Pentagon names new chief of responsible artificial intelligence
The Pentagon has tapped artificial intelligence ethics and research expert Diane Staheli to lead the Responsible AI (RAI) Division of its new Chief Digital and AI Office (CDAO), FedScoop confirmed on Tuesday. In this role, Staheli will help steer the Defense Department's development and application of policies, practices, standards and metrics for buying and building AI that is trustworthy and accountable. She enters the position nearly nine months after DOD's first AI ethics lead exited the Joint Artificial Intelligence Center (JAIC), and in the midst of a broad restructuring of the Pentagon's main AI-associated components under the CDAO. "[Staheli] has significant experience in military-oriented research and development environments, and is a contributing member of the Office of the Director of National Intelligence AI Assurance working group," Sarah Flaherty, CDAO's public affairs officer, told FedScoop. Advanced computer-driven systems use AI to perform tasks that generally require some human intelligence.

The Navy Must Learn to Hide from Algorithms
Without radar or sonar, the Allies struggled to locate and attack the submarines in the stormy and foggy North Atlantic. To confuse and deceive the enemy, the Allies painted their ships to camouflage them on the ocean. These paint schemes, often called dazzle camouflage, were designed not only to conceal a ship's presence, but also to complicate the submarine's fire-control solution by making it more difficult to determine the aspect of the ship. Paint schemes remained in use through World War II and still find occasional use today. In renewed great power competition, the paint scheme deception tactic should not be retired but, instead, scaled for the 21st century.

Last week, the Justice Department announced a newly revised policy for when prosecutors should charge people under the Computer Fraud and Abuse Act, the decades-old, controversial anti-hacking law. Many of the fights around the CFAA have hinged on what is--and is not--illegal hacking: If a mother violates a website's terms of service by creating a social media profile with a photo of someone else and a fake name, for instance, does that qualify? Or if a police officer searches a government license plate database for personal reasons, instead of work reasons, is that hacking? What about if a Major League Baseball team guesses a former employee's password and uses it to download information about his new team? Or a college student tries to find bugs in a voting app as part of an election security course?

An alien species is headed for planet Earth and we have no reason to believe it will be friendly. Some experts predict it will get here within 30 years, while others insist it will arrive far sooner. Nobody knows what it will look like, but it will share two key traits with us humans โ it will be intelligent and self-aware. No, this alien will not come from a distant planet โ it will be born right here on Earth, hatched in a research lab at a major university or large corporation. Defining 'artificial intelligence' for regulation
In the course of the most recent wave of expectation and hype about "artificial intelligence" (AI) -- let's say the last 10 years -- there have been repeated attempts to define what it is. Serious documents such as from academics, governments, or professional bodies typically say that there is no agreed definition and then propose their own or fall back on a well-known one (for example the UK Government used the phrasing: "AI can be defined as the use of digital technology to create systems capable of performing tasks commonly thought to require intelligence"). Popular articles tend not to agonise about it, but use the term to imply something technically advanced or futuristic. But now that governments are crafting laws referring to AI (e.g. the EU's AI Act and the UK National Security and Investment Act 2021) it is beginning to matter a lot. The scope of a law should include neither too much nor too little; be clear which cases fall within it and which do not; be understandable by anyone using it; anyone should be able to easily determine whether a case falls under it, and it should not need continual updating. Consequently, the debate on the scope of the EU AI Act (ongoing at the time of writing) is crucial to the impact of the eventual regulation.
An AI power play: Fueling the next wave of innovation in the energy sector
Tatum, Texas might not seem like the most obvious place for a revolution in artificial intelligence (AI), but in October of 2020, that's exactly what happened. That was when Wayne Brown, the operations manager at the Vistra-owned Martin Lake Power Plant, built and deployed a heat rate optimizer (HRO). Vistra Corp. is the largest competitive power producer in the United States and operates power plants in 12 states with a capacity of more than 39,000 megawatts of electricity--enough to power nearly 20 million homes. Vistra has committed to reducing emissions by 60 percent by 2030 (against a 2010 baseline) and achieving net-zero emissions by 2050. To achieve its goals, the business is increasing efficiency in all its power plants and transforming its generation fleet by retiring coal plants and investing in solar- and battery-energy storage, which includes the world's largest grid-scale battery energy-storage facility.

What is the UAE's strategy for Artificial Intelligence? In 2017, the UAE appointed a Minister of State for Artificial Intelligence, H.E. Omar Bin Sultan Al Olama, and issued a national AI strategy seeking to become one of the world leaders in AI by 2031. To implement the national AI strategy, the UAE established an Office for Artificial Intelligence, which is responsible for enhancing government performance by investing in AI technologies and tools for application across various sectors. The UAE Council for Artificial Intelligence and Blockchain was also established to provide advice to the government on the adoption and use of AI, to design policies that promote an AI-friendly ecosystem, to advance research and to promote privateโpublic collaboration in that space.
EU border advisory group pitches biometric watchlist data sharing arrangement
Changes are coming to the borders of the European Union and Canada, with the former recommended to adopt an integrated system of nation-level biometric databases for watchlist checks and the latter's government working slowly towards taking the task of air traveler screening on from airlines. The EU's Future Group on Travel Intelligence, established by Europol and Frontex in 2019, has produced its final report on'Travel Intelligence and Border Management,' which advises the establishment of a more integrated border control ecosystem in the EU, introducing pre-arrival traveler screening and risk assessments, which may be carried out with artificial intelligence. The 83-page report, spotted by Statewatch, describes the establishment of an'EU Border and Travel Continuum' consisting of 10 steps. A European System for Traveller Screening (ESTS) would be established, possibly using AI and machine learning algorithms.
