The Ukrainian medic who helped smuggle footage of Russia's attack on Mariupol out of the country has been freed from Russian captivity, Ukrainian President Volodymyr Zelenskyy announced. Yuliia Paievska, who is known in Ukraine as simply Taira, her character name from the World of Warcraft video game, was freed by Russian forces on Friday, three months after she was initially taken captive. Taira's husband, Vadim Puzanov, told The Associated Press he was relieved his wife would soon be home.

While Artificial intelligence (AI) has been developing for decades, recent years have seen increasing attention to its various societal impacts. These impacts range from positive and helpful to harmful and even life-threatening in some cases. Parliaments have responded to such developments by undertaking various programmes of work. What have they done, and what can Scotland learn from these approaches? This short review provides a snapshot of the work that various Parliaments around the world have undertaken on AI. It outlines the various approaches adopted by Parliaments and highlights common themes. In noting the key points for Scotland, it is designed to inform and guide the Scottish Parliament and others, as Scotland considers its own approach to the many opportunities and challenges AI presents. The report was written by Robbie Scarff on an internship supported by the Scottish Graduate School of Social Science. From this work, here are some key areas and questions for the Scottish Parliament to consider.


On the Role of Generalization in Transferability of Adversarial Examples

Black-box adversarial attacks designing adversarial examples for unseen neural networks (NNs) have received great attention over the past years. While several successful black-box attack schemes have been proposed in the literature, the underlying factors driving the transferability of black-box adversarial examples still lack a thorough understanding. In this paper, we aim to demonstrate the role of the generalization properties of the substitute classifier used for generating adversarial examples in the transferability of the attack scheme to unobserved NN classifiers. To do this, we apply the max-min adversarial example game framework and show the importance of the generalization properties of the substitute NN in the success of the black-box attack scheme in application to different NN classifiers. We prove theoretical generalization bounds on the difference between the attack transferability rates on training and test samples. Our bounds suggest that a substitute NN with better generalization behavior could result in more transferable adversarial examples. In addition, we show that standard operator norm-based regularization methods could improve the transferability of the designed adversarial examples. We support our theoretical results by performing several numerical experiments showing the role of the substitute network's generalization in generating transferable adversarial examples. Our empirical results indicate the power of Lipschitz regularization methods in improving the transferability of adversarial examples.

Aidoc Raises $110 Million In Series D Expansion Round

This round of funding was co-led by TCV and Alpha Intelligence Capital with participation from CDIB Capital. Funding raised in this round will go toward expansion of Aidoc's first of its kind AI Care Platform. The platform offers health systems a singular platform solution designed to help doctors manage the entire patient lifecycle--from diagnostic aid, to consultation, to suggested treatment paths, to patient follow-up tools. In clinical studies, this platform has proven to reduce turnaround time, shorten patient length of stay and improve patient outcomes.


A couple big wins for skeptics of government use of facial recognition

In a surprise to some, elected officials in Colorado and New Orleans are telling proponents of face biometrics that personal privacy can outbalance the need by law enforcement and other government agencies to use facial recognition systems. In Colorado, the governor has signed into law new rules restricting the use of facial recognition by agencies and state institutions of higher learning. Meanwhile, the New Orleans City Council shut down a request from the municipality's superintendent of police to give officers access to facial recognition software. The Colorado law, SB 113, forces leaders of the organizations described to get permission to "develop, procure, use or continue to sue facial recognition service," according to the National Law Review. Using its "reporting authority," presumably to the state legislature, the agency or school must report the name of the vendor and the capacities of the system that would be used. The type of data to be collected, how it will be collected and processed as well as the purpose and benefits of the data collection must be revealed.


No One Knows How Safe New Driver-Assistance Systems Really Are

This week, a US Department of Transportation report detailed the crashes that advanced driver-assistance systems have been involved in over the past year or so. Tesla's advanced features, including Autopilot and Full Self-Driving, accounted for 70 percent of the nearly 400 incidents--many more than previously known. But the report may raise more questions about this safety tech than it answers, researchers say, because of blind spots in the data. The report examined systems that promise to take some of the tedious or dangerous bits out of driving by automatically changing lanes, staying within lane lines, braking before collisions, slowing down before big curves in the road, and, in some cases, operating on highways without driver intervention. The systems include Autopilot, Ford's BlueCruise, General Motors' Super Cruise, and Nissan's ProPilot Assist. While it does show that these systems aren't perfect, there's still plenty to learn about how a new breed of safety features actually work on the road.
