The Pentagon is asking Congress for nearly $2 billion for artificial intelligence in its budget proposal for the next fiscal year, which one expert said will help the U.S. keep pace with China in "the arms race of our generation." The proposed FY2024 budget asked for $1.8 billion for AI as part of the Pentagon's Research, Development, Test & Evaluation (RDT&E) budget. The FY 2023 budget request didn't attach a dollar figure to AI, while the FY 2022 budget sought $874 million for AI. Parham Eftekhari, Executive Vice President of CyberRisk Alliance, said the increase would put the U.S. somewhere in the neighborhood of China's budget, which reportedly is already spending about $1.6 billion for military AI development.

As an A.I. arms race heats up in Silicon Valley, the agency is considering how to develop an auditing process, to ensure artificial intelligence powered technology is trustworthy. New assessments and protocols may be needed to ensure A.I. systems work without negative consequences, the Commerce Department said, much like financial audits confirm the accuracy of business statements.

China's technology giant Alibaba has unveiled a generative artificial intelligence model – its version of the technology that powers chatbot sensation ChatGPT – and said it would be integrated into all of the company's apps in the near future. The unveiling on Tuesday was swiftly followed by the Chinese government's publication of draft rules outlining how generative artificial intelligence services should be managed. In a demonstration, the AI language model named Tongyi Qianwen – which means "truth from a thousand questions" – drafted invitation letters, planned trip itineraries, and advised shoppers on types of makeup to buy. Tongyi Qianwen will initially be integrated into DingTalk, Alibaba's workplace messaging app and can be used to summarise meeting notes, write emails, and draft business proposals. It will also be added to Tmall Genie, Alibaba's voice assistant. The technology "will bring about big changes to the way we produce, the way we work, and the way we live our lives", CEO Daniel Zhang told the livestreamed event.
