We all use facial recognition to unlock our phones. And we all view online content automatically suggested to us. But some of us have rather more success with artificial intelligence (AI) than others. A study of face recognition AIs discovered that systems from leading companies IBM, Microsoft and Amazon misclassified the faces of Oprah Winfrey, Michelle Obama and Serena Williams, while having no trouble at all with white males. Even the voices of digital assistants such as Cortana or Google Assistant have female voices by default, perhaps unconsciously reinforcing the stereotype of female subservience in the minds of millions of users.


India, US launch AI-focused forum to scale up science & technology relationship

A New York Lawmaker Wants to Ban Police Use of Armed Robots

New York City councilmember Ben Kallos says he "watched in horror" last month when city police responded to a hostage situation in the Bronx using Boston Dynamics' Digidog, a remotely operated robotic dog equipped with surveillance cameras. Pictures of the Digidog went viral on Twitter, in part due to their uncanny resemblance with world-ending machines in the Netflix sci-fi series Black Mirror. Now Kallos is proposing what may be the nation's first law banning police from owning or operating robots armed with weapons. "I don't think anyone was anticipating that they'd actually be used by the NYPD right now," Kallos says. "I have no problem with using a robot to defuse a bomb, but it has to be the right use of a tool and the right type of circumstance."


Future of AI & 5G Part 4: Driving Cleaner Economic Growth & Jobs

Governments, investors and business leaders need to adopt practical solutions that can be deployed across the world at scale. The arrival of 5G along with wider adoption of AI technology into the physical world will make it possible to substantially enhance the opportunities to scale cleaner energy generation technologies, enable efficiency gains in manufacturing, our homes, retail stores, offices and transportation that will enable substantial reductions in pollution. Policies that incentivise the accelerated development and deployment of Industry 4.0 solutions will require politicians and regulators to better understand the opportunities that 5G alongside AI will enable. The OECD published a paper "What works in Innovation Policy" and observed that "Policies ignoring or resisting the industrial transition have proven to be not just futile but result in an innovative disadvantage and weak economic performance." Entering the new year will allow us to develop and deploy solutions for the 2020s that make use of the next industrial revolution with 5G and AI to enable dramatic efficiency gains across all sectors of the economy and to enhance renewable energy generation. The emergence of India, China and others as industrial economic powers is occurring at a time when we now know the damage that such pollution causes and hence there is a need to work together, collaboratively to solve a global problem. Embracing technological change and enhancing its capabilities to deliver better living standards alongside sustainable development is the best option for those who really want to make an impact on climate change at scale in the 2020s and beyond. Riva Health wants to turn your smartphone into a blood pressure monitor โ€“ TechCrunch

Riva Health, founded by scientist Tuhin Sinha and Siri co-founder Dag Kittlaus, wants to help people measure their blood pressure in a clinically approved way. Blood pressure can help indicate at-risk patients before they are actually at risk, showing early signs of heart disease. While other hardware solutions on the market promise the same end goal, Riva wants to be a purely software solution that integrates with hardware that it thinks its end user has anyway: their smartphone. The company, launching out of stealth today, has raised $15.5 million in seed funding in a round led by Menlo Ventures, with participation from True Ventures. Greg Yap of Menlo, who talked to Sinha for three years before investing, will be joining the board.


Europe's artificial intelligence blindspot: Race

Europe's vision of artificial intelligence regulation is color-blind -- and not in a good way. Between the U.S.'s laissez-faire and China's dirigiste approaches, the EU is intent on carving out a "third way" for AI regulation that boosts innovation but respects "European values," including privacy and human rights. But activists and academics fear the rules will not consider the communities most at risk of AI-based discrimination -- people of color. In recent years, there have been high-profile examples of AI systems discriminating against racial minorities, including facial recognition systems that don't recognize women or black and brown faces; opaque, unenforceable and discriminatory hiring algorithms; or applications that predict disproportionate criminality and offer worse legal outcomes. The European Commission will unveil its AI rules this spring, requiring "high-risk" AI systems to meet minimum standards regarding trustworthiness.


JAIC Seeks Test and Evaluation Services for Artificial Intelligence

The Joint Artificial Intelligence Center is looking for AI test and evaluation services to support the Defense Department and "the entire U.S. government," according to a new request for proposal posted Feb. 11. The JAIC, through Army Contracting Command-Rock Island, intends to award multiple blanket purchase agreements for AI testing and evaluation services. The contract has a ceiling of more than $249 million, according to a question and answer document posted along with the RFP. Offers on the solicitation are due March 5. Jane Pinelis, the JAIC's testing and evaluation chief, said the contract and another forthcoming multi-award contract for data readiness assessments will help connect DOD components to industry partners with readily available services facilitating AI adoption. Data readiness has been one of the biggest impediments thwarting fielding of AI in DOD, she said.
