Reimagining the FDA's Role in Digital Medicine

The FDA's approach to software as a medical device (SaMD) has been evolving. In 2018, IDx-DR, a software system used to improve screening for retinopathy, a common complication of diabetes that affects the eye, became the first AI-based medical device to receive US Food and Drug Administration clearance to "detect greater than a mild level of โ€ฆ diabetic retinopathy in adults who have diabetes." To arrive at that decision, the agency not only reviewed data to establish its safety, it also took into account prospective studies, an essential form of evidence that clinicians look for when trying to decide if a device or product is worth using. The software was the first medical device approved by the FDA that does not require the services of a specialist to interpret the results, making it a useful tool for health care providers who may not normally be involved in eye care. The FDA clearance emphasized the fact that IDx-DR is a screening tool not a diagnostic tool, stating that patients with positive results should be referred to an eye care professional.

The Paris, France-based group found that the U.S. and China lead the climbing wave of funding, taking in a combined 81% of the total amount invested in AI startups last year while the European Union, U.K., boost their backing but lag substantially behind. "The venture capitalist (VC) sector tends to forerun general investment trends, indicating the AI industry is maturing. As the AI industry matures, the median amount per investment is growing, there are more very large investments and proportionately fewer investment deals at early stages of financing," the report reads.


Intel unveils second-generation neuromorphic computing chip

The Transform Technology Summits start October 13th with Low-Code/No Code: Enabling Enterprise Agility. Intel today announced a major update to its neuromorphic computing program, including a second-generation chip called Loihi 2 and Lava, an open-source framework for developing "neuro-inspired" applications. The company is now offering two Loihi 2-based neuromorphic systems -- Oheo Gulch and Kapoho Point -- through a cloud service to members of the Intel Neuromorphic Research Community (INRC) and Lava via GitHub for free. Along with Intel, researchers at IBM, HP, MIT, Purdue, and Stanford hope to leverage neuromorphic computing -- circuits that mimic the human nervous system's biology -- to develop supercomputers 1,000 times more powerful than any today. Custom-designed neuromorphic chips excel at constraint satisfaction problems, which require evaluating a large number of potential solutions to identify the one or few that satisfy specific constraints.


Researchers Warn Of 'Dangerous' Artificial Intelligence-Generated Disinformation At Scale - Breaking Defense

WASHINGTON: Researchers at Georgetown University's Center for Security and Emerging Technology (CSET) are raising alarms about powerful artificial intelligence technology now more widely available that could be used to generate disinformation at a troubling scale. The warning comes after CSET researchers conducted experiments using the second and third versions of Generative Pre-trained Transformer (GPT-2 and GPT-3), a technology developed by San Francisco company OpenAI. GPT's text-generation capabilities are characterized by CSET researchers as "autocomplete on steroids." "We don't often think of autocomplete as being very capable, but with these large language models, the autocomplete is really capable, and you can tailor what you're starting with to get it to write all sorts of things," Andrew Lohn, senior research fellow at CSET, said during a recent event where researchers discussed their findings.


AI as an Inventor: What We Can Learn from the Australian DABUS Case

Let me begin with a disclaimer. I am no expert in Australian law. However, it seems to me that the Australian Federal Court (FCA) has made a series of missteps in the DABUS case (Thaler v Commissioner of Patents [2021] FCA 879) that led it to conclude that an AI-driven system can be an inventor. As similar DABUS cases are currently pending before the European Patent Office and the UK Court of Appeal and a number of companies employ AI in their inventive endeavours, I find it relevant to discuss the FCA's argumentation. DABUS is an AI-driven system which is currently on a world tour of courts and patent offices with the claim to have invented the following subject matter: food container and devices and methods for attracting enhanced attention.
