Indian Army Sets Up Quantum, Artificial Intelligence Lab - AI Summary

New Delhi, Dec 29: The Indian Army with the help of National Security Council Secretariat (NSCS) has established a Quantum and Artificial Intelligence Lab at Military College of Telecommunication Engineering in Madhya Pradesh's Mhow to spearhead research and training in this key developing field. Indian Army has established an Artificial Intelligence (AI) Centre at the same institution with over 140 deployments in forward areas and active support of the industry and academia. Since then, an impetus has been given to the Indian Army's Technology Institutions for investing in AI, Quantum and Cyber. By undertaking a multi-stakeholder approach incorporating Academia (such as IITs), DRDO organisations, Research Institutes, corporate firms, startups and industry players, this initiative is an apt example of Civil Military fusion with Atmanirbhar Bharat a key driving factor. Requisite timelines based objectives with adequate funding have been worked out for projects and progressive fielding of solutions in the Indian Army is expected on a fast track basis.

At the same time, policymakers -- growing increasingly wary of AI's potential harm -- proposed rules aimed at mitigating the worst of AI's effects, including discrimination. Meanwhile, AI research labs -- while signaling their adherence to "responsible AI" -- rushed to commercialize their work, either under pressure from corporate parents or investors. One notable example was the opening ceremony of this year's Tokyo Olympics, while the Over the Top NYE event at Reunion Tower in Dallas is among those planning to combine fireworks and drones to welcome 2022. They are also being embraced at a local level: more than 1,000 people watched a drone display at Mercia Marina in Derbyshire to celebrate Bonfire Night this year. Ollie Howitt, the creative coordinator at SkyMagic, which used a fleet of 300 drones to create a display for the mayor of London's new year celebration last year, said demand had increased substantially, something the pandemic has helped accelerate. She added that drones were increasingly able to fly in greater density and for longer.

On December 10, the US Treasury Department imposed sanctions, including a bar on American investments, on SenseTime, a Chinese artificial intelligence company accused of developing facial-recognition software used to target China's predominantly Muslim Uyghur community. The move, part of a raft of sanctions introduced on Human Rights Day, prompted SenseTime to postpone a planned IPO in Hong Kong. Officially, Treasury added SenseTime to its Chinese Military-Industrial Complex (CMIC) list, created under a different name in November 2020 by then president Trump. In June, President Biden removed some companies from the list, added others, and expanded its scope to include Chinese companies selling surveillance technology. On December 16, eight companies were added to the blacklist, including dronemaker DJI and facial-recognition firm Megvii. The moves show how, despite toned-down rhetoric, Biden has largely maintained Trump's policies toward China.
