Forecasting formation of a Tropical Cyclone Using Reanalysis Data

The tropical cyclone formation process is one of the most complex natural phenomena which is governed by various atmospheric, oceanographic, and geographic factors that varies with time and space. Despite several years of research, accurately predicting tropical cyclone formation remains a challenging task. While the existing numerical models have inherent limitations, the machine learning models fail to capture the spatial and temporal dimensions of the causal factors behind TC formation. In this study, a deep learning model has been proposed that can forecast the formation of a tropical cyclone with a lead time of up to 60 hours with high accuracy. The model uses the high-resolution reanalysis data ERA5 (ECMWF reanalysis 5th generation), and best track data IBTrACS (International Best Track Archive for Climate Stewardship) to forecast tropical cyclone formation in six ocean basins of the world. For 60 hours lead time the models achieve an accuracy in the range of 86.9% - 92.9% across the six ocean basins. The model takes about 5-15 minutes of training time depending on the ocean basin, and the amount of data used and can predict within seconds, thereby making it suitable for real-life usage.

The United States on Friday expressed alarm over a "full-scale defense partnership" between Russia and Iran, describing it as "harmful" to Ukraine, Iran's neighbors and the world. Iran stands accused by Western powers of supplying drones to Russia for its war against Ukraine, as Moscow batters the country's energy infrastructure in search of an advantage in the bloody conflict. Washington has previously condemned Iran-Russia security cooperation, but on Friday described an extensive relationship involving equipment such as drones, helicopters and fighter jets. "Russia is seeking to collaborate with Iran in areas like weapons development, training," White House national security spokesman John Kirby told reporters. Moscow "is offering Iran an unprecedented level of military and technical support -- that is transforming their relationship into a fully fledged defense partnership," he said.
China to Cooperate With Gulf Nations on Nuclear Energy and Space, Xi Says
China plans to cooperate with Saudi Arabia and other Gulf countries in the fields of nuclear energy, nuclear security and space exploration, President Xi Jinping said on Friday, showcasing his nation's strengthening ties with a region that was once firmly in the U.S. sphere of influence. Mr. Xi was speaking in the Saudi capital, Riyadh, at a summit with rulers and officials from the six Gulf Cooperation Council countries -- Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates -- during a three-day visit to Saudi Arabia. Later on Friday, he held his third and final summit of the visit with other Arab and African leaders. Both China and Saudi Arabia described Mr. Xi's visit this week as a historic event ushering in a new era of relations between Beijing and the Middle East, a region that once had a mainly oil-based relationship with China, a major consumer of the Gulf's fossil fuel exports. Arab states are increasingly building broader ties with China that extend into arms sales, technology transfers and infrastructure projects.

London, Dec 9, 2022- UK Prime Minister Rishi Sunak is set to announce a collaboration between Britain, Italy and Japan to develop a new fighter jet that uses artificial intelligence (AI). According to Sunak, the joint venture aims to create thousands of UK jobs and strengthen security ties, reports the BBC. The nations will develop a next generation fighter, due to enter service in the mid-2030s, that will eventually replace the Typhoon jet. It is hoped the new Tempest jet will carry the latest weapons. Work on developing it is already under way, with the aim to create a combat aircraft that will provide speed stealth, use advanced sensors and even AI to assist the human pilot when they are overwhelmed, or under extreme stress, the BBC reported. It could also be flown without a pilot's input if required and could be able to fire hypersonic missiles.

The University of Adelaide and MTX Group have entered into a research collaboration to develop new insights in machine learning (ML) and artificial intelligence (AI). Bringing together their academic research and commercial expertise and experience, the two organisations will undertake specific, outcomes-focussed research. They will use AI to model uncertainty with a view to avoiding failure within systems that may be used in defence and business environments. The University and MTX Group have jointly been awarded $100,000 under the Artificial Intelligence for Decision Making Initiative which is a collaborative project between the Australian Government's Office of National Intelligence (ONI) and the Defence Science and Technology Group (DST). Dr Duong Nguyen and Dr George Stamatescu from the University's School of Computer Science will work alongside Dr Ammar Mohemmed from MTX Group.
The geopolitics of AI and the rise of digital sovereignty
On September 29, 2021, the United States and the European Union's (EU) new Trade and Technology Council (TTC) held their first summit. It took place in the old industrial city of Pittsburgh, Pennsylvania, under the leadership of the European Commission's Vice-President, Margrethe Vestager, and U.S. Secretary of State Antony Blinken. Following the meeting, the U.S. and the EU declared their opposition to artificial intelligence (AI) that does not respect human rights and referenced rights-infringing systems, such as social scoring systems.1 During the meeting, the TTC clarified that "The United States and European Union have significant concerns that authoritarian governments are piloting social scoring systems with an aim to implement social control at scale. These systems pose threats to fundamental freedoms and the rule of law, including through silencing speech, punishing peaceful assembly and other expressive activities, and reinforcing arbitrary or unlawful surveillance systems."2 The implicit target of the criticism was China's "social credit" system, a big data system that uses a wide variety of data inputs to assess a person's social credit score, which determines social permissions in society, such as buying an air or train ticket.3 The critique by the TTC indicates that the U.S. and the EU disagree with China's view of how authorities should manage the use of AI and data in society.4
