The consensus problem is a fundamental problem in multi-agent systems which requires a group of processes (or agents) to reliably and timely agree on a single data value. Although extensively discussed in the context of distributed computing it's not exclusive to this field, also being present in our society in a variety of situations such as in democratic elections, the legislative process, jury trial proceedings, and so forth. It's solved through the employment of a consensus protocol governing how processes (agents) interact with one another. It may seem redundant but, to solve the consensus problem, first all processes agree to follow the same consensus protocol. Some of these processes may fail or be unreliable in other ways (such as in a conflict of interest situation) so consensus protocols must be fault tolerant or resilient.

FDA clears GE Healthcare AI-powered cardiovascular ultrasound system - MassDevice
GE Healthcare (NYSE:GE) announced that it received FDA 510(k) clearance for its Ultra Edition package on Vivid cardivascular ultrasound systems. The Ultra Edition package on Vivid cardiovascular ultrasound systems includes new features that are based on artificial intelligence (AI) designed to enable clinicians to acquire faster, more repeatable exams on a consistent basis, according to a news release. Vivid Ultra Edition reduces exam time through up to 80% fewer clicks, 99% accuracy and less inter-operator variability, the company said. The AI features within the Vivid Ultra Edition includes automatic detection of the appropriate measurement of spectral Doppler images and relevant points in the image for deriving measurements of the left ventricle, along with view recognition for which standard 2D scan plane is acquired. Other features include HD color displays, FlexiLight for improving visualizations and a 4D TTE pediatric probe for 2D and 4D imaging in pediatric patients ranging from neonates to teenagers.

Philippines eyes partnership with Japan on cyber defense, drones
Manila – The head of the Philippines' military said Tuesday that the country is considering partnering with Japan to beef up its cyber defense and drone capability as part of its force modernization program. Building cyber defense and security infrastructure "is one aspect we are focusing on now and I think we can partner with Japan in this area," Chief of Staff Gen. Gilbert Gapay said during a media forum in Manila, noting a similar thrust for force upgrades within his country. The general said the military is also considering acquiring drones and other unmanned aerial vehicles from Japan to raise its maritime surveillance and monitoring capabilities. Japan has always been among the countries shortlisted for sourcing military hardware, based on studies conducted by different technical working groups, according to Gapay. In August, the Philippines signed a $103.5 million contract with Mitsubishi Electric Corp. for an air radar system, marking the first export of a newly made complete defense product since Japan eased its post-World War II arms export ban in 2014.

The military branch has given a contract to a robotics firm specializing in artificial intelligence (AI) solutions and which is designed to lead to the introduction of "dexterous robotic systems." Sarcos Defense, a subsidiary of Sarcos Robotics, was awarded the contract. The parent company is dedicated to the development of advanced robotics and electro-mechanical systems.

AI is the next national security frontier, but Israel may be losing its edge
Developing a national strategy for artificial intelligence, including its ethical aspects, is critical for Israel's future security, a study published last week by the Institute for National Security Studies argued. "Proper management of the field of artificial intelligence in Israel holds great potential for preserving and improving national security," wrote Dr. Liran Antebi, an INSS research fellow, in the Hebrew-language study, which was prepared with assistance from experts in the high-tech industry, the defense establishment, the government and academia. Titled "Artificial intelligence and Israeli national security," the study starts from the assumption that AI will eventually be of decisive importance worldwide in terms of both economics and security, especially if predictions that AI's capabilities will someday exceed human ones prove accurate. "Artificial intelligence will create a new industrial revolution of the greatest scope in history," Antebi wrote. And this will naturally widen the gaps between countries with high technological capabilities and those that are left behind. One example is autonomous weapons systems like robots and drones that are capable of searching for, identifying and attacking targets independently, with almost no human involvement.

Joint Constrained Learning for Event-Event Relation Extraction

Understanding natural language involves recognizing how multiple event mentions structurally and temporally interact with each other. In this process, one can induce event complexes that organize multi-granular events with temporal order and membership relations interweaving among them. Due to the lack of jointly labeled data for these relational phenomena and the restriction on the structures they articulate, we propose a joint constrained learning framework for modeling event-event relations. Specifically, the framework enforces logical constraints within and across multiple temporal and subevent relations by converting these constraints into differentiable learning objectives. We show that our joint constrained learning approach effectively compensates for the lack of jointly labeled data, and outperforms SOTA methods on benchmarks for both temporal relation extraction and event hierarchy construction, replacing a commonly used but more expensive global inference process. We also present a promising case study showing the effectiveness of our approach in inducing event complexes on an external corpus.
