US Intel Warns China Could Dominate Advanced Technologies

U.S. officials issued new warnings Friday about China's ambitions in artificial intelligence and a range of advanced technologies that could eventually give Beijing a decisive military edge and possible dominance over health care and other essential sectors in America. The warnings include a renewed effort to inform business executives, academics and local and state government officials about the risks of accepting Chinese investment or expertise in key industries, officials at the National Counterintelligence and Security Center said. While the center does not intend to tell officials to reject Chinese investment, it will encourage efforts to control intellectual property and implement security measures. National security agencies under President Joe Biden's administration are making an aggressive public push against China, which some officials have called the greatest strategic threat to the United States. The Biden administration has simultaneously tried to ease some tensions with Beijing dating to the Trump administration and seek common ground on trade and climate change.


Why artificial intelligence is good, but only as good as the data fed into it

Organisations are increasingly investing in AI because they see its potential. In the 2021 federal budget, the Australian government committed to investing more than $120 million in AI over the next four to six years through programs including the development of the National Artificial Intelligence Centre ($53.8 million over four years) and the establishment of the Next Generation AI Graduates Program ($24.7 million over six years). The government has also committed to providing $33.7 million over four years to support projects to develop AI based solutions to national challenges, and $12 million over five years to catalyse AI opportunities by co-funding up to 36 competitive grants to develop AI solutions that address local or regional problems. However, despite the increased investment in and use of AI across industries and businesses, there are lingering concerns over the technology's capacity to deliver on expectations. According to our recent 2021 Digital Readiness Survey, more than 86 per cent of Australian and New Zealand-based organisations reported an increase in the use of AI from two years ago, but only 25 per cent said their confidence in AI had significantly increased.

AI That Can Learn Cause-and-Effect: These Neural Networks Know What They're Doing

A certain type of artificial intelligence agent can learn the cause-and-effect basis of a navigation task during training. Neural networks can learn to solve all sorts of problems, from identifying cats in photographs to steering a self-driving car. But whether these powerful, pattern-recognizing algorithms actually understand the tasks they are performing remains an open question. For example, a neural network tasked with keeping a self-driving car in its lane might learn to do so by watching the bushes at the side of the road, rather than learning to detect the lanes and focus on the road's horizon. Researchers at MIT have now shown that a certain type of neural network is able to learn the true cause-and-effect structure of the navigation task it is being trained to perform.


EAB talk probes balance between border biometrics benefits and rights risks

Achieving a balance between the benefits of biometrics in border processes and the risk that they may cause harm to fundamental rights will require gathering more data about the problems biometrics collection is meant to address, as well as detailed policy considerations, attendees heard in the European Association for Biometrics' (EAB's) virtual lunch talk this week. Bianca-Ioana Marcu of Vrije Universiteit Brussel (VUB) gave a presentation on'Biometrics, Facial Recognition and the Fundamental Rights of Migrants,' focussing on the EU migration management context, and considering non-technical impacts. Marcu noted a tangle of databases that could be involved in EU migration processes, but focussed on the EURODAC database. Biometrics have been adopted in immigration systems to apply efficiency, trust and reliability to the large numbers of people moving between countries, Marcu points out. Pressures on EU external borders, both from migration volumes and terrorism concerns, have resulted in a move towards "the establishment of a genuine security union," she says, facilitated by EU-wide information systems.

NATO Defense Ministers approve first Artificial Intelligence strategy at Brussels Summit

On Friday, North Atlantic Treaty Organisation's (NATO) defence ministers approved the alliance's first artificial intelligence strategy and the creation of the NATO Innovation Fund. Following the second day of the NATO defence ministerial conference in Brussels, Secretary-General Jens Stoltenberg stated that NATO allies have signed an agreement to establish the alliance's first Innovation Fund. He stated that NATO's new innovation fund will guarantee that organisations do not miss out on the most cutting-edge technology and capabilities that are crucial for its security, reported Anadolu Agency. With approximately $1 billion in funding from 17 NATO member states, the programme will promote research and development on new and disruptive technologies. NATO defence ministers also approved the alliance's first Artificial Intelligence Strategy, which establishes guidelines for the use of AI in accordance with international law.


FDA Clears 5-Minute Test for Early Dementia

The US Food and Drug Administration has given marketing clearance to CognICA, an artificial intelligence–powered integrated cognitive assessment for the early detection of dementia. Developed by Cognetivity Neurosciences Ltd, CognICA is a 5-minute, computerized cognitive assessment that is completed using an iPad. The test offers several advantages over traditional pen-and-paper-based cognitive tests, the company said in a news release. "These include its high sensitivity to early-stage cognitive impairment, avoidance of cultural or educational bias and absence of learning effect upon repeat testing," the company notes. Because the test runs on a computer, it can support remote, self-administered testing at scale and is geared toward seamless integration with existing electronic health record systems, they add.
