AI accelerates AML processes across financial services

Financial regulators across Europe continue to levy steep enforcement fines against banks for failures to comply with know-your-customer (KYC) and anti-money laundering (AML) regulations. At the end of 2021, the Financial Conduct Authority (FCA) fined two of the UK's largest banks, HSBC and NatWest, a total of ยฃ328.95 million ($436.1 million) for failings in their money laundering processes. Meanwhile, members of the European Parliament are calling for cryptocurrencies to be governed by the European Commission's Anti-Money Laundering Authority, as illicit organisations continue to find new methods for laundering money through the financial system. Money laundering is a process that criminals use to hide the illegal source of their funds. By passing money through multiple, sometimes complex, transfers and transactions, the money is "cleaned" of its illegitimate origin and made to appear as legitimate business profits.

Artificial intelligence and machine learning techniques are breaking into biomedical research and health care, which importantly includes cancer research and oncology, where the potential applications are vast. These include detection and diagnosis of cancer, subtype classification, optimization of cancer treatment and identification of new therapeutic targets in drug discovery. While big data used to train machine learning models may already exist, leveraging this opportunity to realize the full promise of artificial intelligence in both the cancer research space and the clinical space will first require significant obstacles to be surmounted. In this Viewpoint article, we asked four experts for their opinions on how we can begin to implement artificial intelligence while ensuring standards are maintained so as transform cancer diagnosis and the prognosis and treatment of patients with cancer and to drive biological discovery. Artificial intelligence was supposed to transform health care. It hasn't.

Artificial intelligence is spreading into health care, often as software or a computer program capable of learning from large amounts of data and making predictions to guide care or help patients. Investors see health care's future as inextricably linked with artificial intelligence. That's obvious from the cash pouring into AI-enabled digital health startups, including more than $3 billion in the first half of 2022 alone and nearly $10 billion in 2021, according to a Rock Health investment analysis commissioned by POLITICO. And no wonder, considering the bold predictions technologists have made. At a conference in 2016, Geoffrey Hinton, British cognitive psychologist and "godfather" of AI, said radiologists would soon go the way of typesetters and bank tellers: "People should stop training radiologists now. It's just completely obvious that, within five years, deep learning is going to do better."

They've all warned that "full self-driving" isn't really full self-driving. The technology is designed to navigate local roads with steering, braking and acceleration, but it requires an attentive human driver who's ready to take control and correct the system, which "may do the wrong thing at the worst time," Tesla warns. But while these critics may have the traditional bully pulpit of the Senate or other institutions, they have no real power to change any policy on their own. An actual impact may instead come from an unglamorous public agency, one that many Americans think of as only capable of offering customers long wait times: the Department of Motor Vehicles.


Putin calls Russian arms 'significantly superior' to rivals

Russia is ready to sell advanced weapons to allies globally and cooperate in developing military technology, President Vladimir Putin said, adding its latest arms are far superior to those of rival nations. With the Russian leader's forces beaten back from Ukraine's two biggest cities and making slow headway at a heavy cost in the east, the five-month war in Ukraine has so far not proved to be a convincing showcase for Russia's weapons industry. However, the Kremlin leader, addressing an arms show outside Moscow, insisted Russian armaments were years ahead of the competition. Russia cherishes its strong ties with Latin America, Asia and Africa, "and is ready to offer partners and allies the most modern types of weapons โ€“ from small arms to armoured vehicles and artillery, combat aircraft and unmanned aerial vehicles", said Putin. "Almost all of them have been used more than once in real combat operations," he added.


Iran hosts drone tournament with Russia, Belarus and Armenia

Tehran, Iran โ€“ A military drone tournament has been launched in central Iran with Russia, Belarus and Armenia in attendance. Iranian state television showed footage from a ceremony on Monday in the city of Kashan, where dozens of representatives from the four countries gathered to inaugurate the tournament that is judged by members from all delegations. The 2022 "Falcon Hunting" unmanned aerial vehicle (UAV) competition, part of the seventh iteration of wider annual military games launched by Russia in 2015, was hosted by the aerospace division of Iran's Islamic Revolutionary Guard Corps (IRGC) in a city where many of the elite force's drone tests are conducted. Ali Balali, top adviser to IRGC aerospace chief Amir Ali Hajizadeh and the tournament's spokesman, said the competition would be judged based on performance and consistency in aerial reconnaissance during both day and night, in addition to how the UAVs could help guide precise artillery fire. The more than 70 military personnel who participated will also undergo physical readiness and shooting tests during the competition, which is expected to end on August 28, Balali told the state-affiliated Tasnim news website.


Artificial Intelligence and Automated Systems Legal Update (2Q22)

The second quarter of 2022 saw U.S. federal lawmakers and agencies focus on draft legislation and guidance aimed at closing the gap to the EU with respect to addressing risks in the development and use of AI systems, in particular risks related to algorithmic bias and discrimination. The American Data Privacy and Protection Act ("ADPPA"), the bipartisan federal privacy bill introduced to the U.S. House in June 2022, marks a major step towards a comprehensive national privacy framework, and companies should take particular note of its inclusion of mandated algorithmic impact assessments. Meanwhile, the E.U.'s regulatory scheme for AI continues to wind its way through the EU legislative process. Though it is unlikely to become binding law until late 2023 at the earliest, the EU policy landscape remains dynamic. The UK's new Defence AI Centre is now operational

The UK's new Defence AI Centre is now operational โ€“ officials say the new collaborative centre will "enhance Defence's ability to harness the game-changing power of artificial intelligence to achieve strategic outcomes." It has already been examining work on uncrewed ground vehicles and more covert drones. The Defence AI Centre (DAIC) has a "federated, collaborative model" the Ministry of Defence (MOD) says. Work by its AI project teams will be split across three of its existing organisations: Defence Digital, the Defence Science and Technology Laboratory, and Defence Equipment & Support's Future Capability Group. The Defence AI centre was first discussed publicly by General Sir Patrick Sanders, Commander of Strategic Command in May 2021 in a landmark speech in which he said the UK was being confronted by a "technological tsunami" of threats among which "the one ring to rule them all, is Artificial Intelligenceโ€ฆ" In that same speech General Sanders said MOD would "adopt and exploit AI for defence at scale", adding that the source of military advantage lies ever less in hardware platforms, and increasingly in the ability to "sense, understand and orchestrateโ€ฆ sensor networks, the data, the PED [processing, exploitation, and dissemination of intelligence] and the effectors: kinetic or non-kinetic" across a given kill-chain.

Artificial Intelligence and Algorithms in the Next Congress

Policymakers and candidates of both parties have increased their focus on how technology is changing society, including by blaming platforms and other participants in the tech ecosystem for a range of social ills even while recognizing them as significant contributors to U.S. economic success globally. Republicans and Democrats have significant interparty--and intraparty--differences in the form of their grievances and on many of the remedial measures to combat the purported harms. Nonetheless, the growing inclination to do more on tech has apparently driven one key congressional committee to have compromised on previously intractable issues involving data privacy. Rules around the use of algorithms and artificial intelligence, which have attracted numerous legislative proposals in recent years, may be the next area of convergence. While influential members of both parties have pointed to the promise and peril of the increasing role of algorithms and artificial intelligence in American life, they have tended to raise different concerns.
