New Machine Learning Theory Raises Questions About the Very Nature of Science

A novel computer algorithm, or set of rules, that accurately predicts the orbits of planets in the solar system could be adapted to better predict and control the behavior of the plasma that fuels fusion facilities designed to harvest on Earth the fusion energy that powers the sun and stars. The algorithm, devised by a scientist at the U.S. Department of Energy's (DOE) Princeton Plasma Physics Laboratory (PPPL), applies machine learning, the form of artificial intelligence (AI) that learns from experience, to develop the predictions. "Usually in physics, you make observations, create a theory based on those observations, and then use that theory to predict new observations," said PPPL physicist Hong Qin, author of a paper detailing the concept in Scientific Reports. "What I'm doing is replacing this process with a type of black box that can produce accurate predictions without using a traditional theory or law." Qin (pronounced Chin) created a computer program into which he fed data from past observations of the orbits of Mercury, Venus, Earth, Mars, Jupiter, and the dwarf planet Ceres.


B-52s again fly over Mideast in US military warning to Iran

DUBAI, United Arab Emirates (AP) -- A pair of B-52 bombers flew over the Mideast on Sunday, the latest such mission in the region aimed at warning Iran amid tensions between Washington and Tehran. The flight by the two heavy bombers came as a pro-Iran satellite channel based in Beirut broadcast Iranian military drone footage of an Israeli ship hit by a mysterious explosion only days earlier in the Mideast. While the channel sought to say Iran wasn't involved, Israel has blamed Tehran for what it described as an attack on the vessel. The U.S. military's Central Command said the two B-52s flew over the region accompanied by military aircraft from nations including Israel, Saudi Arabia and Qatar. It marked the fourth-such bomber deployment into the Mideast this year and the second under President Joe Biden.

Affordable legal advice for all – from a robot

An academic and a lawyer have teamed up to develop a robot lawyer, which, if successful, will make legal advice affordable to people from all backgrounds, while revolutionising the legal sector. Robots could take on significant parts of a lawyer's work, reducing the costs and barriers to access to legal services for everyone, rather than just those who can afford the high costs. The project, at the University of Bradford, is initially working on a machine learning-based application to provide immigration-related legal advice, but if successful, it could be replicated across the legal sector. The idea has received government backing in the form of a £170,000 grant from Innovate UK Knowledge Transfer Partnerships. Legal firm AY&J Solicitors is providing a further £70,000 as well as the vital knowledge of lawyers.


Building AI for the Global South

Harm wrought by AI tends to fall most heavily on marginalized communities. In the United States, algorithmic harm may lead to the false arrest of Black men, disproportionately reject female job candidates, or target people who identify as queer. In India, those impacts can further impact marginalized populations like Muslim minority groups or people oppressed by the caste system. And algorithmic fairness frameworks developed in the West may not transfer directly to people in India or other countries in the Global South, where algorithmic fairness requires understanding of local social structures and power dynamics and a legacy of colonialism. That's the argument behind "De-centering Algorithmic Power: Towards Algorithmic Fairness in India," a paper accepted for publication at the Fairness, Accountability, and Transparency (FAccT) conference, which begins this week. Other works that seek to move beyond a Western-centric focus include Shinto or Buddhism-based frameworks for AI design and an approach to AI governance based on the African philosophy of Ubuntu.


AI ups the ante for IoT cybersecurity – Urgent Comms

Securing vast and growing IoT environments may not seem to be a humanly possible task--and when the network hosts tens or hundreds of thousands of devices the task, indeed, may be unachievable. To solve this problem, vendors of security products have turned to a decidedly nonhuman alternative: artificial intelligence. "Cyberanalysts are finding it increasingly difficult to effectively monitor current levels of data volume, velocity and variety across firewalls," CapGemini noted in a survey research report, "Reinventing Cybersecurity With Artificial Intelligence." The report also noted that traditional methods may no longer be effective: "Signature-based cybersecurity solutions are unlikely to deliver the requisite performance to detect new attack vectors." In addition to conventional security software's limitations in IoT environments, CapGemini's report revealed a weakness in the human element of cybersecurity.

Despite major disruptions from the ongoing COVID-19 pandemic, global investment in AI technologies grew by 40 percent in 2020 to $67.9 billion, up from $48.8 billion in 2019, as AI research and use continues to boom across broad segments of bioscience, healthcare, manufacturing and more. The figures, compiled as part of Stanford University's Artificlal Intelligence Index Report 2021 on the state of AI research, development, implementation and use around the world, help illustrate the continually changing scope of the still-maturing technology. The 222-page AI Index 2021 report, touted as the school's fourth annual study of AI impact and progress, was released March 3 by Stanford's Institute for Human-Centered Artificial Intelligence. The report provides a detailed portrait of the AI waterfront last year, including increasing AI investments and use in medicine and healthcare, China's growth in AI research, huge gains in AI capabilities across industries, concerns about diversity among AI researchers, ongoing debates about AI ethics and more. "The impact of AI this past year was both societal and economic, driven by the increasingly rapid progress of the technology itself," AI Index co-chair Jack Clark said in a statement.


AI reveals current drugs that may help combat Alzheimer's

New York, March 7 (IANS) Researchers have developed a method based on Artificial Intelligence (AI) that rapidly identifies currently available medications that may treat Alzheimer's disease. The method could represent a rapid and inexpensive way to repurpose existing therapies into new treatments for this progressive, debilitating neurodegenerative condition. Importantly, it could also help reveal new, unexplored targets for therapy by pointing to mechanisms of drug action. "Repurposing FDA-approved drugs for Alzheimer's disease is an attractive idea that can help accelerate the arrival of effective treatment -- but unfortunately, even for previously approved drugs, clinical trials require substantial resources, making it impossible to evaluate every drug in patients with Alzheimer's disease," said researcher Artem Sokolov from Harvard Medical School. "We therefore built a framework for prioritising drugs, helping clinical studies to focus on the most promising ones," Sokolov added.


What Policies Should India Emulate From The US's AI Playbook?

The National Security Commission on Artificial Intelligence (NSCAI) recently published the Final Report for 2021 outlining an integrated national strategy to empower the US in the era of AI-accelerated competition and conflict. NSCAI worked with technologists, national security professionals, business executives and academic leaders to put out the report. According to the report, the US government is a long way from being "AI-ready." Based on the findings, the commission has proposed a set of policy recommendations. The US leads in almost all AI parameters than most countries, including India.

On the 27th of January, DIHNET revealed the winners of the 2020 DIH Champions Challenge at the virtual EDIH Conference 2021 "Gearing up towards European Digital Innovation Hubs". The awards ceremony gathered more than 1176 participants including Digital Innovation Hubs, designated EDIHs, regions and Member States, representatives of EEN, Clusters, SME associations, among other stakeholders. DIHNET.EU was pioneer in launching the annual DIH Champions Challenge for identifying mature Digital Innovation Hubs in Europe. Begoña Sanchez, Innovation Systems and Policies manager at Tecnalia, and member of the DIHNET consortium, explains that the main purpose of this initiative is "to provide the DIHs community with a process for identifying good practices, showcase and support success stories of Mature DIHs that can inspire and guide other DIHs in their development." In this second edition, four DIHs were shortlisted as finalists: the am-LAB, the Basque Digital Innovation Hub (BDIH), the FZI Research Center for Information Technology and the ITI Data Hub (The Data Cycle Hub). The DIHNET consortium revised the proposals with the contribution of two external evaluators: Jan Kobliha, Ministerial Counsellor at the Ministry of Industry and Trade of the Czech Republic, and Thorsten Huelsmann, manager of the Digital Hub Logistics Dortmund, winner of the 2019 DIH Champions Challenge.
