Cybersecurity Research: A DARPA Retrospective

Cyber threats are real and constantly evolving, and responsible cybersecurity is looming.[1] This confluence of factors makes cybersecurity more important than ever. However, this article is not a detailed account of cyber threats or the necessity of cybersecurity. It is 2022, and I will assume you already know these realities. Instead, this article is about research, specifically how to pursue research properly, based on my experience with two different research programs at the Defense Advanced Research Projects Agency (DARPA).


Chips-Plus Artificial Intelligence In The CHIPS Act Of 2022 - New Technology - United States

On August 9, 2022, President Biden signed the CHIPS Act of 2022 (the "Act"), legislation to fund domestic semiconductor manufacturing and boost federal scientific research and development (see our previous alert for additional background). As part of its science-backed provisions, the Act includes many of the U.S. Innovation and Competition Act's (USICA) original priorities, such as promoting standards and research and development in the field of artificial intelligence (AI) and supporting existing AI initiatives. The Act directs the National Institute of Standards and Technology (NIST) Director to continue supporting the development of AI and data science and to carry out the National AI Initiative Act of 2020 (previous alert for additional background), which created a coordinated program across the federal government to accelerate AI research and application to support economic prosperity, national security, and advance AI leadership in the United States. Furthermore, the Act provides that the Director may establish testbeds, including in virtual environments, in collaboration with other federal agencies, the private sector and colleges and universities, to support the development of robust and trustworthy AI and machine learning systems. A new National Science Foundation (NSF) Directorate for Technology, Innovation and Partnerships (the "Directorate") is established under the Act to address societal, national and geostrategic challenges for the betterment of all Americans through research and development, technology development and related solutions.


French tax officials use AI to spot 20,000 undeclared pools

The Guardian

French tax authorities using AI software have found thousands of undeclared private swimming pools, landing the owners with bills totalling about €10m. The system, developed by Google and Capgemini, can identify pools on aerial images and cross-checks them with land registry databases. Launched as an experiment a year ago in nine French departments, it has uncovered 20,356 pools, the tax office said on Monday, and will be extended across the country. Modifications to property, including adding swimming pools, must be declared to the tax office within 90 days of completion. As property taxes are based on the rental value of the property, improvements mean an increase in taxes.

EU Parliament to vote on rules for artificial intelligence

The Parliament has in a statement said that "the EU has fallen behind in the global race for tech leadership. "There is a risk that standards will be developed elsewhere, often by non-democratic actors, while MEPs believe the EU needs to act as a global standard-setter in AI", the Parliament said. The MEPs identified policy options that could unlock AI's potential in health, the environment and climate change, to help combat pandemics and global hunger, and enhance people's quality of life through personalised medicine. MEPs say that, combined with the necessary support infrastructure, education and training, AI can increase capital and labour productivity, innovation, sustainable growth and job creation. Latest trend in AI consists of referring to AI hallucinations, which AI Ethicists find to be ... [ ] misleading and altogether problematic. If you have been keeping up with the latest news about AI, you'd almost certainly believe that you were hallucinating. Wait, hold on, I meant to say that you would almost certainly believe that the AI was hallucinating. And you would have lots of solid reasons for believing so. The notion of AI that hallucinates seems to keep gaining rather wide popularity. This raises all manner of AI Ethics qualms and issues. GCHQ seeks to boost number of female coders to tackle threats

Britain's intelligence services want to boost the number of female coders in their ranks warning they need to improve diversity to tackle threats ranging from foreign states to child online safety. GCHQ, the UK's intelligence, security and cyber agency, is funding 14-week "nano-degrees" in data and software to help women who might have previously been put off coding to make a career change. The agency celebrates the birthday of Ada Lovelace, the daughter of the poet Lord Byron credited by some as writing the first computer programme in the early 1840s. But in 2022 only a third of staff at the agency are women, and fewer are in technology roles. "We have been working hard to increase that number so we have more diverse teams and better get across the threats we need to today," said Jo Cavan, director of strategy policy and engagement at the agency, which has bases in Cheltenham, London and Manchester.
