit their desire to provide "a significant advantage for law enforcement agencies and other intelligence agencies to prevent crime" as a co-author and former NYPD police officer outlined in the original press release.[38] At a time when the legitimacy of the carceral state, and policing in particular, is being challenged on fundamental grounds in the United States, there is high demand in law enforcement for research of this nature, research which erases historical violence and manufactures fear through the so-called prediction of criminality. Publishers and funding agencies serve a crucial role in feeding this ravenous maw by providing platforms and incentives for such research. The circulation of this work by a major publisher like Springer would represent a significant step towards the legitimation and application of repeatedly debunked, socially harmful research in the real world. To reiterate our demands, the review committee must publicly rescind the offer for publication of this specific study, along with an explanation of the criteria used to evaluate it. Springer must issue a statement condemning the use of criminal justice statistics to predict criminality and acknowledging their role in incentivizing such harmful scholarship in the past. Finally, all publishers must refrain from publishing similar studies in the future.

Santa Cruz becomes first U.S. city to ban predictive policing

Nearly a decade ago, Santa Cruz was among the first cities in the U.S. to adopt predictive policing. This week, the California city became the first in the country to ban the policy. In a unanimous decision Tuesday, the City Council passed an ordinance that banishes the use of data to predict where crimes may occur and also barred the city from using facial recognition software. In recent years, both predictive policing and facial recognition technology have been criticized as racially prejudiced, often contributing to increased patrols in Black or brown neighborhoods or false accusations against people of color. Predictive policing uses algorithms that encourage officers to patrol locations identified as high-crime based on victim reports.

Boston Bans Use Of Facial Recognition Technology. It's The 2nd-Largest City To Do So

Boston has banned the use of facial surveillance technology in the city, becoming the second-largest community in the world to do so. The city council unanimously voted on Wednesday to ban the use of the technology and prohibit any city official from obtaining facial surveillance by asking for it through third parties. The measure will now go to Mayor Marty Walsh with a veto-proof majority. Walsh's office said he would review the ban. That move comes even as city officials say the technology isn't yet used by the Boston Police Department -- though the department could access those powers with a software upgrade.

Now Trump's decision to suspend a variety of work visas has left many policy analysts worried about what it could mean for long-term US innovation. In particular, the suspension of the H-1B, a three-year work visa granted to foreign workers in specialty fields and one of the primary channels for highly skilled tech workers to join the US workforce, could impact US dominance in critical technologies such as AI. "America's key competitors are going in a different direction," says Tina Huang, a research analyst at Georgetown's Center for Security and Emerging Technology (CSET).

AI used to rank NHS patients in order of urgency to clear COVID-19 backlog

With a large backlog of appointments caused by coronavirus, some hospitals in England and Wales have started using algorithms to prioritise patients most urgently in need of care and to help clear the mounting numbers. Multiple companies are vying to get into this space from Babylon's AI services which provide health information, to DrDoctor, which recently released a new AI software adopted to collate and automatically rate patient's responses with digital questionnaires. Tom Whicher, CEO of DrDoctor estimates that if every hospital in the country adopted his technology, the time needed to get through the backlog would be dramatically reduced from four years to ten months. DrDoctor has also stressed that the tool will not decide anything for patients, it does not make clinical suggestions or rule out any patients form receiving care. The platform will present the data and the clinician ultimately makes the decision.
