Open-Source Ground-based Sky Image Datasets for Very Short-term Solar Forecasting, Cloud Analysis and Modeling: A Comprehensive Survey

Sky-image-based solar forecasting using deep learning has been recognized as a promising approach in reducing the uncertainty in solar power generation. However, one of the biggest challenges is the lack of massive and diversified sky image samples. In this study, we present a comprehensive survey of open-source ground-based sky image datasets for very short-term solar forecasting (i.e., forecasting horizon less than 30 minutes), as well as related research areas which can potentially help improve solar forecasting methods, including cloud segmentation, cloud classification and cloud motion prediction. We first identify 72 open-source sky image datasets that satisfy the needs of machine/deep learning. Then a database of information about various aspects of the identified datasets is constructed. To evaluate each surveyed datasets, we further develop a multi-criteria ranking system based on 8 dimensions of the datasets which could have important impacts on usage of the data. Finally, we provide insights on the usage of these datasets for different applications. We hope this paper can provide an overview for researchers who are looking for datasets for very short-term solar forecasting and related areas.


San Francisco's Killer Police Robots Threaten the City's Most Vulnerable

Three years ago, the San Francisco Board of Supervisors made history by becoming the first city in the nation to ban use of facial recognition technology by local government. Last night, the board went in a different direction, giving police the right to kill a criminal suspect with a teleoperated robot if they believe there is an imminent threat of death to police or members of the public. Assistant police chief David Lazar said ahead of the vote that killer robots might be needed in scenarios involving mass shootings or suicide bombers, citing the Mandalay Bay shooting in Las Vegas in 2017 and the killing of five police officers in Dallas, Texas, in 2016. Dallas police ultimately used explosives strapped to a Remotec F5A bomb disposal robot--a model also possessed by the San Francisco Police Department--to kill that suspect. The new administrative code requires a police chief to authorize use of deadly force involving a robot and to first consider de-escalation or an alternative use of force.

The San Francisco police could use robots to deploy lethal force under a policy advanced by city supervisors on Tuesday that thrust the city into the forefront of a national debate about the use of weaponized robots in American cities. The possibility is not merely hypothetical. In 2016, the Dallas Police Department ended a standoff with a gunman suspected of killing five officers by blowing him up with a bomb attached to a robot in what was believed to be the first lethal use of the technology by an American law enforcement agency. Supporters of the policy, advanced by the San Francisco Board of Supervisors by an 8-to-3 vote, said it would allow the police to deploy a robot with deadly force in extraordinary circumstances, such as when a mass shooter or a terrorist is threatening the lives of officers or civilians. David Lazar, assistant chief of the San Francisco Police Department, cited as an example the gunman who opened fire from his Las Vegas high-rise hotel room in 2017, killing 60 people in the deadliest mass shooting in modern American history.

Elon Musk's Neuralink to share progress of its brain chip tonight

Elon Musk's Neuralink is set to host its annual'Show and Tell' event tonight at 9 pm ET that is expected to share a progress update on its brain-machine interface. The neuroscience startup shared a teaser for the event on its Twitter account, showing a short video that spelled out the message'please join us for a show and tell,' and some users speculate the world will see a person with Neurlink's chip type on a screen. The goal is to develop a full-implanted brain-computer interface (BCI) for people with paralysis, allowing them to operate computers and mobile devices using their thoughts. The first Show and Tell event, held in 2020, demonstrated the technology with a pig and last year, Musk revealed the update with a monkey that played a video game using only its mind. Neuralink will host its annual'Show and Tell' event tonight at 9 pm ET, which is expected to share the progress of the technology.


GM's Cruise Seeks Regulatory OK to Test Shuttle With No Steering Wheel

General Motors Co.'s driverless-car unit has requested approval from California regulators to begin public testing of a shuttle that has no steering wheel or manual controls, showing the auto maker's determination to make progress on autonomous vehicles as rivals step back. GM's Cruise LLC division in August submitted an application to the California Department of Motor Vehicles, requesting permission to test its Origin driverless vehicle on San Francisco streets, according to a copy of the document obtained through a public records request. The California DMV began reviewing the application in late October, according to emails reviewed by The Wall Street Journal as part of the request. In its application, Cruise said it would begin test runs of the electric Origin in a confined area of San Francisco during limited hours and gradually expand over time. While GM and Cruise push ahead on plans to commercialize robotaxis, other players have pulled back, expressing doubts about whether the technology can support a viable business any time soon.

According to the report, some of the drones found in Ukraine had been fitted with more modern technology, such as a software-defined radio that was in a Shahad 136.
