On May 19, the European Parliament adopted a resolution on artificial intelligence. In parallel to the announcement of the new regulation of the European Commission on AI, this text will intervene in the fields of education, culture and audiovisual. These three areas are very regularly subject to innovations where AI is exploited. In the first part of this resolution, the European Union underlines the strategic importance of AI and its associated technologies: by focusing these innovations on humans, based on ethics and human rights. The objective is for AI to become a real tool at the service of the European population, with an ethical dimension from its conception.
AI failings spark doubt over new tech era
Swagatam Sen starts off his day in a way that most people might find strange. "The first thing I do when I wake up in the morning is intentionally go to a website I have zero interest in," said the 39-year-old, who works at a financial institution in the U.K. Around the clock, whether at work or during his personal time, Sen switches back and forth between websites he likes and those he does not, all to trick the artificial intelligence algorithms that track his online activity. Social media platforms and other online services use AI to follow each user's day-to-day internet searches and browsing habits and determine what ads, search results or posts would be most appropriate for them. Worried that his knowledge would skew toward certain favored fields, Sen about a year ago began his quest to baffle the algorithms. Tech companies have tried to harness AI to leverage troves of data, but the digital pollution they generate is making people's real lives worse.

The European Commission published a new Regulation on Artificial Intelligence - EACA
Providers and users of artificial intelligence (AI) systems will face new regulation driven by the risk these systems pose to people under plans outlined by the European Commission. Some AI systems will be completely banned from sale or use in the EU. According to the Artificial Intelligence Act (AI Act), AI that poses an "unacceptable risk" to people will be banned. The proposal defines "unacceptable risk" as a set of particularly harmful uses of AI that contravene EU values because they violate fundamental rights (e.g., social scoring by governments, exploitation of children's vulnerabilities, use of subliminal techniques, and – with limited exceptions – remote live biometric identification systems in publicly accessible spaces used for law enforcement) The proposal then defines a limited number of AI systems as'high risk' because they negatively impact the security of individuals or their fundamental rights. Examples of "high risk" AI include that constitutes or is part of the machinery, medical devices, and vehicles used to manage critical infrastructures such as the management and operation of road traffic and the provision of water, gas, heating, and electricity, or for biometric identification and categorisation of people.
European Union: New Draft Rules on the Use of Artificial Intelligence
On 21 April 2021, the European Commission published draft regulations ("AI Regulations") governing the use of artificial intelligence (AI). The European Parliament and the member states have not yet adopted these proposed AI Regulations. The European Commission's proposed AI Regulations are the first attempt the world has seen at creating a uniform legal framework governing the use, development and marketing of AI. They will likely have a resounding impact on all businesses that use AI for years to come. The AI Regulations will become effective 20 days after publication in the Official Journal.

Docbot lands a healthy $4M in series A financing
A check up by Khosla Ventures determined that Docbot Inc. was healthy enough for the prominent biotech investor to take the lead in a $4 million series A round. The new funds bring the artificial intelligence company to a total of $8.5 million in capital raised to date. Other participants included Bold Capital Partners, Collaborative Fund and Boutique Venture Partners. Docbot's platform, Ultivision AI, uses artificial intelligence to enhance detection of gastrointestinal (GI) disease. The Irvine, Calif.-based company is targeting identification and classification of polyps, Barrett's esophagus, and ulcerative colitis to start.
Artificial Intelligence and Autonomy in Russia
As Russian leadership attempts to come to terms with technology's impact on its military power and role in the world, artificial intelligence and autonomy stand out as an area of particular growth and potential for influence. In " Artificial Intelligence and Autonomy in Russia," CNA provides the first major piece of U.S. research that articulates contemporary Russia's main initiatives, achievements, and accomplishments in AI and autonomy efforts and places those initiatives within the broader technological landscape in Russia. Researchers worked closely with the Joint Artificial Intelligence Center to map and assess the Russian AI and autonomy ecosystem, finding that Russia faces significant challenges in the growth of its technological foundation--in terms of education, training, and the country's technology structure--that directly impact the development of AI and autonomy in Russia. The rapid pace of development in AI and autonomy across the globe and in Russia drives new developments and initiatives announced almost daily. As this body of work demonstrates, it is critical that U.S. national security policymakers consider that while Russia may not be a primary driver of AI innovation itself, it does prioritize investing in and capitalizing on developments in AI and autonomy.
