Russian tankers going dark raises flags on sanctions evasion

Russian tankers carrying oil chemicals and oil products are increasingly concealing their movements, a phenomenon that some maritime experts warn could signal attempts to evade unprecedented sanctions prompted by the invasion of Ukraine. In the week ending March 25, there were at least 33 occurrences of so-called "dark activity" -- operating while onboard systems to transmit their locations are turned off -- by Russian tankers, said Windward Ltd., an Israeli consultancy that specializes in maritime risk using artificial intelligence and satellite imagery. That's more than double the weekly average of 14 in the past year. The dark operations occurred mainly in or around Russia's exclusive economic zone, according to Windward, which conducted the research at Bloomberg's request. The ships engaging in dark activity include vessels connected to big corporations and multinational shipping firms, as well as small businesses, according to Windward.


Madhya Pradesh govt to start Artificial Intelligence course in schools

New Delhi: The Madhya Pradesh government will start a course in Artificial Intelligence (AI) for students from class 8, which will be the first such initiative in the country, Chief Minister Shivraj Singh Chouhan said on Sunday. The government will also launch a veterinary telemedicine facility so that livestock keepers can get advice on the phone regarding diseases of cows and other animals. A similar facility will be launched for farmers so that they can consult experts over the phone regarding agriculture-related problems and diseases of crops, the chief minister told a press conference at Pachmarhi, the lone hill station in MP, located 210 km away from Bhopal. The two-day brainstorming session of the Madhya Pradesh cabinet held at Pachmarhi ended on Sunday. The state cabinet also took several other decisions including setting up Sanjivani clinics in urban areas and regarding transportation policy for rural areas.

The drone operators who halted Russian convoy headed for Kyiv

One week into its invasion of Ukraine, Russia massed a 40-mile mechanised column in order to mount an overwhelming attack on Kyiv from the north. But the convoy of armoured vehicles and supply trucks ground to a halt within days, and the offensive failed, in significant part because of a series of night ambushes carried out by a team of 30 Ukrainian special forces and drone operators on quad bikes, according to a Ukrainian commander. The drone operators were drawn from an air reconnaissance unit, Aerorozvidka, which began eight years ago as a group of volunteer IT specialists and hobbyists designing their own machines and has evolved into an essential element in Ukraine's successful David-and-Goliath resistance. However, while Ukraine's western backers have supplied thousands of anti-tank and anti-aircraft missiles and other military equipment, Aerorozvidka has been forced to resort to crowdfunding and a network of personal contacts in order to keep going, by getting hold of components such as advanced modems and thermal imaging cameras, in the face of export controls that prohibit them being sent to Ukraine. The unit's commander, Lt Col Yaroslav Honchar, gave an account of the ambush near the town of Ivankiv that helped stop the vast, lumbering Russian offensive in its tracks.

The nature of the work that's being done in the industry plays some role in this perception, but there are other, equally influential but less spoken about factors at play. Over the course of my career in this field (today I'm in healthcare, but I began my career as an astrophysicist at NASA), I've identified two specific factors that are critical to the acceptance or dismissal of automated solutions: the level of understanding around what AI can and cannot do and the characteristics of the processes and/or data that are being evaluated for potential streamlining. The pandemic has played a really interesting role in moving AI forward on both these fronts, particularly in industries that have been historically reluctant to turn decision making over to machines. Faced with unprecedented mountains of health data due to Covid-19, health plans, for example, started seeking out vendors with automation solutions to help them process the data faster because that function was so essential to delivering care during the early days of the pandemic. Some of the data was clinical, but other data, such as provider updates, was nonclinical but just as central to helping patients access care.

Welcome to the brave new world of securo-feminism*. In the long tradition of systems of patriarchal violence representing themselves as the solution to patriarchal violence, the ongoing expansion of draconian "war on terror" measures is being advertised as an advance for women's rights. For instance, countries like the United Kingdom have extended anti-terrorism provisions to now not only strip citizenship from "terrorists", but also from (some of) those convicted of sexual abuse: a "double punishment" reserved exclusively for dual nationals and suspected dual nationals, predominantly Muslims and other racialised targets from former colonies in the Global South. Simultaneously, the British government itself is threatening the rights and safety of abuse survivors and others fleeing violence, with its proposed new bill to "secure the borders" by penalising asylum seekers for arriving by unauthorised routes (never mind that such penalties flagrantly violate international refugee law). In the United States, President Joe Biden's "feminist" credentials include the introduction of new justice mechanisms to address sexual assault within the military: packaged in the same piece of legislation escalating American "defence" spending to unprecedented heights, surpassing even the previous record set by his predecessor Donald Trump.
