The EU and U.S. are starting to align on AI regulation

A range of regulatory changes and new hires from the Biden administration signals a more proactive stance by the federal government towards artificial intelligence (AI) regulation, which brings the U.S. closer to that of the European Union (EU). These developments are promising, as is the inclusion of AI issues in the new EU-U.S. Trade and Technology Council (TTC). But there are other steps that these leading democracies can take to build alignment on curtailing AI harms. Since 2017, at least 60 countries have adopted some form of artificial intelligence policy, a torrent of activity that nearly matches the pace of modern AI adoption. The expansion of AI governance raises concerns about looming challenges for international cooperation.

We may think of Artificial Intelligence as some obscure, futuristic concept of the Fourth Industrial Revolution that is associated with scenes from "out-there" sci-fi movies like Star Wars and Terminator. But AI is already here and being used in a wide variety of technological developments that make our daily responsibilities more efficient and convenient. In fact, scientists believe we are already'cyborgs' because we already have a'digital self', which lives into perpetuity. Artificial intelligence (AI) is intelligence demonstrated by machines and contrasts with natural intelligence displayed by humans. Towards Data Science says "Artificial Intelligence is the ability of a computer program to learn and think. Everything can be considered Artificial intelligence if it involves a program doing something that we would normally think would rely on the intelligence of a human."

Buried in the National Defense Authorization Act for Fiscal Year 2022 (NDAA), recently signed by President Joe Biden, are two of the most consequential pieces of artificial intelligence (A.I.) legislation ever enacted into law: the Artificial intelligence Capabilities and Transparency (AICT) Act and the Artificial Intelligence for the Military (AIM) Act. For the first time ever, Congress has signaled that the federal government is finally moving towards defining A.I. ethics as a core requirement of the U.S. national strategy, while also asserting that traditional American values must be integrated into government and Department of Defense (DOD) A.I. use cases. While this legislation falls far short of the calls for regulation consistent with the European Union model and desired by many in the A.I. ethics community, it plants the seeds of a thoughtful and inevitable A.I. ethics regulatory regime. Overall, the AICT and AIM Acts seek to accelerate the federal government and DOD's ability to compete with the geopolitical reality of China's (and, to a lesser extent, Russia's) attempts to use artificial intelligence in ways that threaten the national security and economic interests of the United States. Notably, the AICT defines A.I. ethics as "the quantitative analysis of artificial intelligence systems to address matters relating to the effects of such systems on individuals and society, such as matters of fairness or the potential for discrimination."


Tonga underwater volcanic eruption triggered nearly 590,000 lightning strikes

The enormous underwater volcano off Tonga last month not only caused record plumes of ash into the air, but also led to one of the largest volcanic lightning events ever seen. According to GLD360, the ground-based global lightning detection network owned and operated by Vaisala, the eruption triggered nearly 590,000 lighting strikes that were'unlike anything on record.' The lightning almost engulfed the surrounding islands in the Tonga archipelago, according to Chis Vagasky, a meteorologist at Vaisala. 'I can't imagine what the people on the islands would have been going through, with a huge ash cloud overhead, a tsunami flooding everything they own, and cloud-to-ground lightning coming down around them,' he said. 'It must have felt apocalyptic.' Ash sent spewing into the air from the massive underwater volcanic eruption in Tonga was photographed by International Space Station astronauts.

When it comes to out-of-this-world photographs, it's difficult to better a view that is impossible to see from Earth. But thanks to NASA's Juno spacecraft, this striking vista of Jupiter can be enjoyed as if you were riding along with the probe on one of its regular close flybys. Unlike the moon or Venus, this view of Jupiter in a crescent phase is impossible to see from Earth, even using a telescope. This is because Jupiter's orbit is outside Earth's, which means an observer on our planet can only see the side of Jupiter that is illuminated by the sun, so the planet always appears full. Citizen scientist Kevin M. Gill created the mosaic using raw data from the JunoCam instrument.

Valentine's Day is behind us, but romance scams remain alive and dwell online, with fake suitors' latest goal to get you to invest in cryptocurrency. Romance scams, in which an online scammer leads a person on with talk of love and then swindles them, do not end after the roses and chocolates are delivered. The FBI issued an alert last week about victims of romance fraud losing $1 billion in 2021. Similarly, romance scams reported to the Federal Trade Commission rose 80% in 2021, with victims losing $547 million. These numbers are likely low, both agencies said.


Dystopian robot dogs are the latest in a long history of US-Mexico border surveillance

When the United States' Department of Homeland Security announced in early February it was training quadruped "robot dogs" to help secure the US-Mexico border, the department's spokesperson described the nearly 2,000-mile region as "an inhospitable place for man and beast, and that is exactly why a machine may excel there". But, of course, people do live, work, and try to eke out a living in this "inhospitable" desert space โ€“ leaving one to question what, exactly, the robot dog is meant to excel at? The border has long been a testing ground for a range of emerging surveillance and policing technologies, which activists have argued make the space even more dangerous to migrants, all in the name of protection, law, and order. Nicknamed the "smart wall", the tools used at the border include semi-autonomous surveillance drones and surveillance towers equipped with cameras and night vision, and radar. Former US congressman William Hurd, who represented the only Republican-held congressional district on the US-Mexico border for six years, endorsed a plan to bury fiber optic sensors capable of detecting underground movement.
