High-Level Conference on AI: From Ambition to Action - Registrations are open
The event follows up on the Proposal for a Regulation laying down harmonised rules on AI and the updated Coordinated Plan on AI, published by the European Commission in April 2021, as well as the previous editions of the European AI Alliance Assembly. The joint efforts of the Slovenian Presidency of the European Council and the European Commission in organising this event mark another important milestone aiming to bring policymaking efforts'From Ambition to Action' and turn Europe into a global hub of excellence and trust in AI. The conference will unfold around a number of inspirational speeches, panel discussions and breakout sessions featuring experts and policy makers from EU Member States, third countries, international organisations, academia, civil society as well as business representatives. Each of the 2 days will be introduced at the highest-level by the European Commission's Executive Vice President Margrethe Vestager, Commissioner for Internal Market Thierry Breton. From the side of the Slovenian Presidency, Minister of Public Administration Boštjan Koritnik and Minister for the Digital Transformation Mark Boris Andrijanič will open the event.
US judge rules only humans, not AI, can get patents
The big picture: A US judge ruled this week that an artificial intelligence cannot be listed as the inventor of a patent. This ruling is the latest on an issue that has come before judges in multiple countries. A court in Alexandria, Virginia, ruled that inventions can only be patented under the name of a "natural person." The decision was made against someone who tried to list two designs under the name of an AI as part of a broader project to gain worldwide recognition of AI-powered inventions. Imagination Engines, Inc. CEO Stephen Thaler built an AI called DEBUS, which independently designed a new kind of drink holder and flashing light (used to get someone's attention). The name "DEBUS," along with "Invention generated by artificial intelligence," was used in the attempted patent filing for the inventions.
Using AI and machine learning to reduce government fraud
Artificial intelligence is being deployed in many different areas. Within higher education, it is used for college admissions and financial aid decisions. Health researchers employ it to scan the scientific literature for chemical compounds that may generate new medical treatments. E-commerce sites deploy algorithms to make product recommendations for consumers based on their areas of interest.1 But one of the most important growth areas lies in finance and operations. Both public and private sector organizations have large budgets to manage and it is important to operate efficiently and effectively. Accusations of budget inefficiencies or wasteful spending decrease public confidence and make it important to figure out how to manage resources in fair ways. To help with budgetary oversight, AI is being used for financial management and fraud detection. Advanced algorithms can spot abnormalities and outliers that can be referred to human investigators to determine if fraud actually has taken place. It is a way to use technology to improve budget audits, personnel performance, and organizational activities. Yet is it crucial to overcome several problems that plague public sector innovation: procurement obstacles, insufficiently trained workers, data limitations, a lack of technical standards, cultural barriers to organizational change, and making sure anti-fraud applications adhere to responsible AI principles.
AI Trustworthiness in the Aerospace, Fintech, Automotive, and Healthcare Industries
Many industries are utilizing AI. However, in this paper, we look at its applications in the aerospace, fintech, autonomous vehicles, and health care industries, where better AI hardware, software, solutions, and services are creating many opportunities. Data integrity, privacy policies, decision system guidelines, and holistic regulations are continuously evolving in these industries. This ecosystem is now ripe for service providers and system integrators to play their parts, with AI adoption achieving appreciable return on investment. Key applications of AI in this space include optimizing operational efficiencies, assuring robustness of systems, data and image interpretation, and human augmented decision-making. Other applications include automation of processes and workflows, better compliance, improved performance, and reliability platforms, unmanned derivative systems (in finance) and digital and virtual assistants. Figure 1 summarizes AI's importance across the four industries discussed in this paper.1-36 The primary drivers of AI are data privacy, security, cost, risk, authenticity, guarantee and improved decision systems. Each driver has its own specific impact and relevance from a business adoption and operations perspective. The driver ensures that applications will have business significance and are attuned to regulations, while having close association with global and geography-specific ecosystems. Also, the drivers ensure quicker adoption to enhance operational efficiency, without compromising on the end-user experience. Regulatory and government bodies play a vital role in assessing and formulating guidelines for adopting AI in the business value chain.
Trust in EU approach to artificial intelligence risks being undermined by new AI rules
The EU is winning the battle for trust among artificial intelligence (AI) researchers, academics on both sides of the Atlantic say, bolstering the Commission's ambitions to set global standards for the technology. But some fear the EU risks squandering this confidence by imposing ill-thought through rules in its recently proposed Artificial Intelligence act, which some academics say are at odds with the realities of AI research. "We do see a push for trustworthy and transparent AI also in the US, but, in terms of governance, we are not as far [ahead] as the EU in this regard," said Bart Selman, president of the Association for Advancement of Artificial Intelligence (AAAI) and a professor at Cornell University. Highly international AI researchers are "aware that AI developments in the US are dominated by business interests, and in China by the government interest," said Holger Hoos, professor of machine learning at Leiden University, and a founder of the Confederation of Laboratories for Artificial Intelligence Research in Europe (CLAIRE). EU policymaking, though slower, incorporated "more voices, and more perspectives" than the more centralised process in the US and China, he argued, with the EU having taken strong action on privacy through the General Data Protection regulation, which came into effect in 2018.
The Third Revolution in Warfare
On the 20th anniversary of 9/11, against the backdrop of the rushed U.S.-allied Afghanistan withdrawal, the grisly reality of armed combat and the challenge posed by asymmetric suicide terror attacks grow harder to ignore. But weapons technology has changed substantially over the past two decades. And thinking ahead to the not-so-distant future, we must ask: What if these assailants were able to remove human suicide bombers or attackers from the equation altogether? As someone who has studied and worked in artificial intelligence for the better part of four decades, I worry about such a technology threat, born from artificial intelligence and robotics. Autonomous weaponry is the third revolution in warfare, following gunpowder and nuclear arms.

NumPy (Numerical Python) is the most popular Python library in the Data Science world. Countless other Python modules are based on NumPy. It provides a powerful API for working with arrays and several other operations, covering branches of mathematics like linear algebra and Fourier transform. This allows running NumPy code on GPU, accelerated by TensorFlow, while also allowing access to all of TensorFlow's APIs. Most TensorFlow models use the float32 data type; however, using lower precision data types, such as float16 can improve model performance by 3x on GPUs and 60% on TPUs.

As we start the new year, the Tech propaganda machine is already ramping up its next generation of buzzwords, promising paradigm shifts and silver bullets that will make whole industries obsolete, enable huge efficiency gains, and make the world a better place. Blockchain, which used to top keyword search trends and social media posts, suffered a significant decline in interest, partly due to the fact that its initial hype was residual from the Bitcoin bubble. It seems that this year's buzzword of choice is going to be Artificial Intelligence.

20 years on, the 'war on terror' grinds along with no end in sight
When U.S. President Joe Biden told an exhausted nation on Aug. 31 that the last C-17 cargo plane had left Taliban-controlled Kabul, ending two decades of American military misadventure in Afghanistan, he defended the frantic, bloodstained exit with a simple statement: "I was not going to extend this forever war." And yet the war grinds on. As Biden drew the curtain on Afghanistan, the CIA was quietly expanding a secret base deep in the Sahara, from which it runs drone flights to monitor al-Qaida and Islamic State group militants in Libya, as well as extremists in Niger, Chad and Mali. The military's Africa Command resumed drone strikes against the Shabab, an al-Qaida-linked group in Somalia. The Pentagon is weighing whether to send dozens of Special Forces trainers back to Somalia to help local troops fight militants.
