Barr warns China is 'biggest threat' to US, warns of 'highly aggressive' tech plan
Former Attorney General William Barr criticized the media for pushing the "lie" that former President Trump's campaign colluded with Russia in the 2016 presidential election. Former Attorney General Bill Barr warned that China is the "biggest threat" facing the United States, warning that Beijing has a "highly aggressive plan" to take control of "key" technologies of the future. During an interview with Fox News Digital about his new memoir, "One Damn Thing After Another," in which he details long-term national security challenges facing the U.S., Barr warned the Chinese will continue to be "a huge challenge" for the U.S. "China is the biggest threat that the country faces, not only militarily โ because they are building a very capable military -- but also technologically," Barr said, noting that the United States has been "the world's technological leader and people are accustomed to that." Barr told Fox News the Biden administration, in its efforts to combat the threat China poses, should "focus on the fact that it has been that leadership that makes us so prosperous and creates all the opportunity for future generations and provides for our security." "The Chinese have a comprehensive, highly aggressive plan to take control of all of the key technologies of the future, such as 5G communications, robotics, artificial intelligence โ all of the technologies that are going to be pivotal in the years to come," Barr said.

Over Ukraine, lumbering Turkish-made drones are an ominous sign for Russia
Ukraine's most sophisticated attack drone is about as stealthy as a crop duster: slow, low-flying and completely defenseless. So when the Russian invasion began, many experts expected the few drones that the Ukrainian forces managed to get off the ground would be shot down in hours. But more than two weeks into the conflict, Ukraine's drones -- Turkish-made Bayraktar TB2 models that buzz along at about half the speed of a Cessna โ are not only still flying; they also shoot guided missiles at Russian missile launchers, tanks and supply trains, according to Pentagon officials. The drones have become a sort of lumbering canary in the war's coal mine, a sign of the astonishing resiliency of the Ukrainian defense forces and the larger problems that the Russians have encountered. "The performance of the Russian military has been shocking," said David Deptula, a retired three-star Air Force general who planned the U.S. air campaigns in Afghanistan in 2001 and the Persian Gulf in 1991.
Towards On-Device AI and Blockchain for 6G enabled Agricultural Supply-chain Management

6G envisions artificial intelligence (AI) powered solutions for enhancing the quality-of-service (QoS) in the network and to ensure optimal utilization of resources. In this work, we propose an architecture based on the combination of unmanned aerial vehicles (UAVs), AI and blockchain for agricultural supply-chain management with the purpose of ensuring traceability, transparency, tracking inventories and contracts. We propose a solution to facilitate on-device AI by generating a roadmap of models with various resource-accuracy trade-offs. A fully convolutional neural network (FCN) model is used for biomass estimation through images captured by the UAV. Instead of a single compressed FCN model for deployment on UAV, we motivate the idea of iterative pruning to provide multiple task-specific models with various complexities and accuracy. To alleviate the impact of flight failure in a 6G enabled dynamic UAV network, the proposed model selection strategy will assist UAVs to update the model based on the runtime resource requirements.
Query-Efficient Black-box Adversarial Attacks Guided by a Transfer-based Prior

Adversarial attacks have been extensively studied in recent years since they can identify the vulnerability of deep learning models before deployed. In this paper, we consider the black-box adversarial setting, where the adversary needs to craft adversarial examples without access to the gradients of a target model. Previous methods attempted to approximate the true gradient either by using the transfer gradient of a surrogate white-box model or based on the feedback of model queries. However, the existing methods inevitably suffer from low attack success rates or poor query efficiency since it is difficult to estimate the gradient in a high-dimensional input space with limited information. To address these problems and improve black-box attacks, we propose two prior-guided random gradient-free (PRGF) algorithms based on biased sampling and gradient averaging, respectively. Our methods can take the advantage of a transfer-based prior given by the gradient of a surrogate model and the query information simultaneously. Through theoretical analyses, the transfer-based prior is appropriately integrated with model queries by an optimal coefficient in each method. Extensive experiments demonstrate that, in comparison with the alternative state-of-the-arts, both of our methods require much fewer queries to attack black-box models with higher success rates.

NHTSA greenlights self-driving cars without manual controls
The National Highway Traffic Safety Administration has opened the door for self-driving vehicles to operate without manual controls under updated Federal Motor Vehicle Safety Standards. While fully autonomous vehicles are likely several years away from going on sale, the new rule paves the way for automakers to remove the steering wheel and pedals. "Through the 2020s, an important part of [the Department of Transportation's] safety mission will be to ensure safety standards keep pace with the development of automated driving and driver assistance systems," transportation secretary Pete Buttigieg said. "This new rule is an important step, establishing robust safety standards for [Automated Driving Systems]-equipped vehicles." The Federal Motor Vehicle Safety Standards regulate all elements of production cars, as Roadshow notes.
