Today, the Electronic Privacy Information Center (EPIC) released The State of State AI Policy, a roundup of AI-related bills at the state and local level that were passed, introduced or failed in the 2021-2022 legislative session (EPIC gave VentureBeat permission to reprint the full roundup below). Within the past year, according to the document (which was compiled by summer clerk Caroline Kraczon), states and localities have passed or introduced bills "regulating artificial intelligence or establishing commissions or task forces to seek transparency about the use of AI in their state or locality."

As humans, we perceive the three-dimensional structure of the world around us with apparent ease. Think of how vivid the three-dimensional percept is when you look at a vase of flowers sitting on the table next to you. You can tell the shape and translucency of each petal through the subtle patterns of light and shading that play across its surface and effortlessly segment each flower from the background of the scene (Figure 1.1). Looking at a framed group por- trait, you can easily count (and name) all of the people in the picture and even guess at their emotions from their facial appearance. Perceptual psychologists have spent decades trying to understand how the visual system works and, even though they can devise optical illusions1 to tease apart some of its principles (Figure 1.3), a complete solution to this puzzle remains elusive (Marr 1982; Palmer 1999; Livingstone 2008).

Malicious campaigns involving the use of deepfake technologies are a lot closer than many might assume. Furthermore, mitigation and detection of them are hard. A new study of the use and abuse of deepfakes by cybercriminals shows that all the needed elements for widespread use of the technology are in place and readily available in underground markets and open forums. The study by Trend Micro shows that many deepfake-enabled phishing, business email compromise (BEC), and promotional scams are already happening and are quickly reshaping the threat landscape. "From hypothetical and proof-of-concept threats, [deepfake-enabled attacks] have moved to the stage where non-mature criminals are capable of using such technologies," says Vladimir Kropotov, security researcher with Trend Micro and the main author of a report on the topic that the security vendor released this week.

Desperate times call for desperate measures and no other big tech company is feeling the heat more than Meta Platforms Inc. A report published by Wall Street Journal last week revealed the strict new policy it has imposed on some employees asking them to either look for new positions somewhere else within the company or face termination. Meta has announced that it plans to cut costs by 10%. In the earnings released for the previous quarter, Meta's results looked grim. The company had lost close to 50% of its value by the second-quarter of this year.

BRUSSELS, Sept 28 (Reuters) - The European Commission on Wednesday proposed rules making it easier for individuals and companies to sue makers of drones, robots and other products equipped with artificial intelligence software for compensation for harm caused by them. The AI Liability Directive aims to address the increasing use of AI-enabled products and services and the patchwork of national rules across the 27-country European Union. Under the draft rules, victims can seek compensation for harm to their life, property, health and privacy due to the fault or omission of a provider, developer or user of AI technology, or for discrimination in a recruitment process using AI. "We want the same level of protection for victims of damage caused by AI as for victims of old technologies," Justice Commissioner Didier Reynders told a news conference. The rules lighten the burden of proof on victims with a "presumption of causality", which means victims only need to show that a manufacturer or user's failure to comply with certain requirements caused the harm and then link this to the AI technology in their lawsuit.

For too long, the conversation on AI and militaries has been narrowly focused on autonomous weapons and the ethical issues that come with them. The time is ripe to take stock of the myriad of other ways that AI will impact security and military affairs. Just as AI is dramatically changing a range of sectors in the civilian world, improving efficiency, reducing costs, and automating processes, there is no reason to believe that militaries, too, will not be joining the AI revolution. Israel is a world leader in developing autonomous military capabilities, from Iron Dome interceptors to unmanned aerial vehicles to ground-based platforms – though all currently rely on human approval before kinetic firepower can be activated, in line with the values of the Israeli defense establishment. The question of what will happen when adversaries deploy autonomous weapons that do not seek a person in the loop for approval to use lethal firepower looms on the horizon for all militaries defending democratic states.

Teresa Berkowitz's experiences with therapists had been hit or miss. "Some good, some helpful, some just a waste of time and money," she says. When some childhood trauma was reactivated six years ago, instead of connecting with a flesh-and-blood human, Berkowitz--who's in her fifties and lives in the US state of Maine--downloaded Youper, a mental health app with a chatbot therapist function powered by artificial intelligence. Once or twice a week Berkowitz does guided journaling using the Youper chatbot, during which the bot prompts her to spot and change negative thinking patterns as she writes down her thoughts. The app, she says, forces her to rethink what's triggering her anxiety.

Deloitte and the University of Maryland's Robert H. Smith School of Business debuted the Deloitte Initiative for AI and Learning, a collaboration to improve educational and advancement opportunities for students and faculty. The DIAL program will leverage the university's research in data analytics and artificial intelligence, along with Deloitte's experience in AI-enabled services for clients in the private and public sectors. DIAL will build on previous Deloitte and Smith collaborations, such as the Smith Analytics Consortium. "The DIAL program enables Smith and Deloitte to continue their critical collaborations at the forefront of cutting-edge research and emerging technology," said Wedad Elmaghraby, dean's professor of operations management, in a statement last week. "This includes partnering with local industry and federal partners to drive innovation for the public good, creatively pushing our students to embrace analytics challenges in new and unexplored areas of importance, and investing in our understanding of ethical, trustworthy artificial intelligence to further its potential promise."
