Disclaimer: this text expresses the opinions of a student, researcher, and engineer who studies and works in the field of Artificial Intelligence in the Netherlands. I think the contents are not as nuanced as they could be, but the text is informed -- in a way, it is just my opinion. Allow me then to begin by iterating Wittgensteins' de facto sentence with which he ends his first treaty in philosophy, Tractatus Logico-Philosophicus: "Whereof one cannot speak thereof one must remain silent"[7]. The problem with Ethics of AI, put succinctly, is the demand for morally-based changes to an empirical scientific field -- the field of AI or Computer Science. These changes have been easily justified in AI due to its engineering counterpart -- one of the fastest growing and most productive technological fields at the moment whose range of possible reforms threatens every social dimension. Most of these changes, for better and for worst, have been demanded by the political class and for the most part only in the West. The aim of this article is not to take any part in the political discussion, although this might be impossible by definition -- after all, everything is political. It is still important to attempt to disentangle the views expressed here-in from those barked in the political sphere. The very root of the problem is linked to the over-politicization, indeed, perhaps even radicalization of systems that are not political by nature, like Science. The problem, that a scientific field has been mixed-up with its applications in industry -- is a prominent one.


100,000 happy pictures: a new tool in the cyber 'arms race' against child sexual abusers

Leading Senior Constable Dr Janis Dalins is looking for 100,000 happy images of children – a toddler in a sandpit, a nine-year-old winning an award at school, a sullen teenager unwrapping a present at Christmas and pretending not to care. The search for these safe, happy pictures is the goal of a new campaign to crowdsource a database of ethically obtained images that Dalins hopes will help build better investigative tools to use in the fight against what some have called a "tsunami" of child sexual assault material online. Dalins is the co-director of AiLecs lab, a collaboration between Monash University and the Australian federal police, which builds artificial intelligence technologies for use by law enforcement. In its new My Pictures Matter campaign, people above 18 are being asked to share safe photos of themselves at different stages of their childhood. Once uploaded with information identifying the age and person in the image, these will go into a database of other safe images.


Documents Reveal Advanced AI Tools Google Is Selling to Israel

Training materials reviewed by The Intercept confirm that Google is offering advanced artificial intelligence and machine-learning capabilities to the Israeli government through its controversial "Project Nimbus" contract. The Israeli Finance Ministry announced the contract in April 2021 for a $1.2 billion cloud computing system jointly built by Google and Amazon. "The project is intended to provide the government, the defense establishment and others with an all-encompassing cloud solution," the ministry said in its announcement. Google engineers have spent the time since worrying whether their efforts would inadvertently bolster the ongoing Israeli military occupation of Palestine. In 2021, both Human Rights Watch and Amnesty International formally accused Israel of committing crimes against humanity by maintaining an apartheid system against Palestinians.

A member of the House Intelligence Committee warned Americans to stay away from DNA testing services as the information could be used to develop bioweapons targeting specific groups of Americans or even individuals. Rep. Jason Crow, D-Colo., made the comments during an appearance at the Aspen Security Forum in Colorado on Friday, saying many Americans are far too willing to give up their DNA information to private companies. "You can't have a discussion about this without talking about privacy and the protection of commercial data because expectations of privacy have degraded over the last 20 years," Crow said "Young folks actually have very little expectation of privacy, that's what the polling and the data show."


China Launches Second Of Three Space Station Modules

China on Sunday launched the second of three modules needed to complete its new space station, state media reported, the latest step in Beijing's ambitious space programme. The uncrewed craft, named Wentian, was propelled by a Long March 5B rocket at 2:22 pm (0622 GMT) from the Wenchang launch centre on China's tropical island of Hainan. A quarter of an hour later, an official from the China Manned Space Agency (CMSA) confirmed the "success" of the launch. Hundreds of people gathered on nearby beaches to take photos of the launcher rising through the air in a plume of white smoke. After around eight minutes of flight, "the Wentian lab module successfully separated from the rocket and entered its intended orbit, making the launch a complete success," the CMSA said.


My Forthcoming Book on Artificial Intelligence & Robotics Policy

I'm finishing up my next book, which is tentatively titled, "A Flexible Governance Framework for Artificial Intelligence." I thought I'd offer a brief preview here in the hope of connecting with others who care about innovation in this space and are also interested in helping to address these policy issues going forward. The goal of my book is to highlight the ways in which artificial intelligence (AI) machine learning (ML), robotics, and the power of computational science are set to transform the world -- and the world of public policy -- in profound ways. As with all my previous books and research products, my goal in this book includes both empirical and normative components. The first objective is to highlight the tensions between emerging technologies and the public policies that govern them.

Learning effective stochastic differential equations from microscopic simulations: linking stochastic numerics to deep learning

We identify effective stochastic differential equations (SDE) for coarse observables of fine-grained particle- or agent-based simulations; these SDE then provide useful coarse surrogate models of the fine scale dynamics. We approximate the drift and diffusivity functions in these effective SDE through neural networks, which can be thought of as effective stochastic ResNets. The loss function is inspired by, and embodies, the structure of established stochastic numerical integrators (here, Euler-Maruyama and Milstein); our approximations can thus benefit from backward error analysis of these underlying numerical schemes. They also lend themselves naturally to "physics-informed" gray-box identification when approximate coarse models, such as mean field equations, are available. Existing numerical integration schemes for Langevin-type equations and for stochastic partial differential equations (SPDE) can also be used for training; we demonstrate this on a stochastically forced oscillator and the stochastic wave equation. Our approach does not require long trajectories, works on scattered snapshot data, and is designed to naturally handle different time steps per snapshot. We consider both the case where the coarse collective observables are known in advance, as well as the case where they must be found in a data-driven manner.

Another week has passed us by, which means another issue of Week in Review -- the newsletter where we recap the top stories to hit TechCrunch's front page in the past seven days. The top story this week was about a new set of documents detailing how (and how often) the Department of Homeland Security taps third-party data brokers to obtain potentially sensitive location info while "sidestepping the legal process government officials would typically need to go through." A privacy bill aptly named the "Fourth Amendment Is Not For Sale" act is in the works that would require agencies to get a warrant for this data -- but it's still in its early stages. New OpenAI Art Program Does NOT Claim Copyright for AI

A case currently before the U.S. Court of Appeals must decide if artificial intelligences should have patent rights on processes they were used to design. Throwing a wrench into the works, OpenAI has announced that artists using its new DALL-E beta software can sell the work: "Starting today, users get full usage rights to commercialize the images they create with DALL·E, including the right to reprint, sell, and merchandise. This includes images they generated during the research preview." First, here's what DALL-E can do: OpenAI's press release for DALL-E 2 markets the advanced tech as a "powerful creative tool" that will speed up and inspire the creative process. But as some have already started to point out, the ability to commercialize DALL-E 2 will likely have a pretty major impact on creative industries -- and some of the resulting ramifications may not be good.
