FreightWaves spoke to a few investors and analysts in the mobility and freight tech space, as well as the CEOs of a couple of autonomous trucking and delivery companies, about what they expect from a Biden presidency. Electric vehicle uptake in the United States has been tied to strong pollution reduction mandates and purchasing incentives found in Europe and Asia, said Reilly Brennan, partner, TrucksVC. "A Biden administration likely moves some of our policies closer to what we see in other parts of the world," he said. Among the incentives Brennan sees coming down the pike is an "EV for clunkers" scheme as soon as next year, promoting and supporting people who turn in their vehicles for zero-emissions cars and trucks.

It's no secret that numerous militaries are relying more on drones and other robotic vehicles, but the UK's leadership has a particularly bold vision. As the Guardian reports, armed forces head General Sir Nick Carter told Sky News in an interview that he believed a quarter of the British Army could be robots by the 2030s. He was careful to stress that he wasn't setting firm targets, but these automatons could serve at and near the front lines of a given conflict. More money for robotic warfare was expected to play a key role in a five-year defense review that has been postponed. Carter asked the government to move forward with the review during his Sky appearance.

But tech experts warn against conflating ethics as just another compliance checklist. Jane Pinelis, who leads test, evaluation, and assessment for the DOD's Joint Artificial Intelligence Center, said preserving personal health information is one of the JAIC's biggest priorities. "On the health side, one of the biggest things that we're concerned about is the preservation of personal health information," Pinelis said during an Oct. 22 Defense One NextGov event on AI. "On something else, we might be worried about equitability and bias, how do we train these models, what kind of data do we use in training them, and what does that mean about future applications." The JAIC announced progress with its Predictive Health effort on Oct. 21, which aims to reduce the time it takes to diagnose cancer.
NOAA to enhance weather forecasting and research with artificial intelligence
NOAA's Satellite and Information Service (NESDIS) has signed an agreement with Google to explore the benefits of Artificial Intelligence (AI) and Machine Learning (ML) for enhancing NOAA's use of satellite and environmental data. Under this three-year Other Transaction Authority (OTA) agreement, NESDIS and Google will pilot specific AI- and ML-related projects to amplify NOAA's environmental monitoring, weather forecasting, climate research, and technical innovation.

Thirty thousand "robot soldiers" could form an integral part of the British army in the 2030s, working alongside humans in and around the frontline, the head of the armed forces said in a television interview on Sunday. Gen Sir Nick Carter said the armed forces needed "to think about how we measure effects in a different way" – and he called on the government to proceed with the previously promised five--year integrated defence review. Speaking to Sky News on the morning of Remembrance Sunday, the chief of the defence staff suggested that "an armed forces that's designed for the 2030s" could include large numbers of autonomous or remotely controlled machines. "I mean, I suspect we could have an army of 120,000, of which 30,000 might be robots, who knows?" Carter said, although he stressed he was not setting any particular target in terms of future numbers. Investment in robot warfare was to be at the heart of the planned integrated five-year defence review, whose future was thrown into doubt after the chancellor, Rishi Sunak, postponed the cross-government spending review to which it had been linked last month.

"We usually start one year from the election, and then we use that data to train the machine and predict the outcome of the election at the national level," he said in a recent interview with The Independent, noting how AI can now also be used to predict local and state election outcomes after data is organized by geolocation. "Predicting elections is, of course, quite complicated."

A key challenge for deploying deep neural networks (DNNs) in safety critical settings is the need to provide rigorous ways to quantify their uncertainty. In this paper, we propose a novel algorithm for constructing predicted classification confidences for DNNs that comes with provable correctness guarantees. Our approach uses Clopper-Pearson confidence intervals for the Binomial distribution in conjunction with the histogram binning approach to calibrated prediction. In addition, we demonstrate how our predicted confidences can be used to enable downstream guarantees in two settings: (i) fast DNN inference, where we demonstrate how to compose a fast but inaccurate DNN with an accurate but slow DNN in a rigorous way to improve performance without sacrificing accuracy, and (ii) safe planning, where we guarantee safety when using a DNN to predict whether a given action is safe based on visual observations. In our experiments, we demonstrate that our approach can be used to provide guarantees for state-of-the-art DNNs. Due to the recent success of machine learning, there has been increasing interest in using predictive models such as deep neural networks (DNNs) in safety-critical settings, such as robotics (e.g., obstacle detection (Ren et al., 2015) and forecasting (Kitani et al., 2012)) and healthcare (e.g., diagnosis (Gulshan et al., 2016; Esteva et al., 2017) and patient care management (Liao et al., 2020)).
