Model Law on Artificial Intelligence - How to regulate?
The Model Law on Artificial Intelligence is a continuation of the Regulatory Institute's popular series of model laws. The scope of the Model Law on AI applies to the development, operation and use of software that constitutes artificial intelligence or of items that use artificial intelligence. Artificial intelligence is a relatively new topic of regulation and presents a good opportunity for lawmakers to regulate in a comprehensive way, free from any legacy legislation. Green stands for provisions which are "technically easy to implement" or "unavoidable / essential whilst being of medium difficulty to implement"; we thus recommend the green provisions for all jurisdictions. The provisions marked in yellow are all of medium difficulty.

Applying human intelligence to regulate artificial intelligence
European Commission applies human intelligence to regulate artificial intelligence – what are the implications for automated vehicles? Following an extensive stakeholder consultation process and the involvement of a'High- Level Expert Group', the European Commission recently published its proposed approach to the regulation of artificial intelligence (AI). It recognises the potential for AI to bring a wide array of economic and societal benefits but that the attributes that deliver socio-economic benefits can also create new risks or negative consequences for individuals or society. The proposal therefore sets out a methodology defining what it describes as "high-risk" AI systems – those that pose significant risks to health and safety and/or the fundamental rights of persons – and recommends a regulatory approach involving EU-wide legislation for higher risk AI systems and codes of conduct for non-high-risk systems. This would place requirements on developers of high-risk AI systems to ensure high-quality data, documentation, testing, traceability, transparency, human oversight, accuracy, risk management and robustness.

Artificial intelligence can quickly analyze voice and eye movements as well as body language to detect lies. Can we use artificial intelligence (AI) to catch lies to ensure that a person is speaking the truth or has AI learned to lie better than us? Modern-day judicial systems often face the problem of an eyewitness lying about the unfolding of incidents. This lying stalls the proceedings of a particular case and leads to the wrong verdict for an individual. When an eye victim lies about a specific incident, it can be a possibility that the eyewitness forgot about the unfolding of a conflict.

Cerebras brings CS-2 system to data analysis biz nference
AI chip startup Cerebras Systems has deployed one of its CS-2 systems at a well-funded startup that uses natural language processing to analyze massive amounts of biomedical data. As announced on Monday, nference plans to use this CS-2 to train large transformer models that are designed to process information from piles of unstructured medical data to provide fresh insights to doctors and improve patient recovery and treatment. The CS-2 is powered by Cerebras' second-generation, Wafer-Scale Engine processor, so-called because the chip is wafer-size. Cerebras said this deployment marks another significant customer win in the health care and life sciences space after installing similar systems at pharmaceutical giants GlaxoSmithKline and AstraZeneca as well as the US Department of Energy's Argonne National Laboratory for COVID-19-related research. Andrew Feldman, CEO of Cerebras, told The Register this installation at Massachusetts-based nference is another testament to Cerebras' belief that its wafer-sized AI chips are better suited than traditional chips like Nvidia's GPUs for analyzing large amounts of data as fast as possible, which is increasingly important in areas like health care and the life sciences.
US military seeking cutting-edge technologies - Defense Dept.
The United States Department of Defense is seeking new technologies that will give US forces the edge in future combat situations, Undersecretary of Defense for Research and Engineering Heidi Shyu said on Tuesday at a McAleese defense conference. As the US' top rivals Russia and China invest increasingly in the fields of cyber, space, nuclear, artificial intelligence and hypersonics, there is a critical need for a better-equipped US military with the most advanced equipment and training in the world. Shyu emphasized that this is especially true as US adversaries gain greater access to cutting-edge technologies. "We cannot afford a leveling of technology advantage," she said. "It is imperative for the department to nurture early research in emerging technologies to prevent technological surprise. We must leverage critical state-of-the-art commercial technology where rapid advancements are trying to accelerate our military capabilities."
Five Principles for Thinking Like a Futurist
Thinking about the future allows us to imagine what kind of future we want to live in and how we can get there. In 2018 we celebrated the fifty-year anniversary of the founding of the Institute for the Future (IFTF). No other futures organization has survived for this long; we've actually survived our own forecasts! In these five decades we learned a lot, and we still believe--even more strongly than before--that systematic thinking about the future is absolutely essential for helping people make better choices today, whether you are an individual or a member of an educational institution or government organization. We view short-termism as the greatest threat not only to organizations but to society as a whole. In my twenty years at the Institute, I've developed five core principles for futures thinking: If somebody tells you they can predict the future, don't believe them.
