State of AI report: what's next for European tech?

General purpose artificial intelligence is increasingly becoming a game for Big Tech and Big Government in the US and China, leaving Europe trailing in the dust. But AI is also a game for nimble startups that can creatively apply the technology to particular business niches, giving Europe a chance to flourish. Those are two of the main takeaways from the third annual 176-slide State of AI report, written by Nathan Benaich and Ian Hogarth, two of the most active angel investors in the UK in AI startups. They also highlight the investment momentum that is building behind European AI startups in the life sciences and military fields, in particular. One of the most striking features of AI research, as shown in the report, is how it is being driven by huge amounts of capital, data and computing power, meaning that only the biggest players can lead in many fields.

The world has evolved rapidly in the last few years and artificial intelligence (AI) has often been leading the change. The technology has been adopted by almost every industry with companies wanting to explore how AI can automate processes, increase efficiency, and improve business operations. AI has certainly proved how it can be beneficial to us all, but a common misconception is that it is always objective and avoids bias, opinion, and ideologies. Based on this understanding, there has been a rise in recent years with companies utilising AI-based recruiting platforms in a bid to make the hiring process more efficient and devoid of human bias. Yet, a Financial Times article quoted an employment barrister who doubted the progressive nature of AI tools and said that there is "overwhelming evidence available that the machines are very often getting it wrong".

New Delhi, Oct 02: Prime Minister Narendra Modi is all set to inaugurate a global virtual summit on Artificial Intelligence (AI), RAISE 2020 - 'Responsible AI for Social Empowerment 2020' on October 5, according to the ministry of electronics and information technology. According to reports, the summit is scheduled to be held from October 5 to 9, 2020 and is being organised by the ministry of electronics and information technology (MeitY) and NITI Aayog. Hathras case: Demand to impose President's rule in UP The inauguration event will take place in the presence of minister of electronics & IT, communications and law & justice, Ravi Shankar Prasad, eminent global AI expert Professor Raj Reddy, Reliance Industries Ltd chairman Mukesh Ambani, IBM CEO Arvind Krishna among others. Professor Raj Reddy will hold a session about developing voice-enabled AI that removes linguistic barriers on October 6, the second day of the summit. Former Infosys CFO Mohandas Pai, and Brad Smith, president & legal head, Microsoft Global will also participate in sessions.

According to the Department of Energy's 2020 Transportation Energy Data Book, the transportation sector is responsible for more than 69% of petroleum consumption. The Environmental Protection Agency says emissions from transportation account for about 28% of total U.S. greenhouse gas emissions. Not all that fuel is efficiently used, contributing to CO2 emissions without providing real benefits. Vehicles stopping for red lights, idling as they wait for the signal lights to change and accelerating to get back up to speed wastes fuel and adds pollutants to the air. Idling vehicles waste more than 6 billion gallons of gasoline and diesel combined every year, DOE estimates.

This is an article by Gabriel Leung, Dean of Medicine at Hong Kong University Medical Center and Malik Peiris Professor at the University Hong Kong 1) COVID vaccines are needed, even if they have minimal impact on transmission 2) COVID vaccines may not help us achieve herd immunity 3) COVID vaccine trials primarily assess prevention of virologically confirmed disease - not infection or transmission 4) an "effective" vaccine confers protection from disease but might not reduce spread 5) if COVID vaccines are effective in reducing morbidity & mortality in high-risk groups, they would have an important role, irrespective of impact on transmission and population immunity 6) if high-risk populations can be shielded by vaccination, COVID control measures could be recalibrated 7) the idea that COVID vaccine-induced population immunity will allow a return to normalcy may be based on false assumptions 8) no country will be truly safe until the entire world is vaccinated. This new study from Akiko Iwasaki, PhD and colleagues at Yale University offers the first clear evidence that COVID can invade brain cells 1) 40-60% of hospitalized COVID patients experience neurological complications including nerve damage and stroke 2) this study suggests that COVID in the brain may be more lethal than the respiratory infection caused by COVID 3) COVID hijacks brain cells to make copies of itself then exploits the brain cells' machinery to multiply 4) then COVID chokes off oxygen to adjacent brain cells causing them to die 5) a few days into the infection there is a dramatic decrease the number of synapses (the connections between neurons in the brain) 6) the researchers didn't find any evidence of an immune response to remedy this problem. Picture this: As a Covid-19 patient fights for her life on a ventilator, software powered by artificial intelligence analyzes her vital signs and sends her care providers drug-dosing recommendations -- even as the same software simultaneously analyzes in real time the vital signs of thousands of other ventilated patients across the country to learn more about how the dosage affects their care and automatically implements improvements to its drug-dosing algorithm. This type of AI has never been allowed by the Food and Drug Administration. But that day is coming. AI that continuously learns from new data and modifies itself, called adaptive AI, faces some steep barriers. All FDA-cleared or approved AI-based software is "locked," meaning the manufacturer cannot allow adaptations for real-world use without new testing to confirm that it still works properly.


Nevada testing drones to deliver vital organs to transplant patients

India nudges to contain COVID-19 pandemic: a reactive public policy analysis using machine-learning based topic modelling

India locked down 1.3 billion people on March 25, 2020 in the wake of COVID-19 pandemic. The economic cost of it was estimated at USD 98 billion, while the social costs are still unknown. This study investigated how government formed reactive policies to fight coronavirus across its policy sectors. Primary data was collected from the Press Information Bureau (PIB) in the form press releases of government plans, policies, programme initiatives and achievements. A text corpus of 260,852 words was created from 396 documents from the PIB. An unsupervised machine-based topic modelling using Latent Dirichlet Allocation (LDA) algorithm was performed on the text corpus. It was done to extract high probability topics in the policy sectors. The interpretation of the extracted topics was made through a nudge theoretic lens to derive the critical policy heuristics of the government. Results showed that most interventions were targeted to generate endogenous nudge by using external triggers. Notably, the nudges from the Prime Minister of India was critical in creating herd effect on lockdown and social distancing norms across the nation. A similar effect was also observed around the public health (e.g., masks in public spaces; Yoga and Ayurveda for immunity), transport (e.g., old trains converted to isolation wards), micro, small and medium enterprises (e.g., rapid production of PPE and masks), science and technology sector (e.g., diagnostic kits, robots and nano-technology), home affairs (e.g., surveillance and lockdown), urban (e.g. drones, GIS-tools) and education (e.g., online learning). A conclusion was drawn on leveraging these heuristics are crucial for lockdown easement planning.
