OCR Passports with OpenCV and Tesseract - PyImageSearch
To learn how to OCR a passport using OpenCV and Tesseract, just keep reading. So far in this course, we've relied on the Tesseract OCR engine to detect the text in an input image. However, as we discovered in a previous tutorial, sometimes Tesseract needs a bit of help before we can actually OCR the text. This tutorial will explore this idea more, demonstrating that computer vision and image processing techniques can localize text regions in a complex input image. Once the text is localized, we can extract the text ROI from the input image and then OCR it using Tesseract.
US rejects calls for regulating or banning 'killer robots'
The US has rejected calls for a binding agreement regulating or banning the use of "killer robots", instead proposing a "code of conduct" at the United Nations. Speaking at a meeting in Geneva focused on finding common ground on the use of such so-called lethal autonomous weapons, a US official balked at the idea of regulating their use through a "legally-binding instrument". The meeting saw government experts preparing for high-level talks at a review conference on the Convention of Certain Conventional Weapons from 13 to 17 December. "In our view, the best way to make progress ... would be through the development of a non-binding code of conduct," US official Josh Dorosin told the meeting. The United Nations has been hosting diplomatic talks in Geneva since 2017 aimed at reaching an agreement on how to address the use of killer robots.

Open consultation - Artificial Intelligence and IP: copyright and patents
The UK government has launched a new consultation on IP rights and AI, which remains open until 7 January 2022. The consultation is part of a wider policy push into the AI sphere, as already highlighted in the UK government's National Artificial Intelligence Strategy and in its "Call for Views" on AI and IP earlier in 2021. The UK government is acknowledging and responding to such calls and focusing on the following three main areas for these purposes. The consultation now queries whether they should be protected at all or whether a new right of reduced scope and duration should be introduced. The consultation questions whether the TDM licensing environment should be improved or extended (to cover commercial research and databases) or whether a TDM exception (with or without rights holder opt-out) should be adopted.

Now, previously, Chris said he never made calls to the press about his brother. And why shouldn't we believe him? He's been so honest before. A little sweaty, just worked out happens. ModSim 2021: The Future of Modeling and Simulation Gets a Nod from the Past
Assistant Professor Sophia Shao, from UC Berkeley, discussed Gemmini, which enables users to explore and evaluate different deep neural network accelerators. Her worked earned the inaugural Dr. Sudhakar Yalamanchili Award. Recently, the Workshop on Modeling & Simulation of Systems and Applications marked its tenth year with a four-day virtual event that took a close look at the impact of artificial intelligence (AI) and machine learning on the field, as well as modeling and simulation's role in the exponential growth of AI technologies. While the focus of ModSim 2021 was aimed at the future, the event also honored the past by formally presenting the inaugural Dr. Sudhakar Yalamanchili Award to Sophia Shao, an assistant professor with the Electrical Engineering and Computer Sciences department at the University of California, Berkeley, for her work, Enabling Holistic Machine Learning Hardware Evaluation via Full-System Simulation. Shao presented her research during a multi-part Rapid Fire flash talk/digital poster session, which has become a staple at ModSim workshops that primarily features young talent in this scientific community.
Artificial Intelligence Ethics Approved by 193 Countries
PARIS, France, December 1, 2021 (ENS) – The first global agreement on the ethics of artificial intelligence, AI, was adopted Thursday by 193 countries. All the member states of the UN Educational, Scientific and Cultural Organization, UNESCO, adopted the historic agreement that defines the common values and principles needed to ensure the healthy development of AI. "The world needs rules for artificial intelligence to benefit humanity," said UNESCO Director-General Audrey Azoulay. "The Recommendation on the ethics of AI is a major answer. It sets the first global normative framework while giving states the responsibility to apply it at their level. UNESCO will support its 193 member states in its implementation and ask them to report regularly on their progress and practices."
The Movement to Hold AI Accountable Gains More Steam
Algorithms play a growing role in our lives, even as their flaws are becoming more apparent: A Michigan man wrongly accused of fraud had to file for bankruptcy; automated screening tools disproportionately harm people of color who want to buy a home or rent an apartment; Black Facebook users were subjected to more abuse than white users. Other automated systems have improperly rated teachers, graded students, and flagged people with dark skin more often for cheating on tests. Now, efforts are underway to better understand how AI works and hold users accountable. New York's City Council last month adopted a law requiring audits of algorithms used by employers in hiring or promotion. The law, the first of its kind in the nation, requires employers to bring in outsiders to assess whether an algorithm exhibits bias based on sex, race, or ethnicity.
