When a lifelike, Hanson Robotics robot named Sophia[1] was asked whether she would destroy humans, it replied, "Okay, I will destroy humans." Philip K Dick, another humanoid robot, has promised to keep humans "warm and safe in my people zoo." And Bina48, another lifelike robot, has expressed that it wants "to take over all the nukes." All of these robots were powered by artificial intelligence (AI)--algorithms that learn from data, make decisions, and perform tasks without human input or even, in some cases, human understanding. And while none of these AIs have followed through with their nefarious plots, some scientists, including the (late) physicist Stephen Hawking, have warned that super-intelligent, AI-powered computers could harbor and achieve goals that conflict with human life. "You're probably not an evil ant-hater who steps on ants out of malice, but if you're in charge of a hydroelectric green-energy project, and there's an anthill in the region to be flooded, too bad for the ants," Hawking once said.


SCIENTISTS DEBATE OVER PERFECT AUTONOMOUS FIGHTING ROBOTS

The new sets of robots in development otherwise known as autonomous fighting machine robots, robot soldiers, assaultive robotic machines, etc. have received serious curiosity from the scientists who are expecting nothing less than perfect from the robots. The concern being shown in the development of the robot is based on the fact that they are being programmed to kill humans on a battlefield, detonate bombs, and carry out other assaultive military activities, etc. when all the above points were considered it means that any mistake of programming in the robots could become a potential danger to the developer or end-users. Current online debate on the above issue became serious when a newly completed military robot was displayed when it was having a gun shooting test. According to the developers, the robot was confirmed to be more than 80% accurate in carrying out commands relating to military actions. However, some scientists throwback hundreds of questions as to when the robot will come into full military operations, how much would be the cost of acquiring such robot, how efficient it can be in its functions, etc. though not yet commercialized such robot may come with some restrict laws on who buys and operates it.


China Is the World's Biggest Face Recognition Dealer

Early last year, the government of Bangladesh began weighing an offer from an unnamed Chinese company to build a smart city on the Bay of Bengal with infrastructure enhanced by artificial intelligence. Construction of the high-tech metropolis has yet to begin, but if it proceeds it may include face recognition software that can use public cameras to identify missing persons or track criminals in a crowd--capabilities already standard in many Chinese cities. The project is among those that make China the world leader in exporting face recognition, according to a study by academics at Harvard and MIT published last week by the Brookings Institution, a prominent think tank. The report finds that Chinese companies lead the world in exporting face recognition, accounting for 201 export deals involving the technology, followed by US firms with 128 deals. China also has a lead in AI generally, with 250 out of a total of 1,636 export deals involving some form of AI to 136 importing countries.

FBI director warns about Beijing's AI program

FBI Director Christopher Wray has warned about the national security threat posed by Beijing's AI program. During a panel at the World Economic Forum, Wray explained that Beijing's AI program "is not constrained by the rule of law". Wray says Beijing has "a bigger hacking program than any other nation" and will use machine learning to further boost the capabilities of its state-sponsored hackers. Much like nuclear expertise, AI can be used to benefit the world or harm it. "I have the same reaction every time," Wray explained.

'Tucker Carlson Tonight' host analyzes the internal video produced by Microsoft. Modern Xbox consoles will soon have a new default setting that regulates the video game systems' power usage to protect the environment. "Xbox is working to reduce our environmental impact to help us reach Microsoft's goal of being a carbon negative, water positive, and zero waste company by 2030 by rethinking how we design, build, distribute, and use our products," a press release from Microsoft's Xbox Wire said. Xbox said they are focused on carbon emissions "in the homes of our fans." According to the release, "We not only hold ourselves accountable to the carbon emissions in the production and distribution of our products, but to the emissions created with the use of our products in the homes of our fans as well."


How China became the world's leading exporter of combat drones

From Saudi Arabia to Myanmar and Iraq to Ethiopia, more and more militaries across the world are stockpiling Chinese combat drones and deploying them on the battlefield. In Yemen, a Saudi-led coalition has dispatched the Chinese aircraft, also known as uncrewed aerial vehicles or UAVs, as part of a devastating air campaign that has killed more than 8,000 Yemeni civilians in the past eight years. In Iraq, authorities say they used Chinese drones to carry out more than 260 air raids against ISIL (ISIS) targets as of mid-2018, with a success rate of nearly 100 percent. In Myanmar, the military -- armed with Chinese drones -- has conducted hundreds of air attacks on civilians and ethnic armed groups opposed to its power grab two years ago, while in Ethiopia, Prime Minister Abiy Ahmed's fleet of Chinese, Iranian and Turkish drones was critical in helping his forces thwart a rebel march in 2021 that threatened to overthrow his government. Other buyers of China's combat drones -- aircraft that, in addition to intelligence gathering, can also fire air-to-surface missiles -- include Morocco, Egypt, Algeria, the United Arab Emirates (UAE), Pakistan and Serbia.


A Novel Deep Reinforcement Learning-based Approach for Enhancing Spectral Efficiency of IRS-assisted Wireless Systems

This letter investigates an intelligent reflecting surfaces (IRS)-enhanced network from spectral efficiency enhancement point of view for downlink multi-user (MU) multi-input-single-output systems (MISO). In contrast to previous works which mainly focused on alternative optimization methods, we investigate the non-convex joint optimization problem of the active transmit beamforming matrix at the base station together with the passive phase shift matrix at the IRS by utilizing two deep reinforcement learning frameworks, i. e., deep deterministic policy gradient (DDPG) and twin delayed DDPG (TD3). Simulation results reveal that the neural networks in the latter scheme perform generally more satisfactorily in various situations.
