With Russia's invasion of Ukraine as the backdrop, the United Nations recently held a meeting to discuss the use of autonomous weapons systems, commonly referred to as killer robots. These are essentially weapons that are programmed to find a class of targets, then select and attack a specific person or object within that class, with little human control over the decisions that are made. Russia took center stage in this discussion, in part because of its potential capabilities in this space, but also because its diplomats thwarted the effort to discuss these weapons, saying sanctions made it impossible to properly participate. For a discussion that to date had been far too slow, Russia's spoiling slowed it down even further. I have been tracking the development of autonomous weapons and attending the UN discussions on the issue for over seven years, and Russia's aggression is becoming an unfortunate test case for how artificial intelligence (AI)–fueled warfare can and likely will proceed.


On the Indecisiveness of Kelly-Strategyproof Social Choice Functions

Social choice functions (SCFs) map the preferences of a group of agents over some set of alternatives to a non-empty subset of alternatives. The Gibbard-Satterthwaite theorem has shown that only extremely restrictive SCFs are strategyproof when there are more than two alternatives. For set-valued SCFs, or so-called social choice correspondences, the situation is less clear. There are miscellaneous -- mostly negative -- results using a variety of strategyproofness notions and additional requirements. The simple and intuitive notion of Kelly-strategyproofness has turned out to be particularly compelling because it is weak enough to still allow for positive results. For example, the Pareto rule is strategyproof even when preferences are weak, and a number of attractive SCFs (such as the top cycle, the uncovered set, and the essential set) are strategyproof for strict preferences. In this paper, we show that, for weak preferences, only indecisive SCFs can satisfy strategyproofness. In particular, (i) every strategyproof rank-based SCF violates Pareto-optimality, (ii) every strategyproof support-based SCF (which generalize Fishburn's C2 SCFs) that satisfies Pareto-optimality returns at least one most preferred alternative of every voter, and (iii) every strategyproof non-imposing SCF returns the Condorcet loser in at least one profile. We also discuss the consequences of these results for randomized social choice.

For Misha Awad, the process of boarding a plane to Japan and then going through immigration brought with it a range of emotions -- shock, nervousness, bureaucracy-induced tedium and even amusement. While moving to a new country is a major step in anyone's life, Awad's case had an extra layer to it, as it was also the culmination of a long wait to return to Japan. A student at the Inter-University Center for Japanese Language Studies (IUC) in Yokohama, she and many fellow members of her program were finally able to enter the country in mid-March, having previously had their hopes dashed at the end of November, when their permission to enter Japan was canceled just days before they were supposed to fly due to tightened restrictions following the discovery of the omicron variant . "Knowing for sure I had made it to the gates, I don't need any of these papers (for immigration) anymore, I'm actually here -- that was kind of just mind-blowing," she said. Following the easing of Japan's strict border controls on March 1, which have been in place for most of the pandemic, at least some foreign students have been able to arrive in time for Friday's start of the academic year.


Russian Army to Create Robot Army by 2025?

The Russian military may create an army of robots equipped with artificial intelligence (AI) by 2025, Chinese media China Daily reported. In September 2017, Putin told students that "AI is both an opportunity and a threat to all countries, as AI is important not only for Russia's future, but for the whole world." According to reports, Russia aims to design a robot army system in 2020 and put it into practical use by 2025. The development and introduction of autonomous driving rides, humanoid robots, and complex command systems operated by robots are planned, and Russia has piloted robotic machines in Syria. The introduction and use of AI in the military is being actively carried out in each country, and the US and China, which have AI technology, seem to have an overwhelming advantage.

EU Act 'must empower those affected by AI systems to take action'

Independent research organistion the Ada Lovelace Institute has published a series of proposals on how the European Union (EU) can amend its forthcoming Artificial Intelligence Act (AIA) to empower those affected by the technology on both an individual and collective level. The proposed amendments also aim to expand and reshape the meaning of "risk" within the regulation, which the Institute has said should be based on "reasonably foreseeable" purpose and extend beyond its current focus on individual rights and safety to also include systemic and environmental risks. "Regulating AI is a difficult legal challenge, so the EU should be congratulated for being the first to come out with a comprehensive framework," said Alexandru Circiumaru, European public policy lead at the Ada Lovelace Institute. "However, the current proposals can and should be improved, and there is an opportunity for EU policymakers to significantly strengthen the scope and effectiveness of this landmark legislation." As it currently stands, the AIA, which was published by the European Commission (EC) on 21 April 2021, adopts a risk-based, market-led approach to regulating the technology, focusing on establishing rules around the use of "high-risk" and "prohibited" AI practices.

More than a year after Myanmar's military seized full control in a coup -- imprisoning the nation's elected leaders, killing more than 1,700 civilians and arresting at least 13,000 more -- the country is at war, with some unlikely combatants in the fray. On one side is a military junta that, apart from a brief interlude of semidemocratic governance, has ruled with brutal force for a half-century.
