The military wants AI to replace human decision-making in battle
The Defense Advanced Research Projects Agency (DARPA) -- the innovation arm of the U.S. military -- is aiming to answer these thorny questions by outsourcing the decision-making process to artificial intelligence. Through a new program, called In the Moment, it wants to develop technology that would make quick decisions in stressful situations using algorithms and data, arguing that removing human biases may save lives, according to details from the program's launch this month.
Timnit Gebru, AI researcher fired by Google thinks a new law is needed
Born to Eritrean parents in Ethiopia, Gebru spoke with The Associated Press recently about how poorly Big Tech's AI priorities -- and its AI-fueled social media platforms -- serve Africa and elsewhere. The new institute focuses on AI research from the perspective of the places and people most likely to experience its harms. She's also co-founder of the group Black in AI, which promotes Black employment and leadership in the field. And she's known for co-authoring a landmark 2018 study that found racial and gender bias in facial recognition software. The interview has been edited for length and clarity.
RS21 Wins Spot on $241M Artificial Intelligence Contract for DoD
RS21, a data science company developing artificial intelligence (AI) and machine learning technologies for high-impact sectors, has been awarded a basic ordering agreement (BOA) for the Data Readiness for Artificial Intelligence Development (DRAID). The award was made on behalf of the U.S. Department of Defense (DoD) Joint Artificial Intelligence Center (JAIC) and has a $241 million ceiling across task orders over five years. The U.S. Army Contracting Command awarded agreements to establish a decentralized vehicle that streamlines rapid procurement and agile delivery of AI data readiness capabilities for the DoD. Through the DRAID vehicle, RS21's capabilities will be available to support AI data readiness services to meet DoD requirements. RS21 will compete on specific task orders released for the JAIC DRAID to build reliable, ethical AI-enabled systems intended to transform the DoD and increase opportunities for AI activities across the Department.

It seems a far-fetched idea, but, to some extent, it is already happening. Dr Manju Puri, Professor of Finance at Duke University, acknowledged that banks could use a person's phone usage data to decide whether that person will get a loan. According to Dr Puri, people who call their mother every day or choose the same route to work are less likely to default. "We know what's statistically correct to do and what's morally correct to do are often two different things," Aidan Connolly, CEO of Idiro Analytics, has acknowledged.

Most survivors of World War II's Nazi concentration camps are now in their 80s and 90s, and soon there will be no one left who experienced the horrors of the Holocaust firsthand -- no one to answer questions or bear witness to future generations. But as we first reported two years ago, a new and dramatic effort is underway to change that by harnessing the technologies of the present and the future. Our interview with Holocaust survivor Aaron Elster, who spent two years of his childhood hidden in a neighbor's attic, was unlike any interview we have ever done. "Aaron, tell us what your parents did before the war," Stahl asked Elster. "They owned and operated a butcher shop," Elster said. It wasn't the content of the interview that was so unusual. "Where did you live?" Stahl asked. "I was born in a small town in Poland called Sokolรณw Podlaski," Elster said. It's the fact that this interview was with a man who was no longer alive. Aaron Elster died four years ago.

Machine learning algorithms based on call detail records (CDR) have recently been proved to yield meaningful estimations of prosperity and well-being at a fine geographical resolution. Machine Learning and Artificial Intelligence can be used to target poor populations effectively for humanitarian aid using digital indicators. The challenge of assessing who is qualified for humanitarian help and who is not is a key cause of problems in anti-poverty programme management. Typically, programmes target people based on administrative records like tax records or survey-based asset or consumption measurements.
AI Experts Warn of Potential Cyberwar Facing Banking Sector
Fears of Russia-linked cyberattacks, long a threat to businesses, gained new urgency when Russian soldiers launched a full-scale invasion of Ukraine last month. U.S. authorities have flagged the U.S. financial system, a central pillar in the U.S. sanctions regime, as an attractive target, and officials and security experts have warned for weeks about the possibility of retaliatory cyberattacks from Russia. Financial institutions' AI systems are uniquely exposed. "It's a huge unaccounted-for risk," said Andrew Burt, a former policy adviser to the head of the cyber division at the Federal Bureau of Investigation who now runs AI-focused law firm BNH. "The vulnerabilities of AI and complex analytic systems are significant and very widely overlooked by many of the organizations employing them."
AI software that can predict daily A&E admissions is rolled out TODAY
A computer software is being rolled out in the NHS from today that can predict A&E admissions weeks in advance based on things like Covid rates and 111 calls. The AI technology will be used in over 100 hospitals with major A&E departments in England, nearly half of all NHS trusts. It was found to be able to make forecasts with'impressive' accuracy in a trial at nine trusts by looking at factors including local Covid and flu infection rates, traffic and 111 call data to model how many people will show up at A&E each day. The software also takes into consideration public holidays such as New Year's Eve, when emergency departments are more likely to fill up. There are plans to incorporate weather data in the future, with the cold associated with more falls and traffic accidents and hot temperatures linked to a rise in heart problems.
Elon Musk's Starlink satellite dishes CAN'T be camouflaged from Russian military attacks: experts
Ukrainian users of SpaceX's satellite internet network could be making themselves the targets of Russian military attacks, due to the distinctive appearance of the company's dishes, cybersecurity experts have warned. SpaceX's chief executive Elon Musk has been shipping thousands of Starlink terminals and powerful batteries to Ukraine, to help the country stay connected during its war with Russia. As well as providing internet to some of the country's stricken cities, the Ukrainian army has reportedly been making very successful use of Starlink for drone attacks on Russian tanks and positions. However, even Musk has acknowledged that the distinctive appearance of the Starlink terminals could make them targets in Russian airstrikes, and urged users to'place light camouflage over antenna to avoid visual detection'. Now experts have rubbished this suggestion, claiming that the terminals cannot be camouflaged because they need to have an obstructed view of the sky to connect to satellites.
