Who is this "We" you speak of? -- Joe's Notes
I am not in control of others. I am barely in control of myself. The only way to control others is through force, everything else is a negotiation. When I listen to certain people prognosticate about what we all are doing or should be doing I can't help but become curious about what they mean by "we". "We" is a collective noun that takes on different forms depending on the context it is used in. A Christian can address a group of Christians and say the word "we" and it is to whom they are referring.

Microsoft Flight Simulator is a triumph, one that fully captures the meditative experience of soaring through the clouds. But to bring the game to life, Microsoft and developer Asobo Studio needed more than an upgraded graphics engine to make its planes look more realistic. They needed a way to let you believably fly anywhere on the planet, with true-to-life topography and 3D models for almost everything you see, something that's especially difficult in dense cities. A task like that would be practically impossible to accomplish by hand. But it's the sort of large-scale data processing that Microsoft's Azure AI was built for.
US military is testing wearable devices that detects illnesses TWO days before symptoms arise
The US military is testing a smart watch and ring system capable of detecting illnesses two days before the wearer develops symptoms. Called Rapid Analysis of Threat Exposure (RATE), the project is using Garmin and Oura devices that have been program with artificial intelligence trained on nearly 250,000 coronavirus cases and other sicknesses. The system notifies the user of an oncoming illness using a scale from one to 100 on how likely it will happen over the next 48 hours. Military officials note that'Within two weeks of us going live we had our first successful COVID-19 detect.' We were used to hearing that we'll be out of a job in twenty years, because of robots. Then the virus came, and now many are out of a job a bit faster, and not because of anything more intelligent or capable than themselves. Here are five currently existing robots that score pretty high on the creepiness scale, even without threatening to take away one's job. Sophia has somehow become the flagship of humanoid robotics. Constructed in Hong Kong, it has taken part in major TV talk shows and has been granted Saudi Arabian citizenship, although it is, essentially, not more than a "chatbot with a face" [1]. What the citizenship thing really means is unclear: Can Sophia vote?

Today, the Trump Administration announced that the United States and the United Kingdom signed a Declaration on Cooperation in Artificial Intelligence Research and Development. Through this historic R&D cooperation agreement, we will work together to drive technological breakthroughs, promote researcher collaboration, and advance the development of trustworthy AI. Today's announcement is an outcome of the U.S. – UK Special Relationship Economic Working Group, which was established following a meeting between President Donald J. Trump and Prime Minister Boris Johnson last year. "America and our allies must lead the world in shaping the development of cutting edge AI technologies and protecting against authoritarianism and repression. We are proud to join our special partner and ally, the United Kingdom, to advance AI innovation for the well-being of our citizens, in line with shared democratic values," said Michael Kratsios, U.S. Chief Technology Officer.

RAISE 2020 - Responsible AI for Social Empowerment
In the history of human civilization, Artificial Intelligence is considered to be the next giant technological leap similar to electricity and the internet. With AI possessing the power to radically transform the economic and social fabric of the world we live in, it's time to ask, how can we use AI responsibly for the good of humanity and for inclusive socio-economic development? The Responsible AI for Social Empowerment (RAISE 2020) virtual summit will be a Global Artificial Intelligence summit to be organized by the Government of India in partnership with Industry & Academia. The summit would be a global meeting of minds to exchange ideas and charter a course to use AI for social empowerment, inclusion, and transformation in key areas like Healthcare, Agriculture, Education and Smart Mobility amongst other sectors.
EU challenges for an AI human-centric approach: lessons learnt from ECAI 2020
During this period of progressive development and deployment of artificial intelligence, discussions around the ethical, legal, socio-economic and cultural implications of its use are increasing. What are the challenges and the strategy, and what are the values that Europe can bring to this domain? During the European Conference on AI (ECAI 2020), two special events in the format of panels discussed the challenges of AI made in the European Union, the shape of future research and industry, and the strategy to retain talent and compete with other world powers. This article collects some of the main messages from these two sessions, which included the participation of AI experts from leading European organisations and networks. Since the publication of European directives and guidance, such as the EC White Paper on AI and the Trustworthy AI Guidelines, Europe has been laying the foundation for the future vision of AI. The European strategy for AI builds on the well-known and accepted principles found in the Charter of Fundamental Rights of the European Commission and the Universal Declaration of Human Rights to define a human-centric approach, whose primary purpose is to enhance human capabilities and societal well-being.
U.S. Police Already Using 'Spot' Robot From Boston Dynamics in the Real World
Massachusetts State Police (MSP) has been quietly testing ways to use the four-legged Boston Dynamics robot known as Spot, according to new documents obtained by the American Civil Liberties Union of Massachusetts. And while Spot isn't equipped with a weapon just yet, the documents provide a terrifying peek at our RoboCop future. This browser does not support the video element. The Spot robot, which was officially made available for lease to businesses last month, has been in use by MSP since at least April 2019 and has engaged in at least two police "incidents," though it's not clear what those incidents may have been. It's also not clear whether the robots were being operated by a human controller or how much autonomous action the robots are allowed.
