North Korean leader Kim Jong Un set new goals for the country's military at the Sixth Enlarged Plenary Meeting of the party's 8th Central Committee as tensions continue to escalate on the Korean Peninsula. Kim told party leaders that North Korea faces a "newly created challenging situation" on the Korean Peninsula and set the direction for the "anti-enemy struggle," the country's state media reported Wednesday, according to Reuters. "He specified the principles of foreign affairs and the direction of the struggle against the enemy that our party and government must thoroughly abide by in order to protect sovereign rights and defend national interests," the KCNA news agency said in the report. North Korean leader Kim Jong Un attends a politburo meeting of the ruling Workers' Party of Korea in Pyongyang, North Korea. To accomplish those goals, KCNA said Kim called for a "strengthening self-defensive capabilities to be strongly pursued in 2023," though the report did not offer specific details on what the increased military build up would look like. The dictator's remarks come amid rising tensions between the isolated country and its neighbors South Korea and Japan, which have both pushed for a stronger military in response to an unprecedented amount of missile tests conducted by North Korea.

The use of AI technology as a tool within the mental health field is relatively nascent. Though the uses vary, one AI role involves finding common factors or patterns in cases of people who may have attempted or died by suicide or expressed suicidal thoughts. AI then uses that data to create risk profiles that could help clinicians identify which patients may be at higher risk and may need more services, explained Adam Horwitz, an assistant professor at the University of Michigan Medical School who specializes in suicide prevention. AI tools are intended to complement, not replace, the work of clinicians who see patients, Horwitz said, and in fact, he noted, the U.S. Department of Veterans Affairs is already deploying the technology.

Artificial intelligence (AI) is playing a massive role in cyber attacks and is proving both a "double-edged sword" and a "huge challenge," according to NATO. "Artificial intelligence allows defenders to scan networks more automatically, and fend off attacks rather than doing it manually. But the other way around, of course, it's the same game," David van Weel, NATO's Assistant Secretary-General for Emerging Security Challenges, told reporters earlier this month. Cyber attacks, both on national infrastructures and private companies, have ramped up exponentially and become a focal point since the war in Ukraine. NATO said this year that a cyber attack on any of its member states could trigger Article 5, meaning an attack on one member is considered an attack on all of them and could trigger a collective response.

Associations Between Natural Language Processing (NLP) Enriched Social Determinants of Health and Suicide Death among US Veterans

Importance: Social determinants of health (SDOH) are known to be associated with increased risk of suicidal behaviors, but few studies utilized SDOH from unstructured electronic health record (EHR) notes. Objective: To investigate associations between suicide and recent SDOH, identified using structured and unstructured data. Design: Nested case-control study. Setting: EHR data from the US Veterans Health Administration (VHA). Participants: 6,122,785 Veterans who received care in the US VHA between October 1, 2010, and September 30, 2015. Exposures: Occurrence of SDOH over a maximum span of two years compared with no occurrence of SDOH. Main Outcomes and Measures: Cases of suicide deaths were matched with 4 controls on birth year, cohort entry date, sex, and duration of follow-up. We developed an NLP system to extract SDOH from unstructured notes. Structured data, NLP on unstructured data, and combining them yielded six, eight and nine SDOH respectively. Adjusted odds ratios (aORs) and 95% confidence intervals (CIs) were estimated using conditional logistic regression. Results: In our cohort, 8,821 Veterans committed suicide during 23,725,382 person-years of follow-up (incidence rate 37.18/100,000 person-years). Our cohort was mostly male (92.23%) and white (76.99%). Across the five common SDOH as covariates, NLP-extracted SDOH, on average, covered 80.03% of all SDOH occurrences. All SDOH, measured by structured data and NLP, were significantly associated with increased risk of suicide. The SDOH with the largest effects was legal problems (aOR=2.66, 95% CI=.46-2.89), followed by violence (aOR=2.12, 95% CI=1.98-2.27). NLP-extracted and structured SDOH were also associated with suicide. Conclusions and Relevance: NLP-extracted SDOH were always significantly associated with increased risk of suicide among Veterans, suggesting the potential of NLP in public health studies.

The concept of the Metaverse aims to bring a fully-fledged extended reality environment to provide next generation applications and services. Development of the Metaverse is backed by many technologies, including, 5G, artificial intelligence, edge computing and extended reality. The advent of 6G is envisaged to mark a significant milestone in the development of the Metaverse, facilitating near-zero-latency, a plethora of new services and upgraded real-world infrastructure. This paper establishes the advantages of providing the Metaverse services over 6G along with an overview of the demanded technical requirements. The paper provides an insight to the concepts of the Metaverse and the envisaged technical capabilities of 6G mobile networks. Then, the technical aspects covering 6G for the development of the Metaverse, ranging from validating digital assets, interoperability, and efficient user interaction in the Metaverse to related security and privacy aspects are elaborated. Subsequently, the role of 6G technologies towards enabling the Metaverse, including artificial intelligence, blockchain, open radio access networks, edge computing, cloudification and internet of everything. The paper also presents 6G integration challenges and outlines ongoing projects towards developing the Metaverse technologies to facilitate the Metaverse applications and services.
On Safe and Usable Chatbots for Promoting Voter Participation

Chatbots, or bots for short, are multi-modal collaborative assistants that can help people complete useful tasks. Usually, when chatbots are referenced in connection with elections, they often draw negative reactions due to the fear of mis-information and hacking. Instead, in this paper, we explore how chatbots may be used to promote voter participation in vulnerable segments of society like senior citizens and first-time voters. In particular, we build a system that amplifies official information while personalizing it to users' unique needs transparently. We discuss its design, build prototypes with frequently asked questions (FAQ) election information for two US states that are low on an ease-of-voting scale, and report on its initial evaluation in a focus group. Our approach can be a win-win for voters, election agencies trying to fulfill their mandate and democracy at large.
Machine Learning in Transaction Monitoring: The Prospect of xAI

Banks hold a societal responsibility and regulatory requirements to mitigate the risk of financial crimes. Risk mitigation primarily happens through monitoring customer activity through Transaction Monitoring (TM). Recently, Machine Learning (ML) has been proposed to identify suspicious customer behavior, which raises complex socio-technical implications around trust and explainability of ML models and their outputs. However, little research is available due to its sensitivity. We aim to fill this gap by presenting empirical research exploring how ML supported automation and augmentation affects the TM process and stakeholders' requirements for building eXplainable Artificial Intelligence (xAI). Our study finds that xAI requirements depend on the liable party in the TM process which changes depending on augmentation or automation of TM. Context-relatable explanations can provide much-needed support for auditing and may diminish bias in the investigator's judgement. These results suggest a use case-specific approach for xAI to adequately foster the adoption of ML in TM.
