Another Warning Letter from A.I. Researchers and Executives

"A group of industry leaders warned on Tuesday that the artificial intelligence technology they were building might one day pose an existential threat to humanity and should be considered a societal risk on a par with pandemics and nuclear wars." We write this letter as humbly as a collection of overeducated and overcompensated executives can, in the hope that you will hear our cries and do something about A.I. before it's too late. Humanity is in grave danger of becoming extinct, and we--the world's most prominent A.I. researchers and executives who got us into this mess--are (wait for it) writing a letter. We are writing this very letter in order to: 1) show you how serious we are about writing letters, and 2) demonstrate how capable we are in our letter-writing skills. Also, this letter serves as a warning that the human race will definitely be wiped out because of the humanlike A.I. systems that the undersigned are responsible for developing and releasing into the world.


Google, OpenAI will share AI models with the UK government

The UK's AI oversight will include chances to directly study some companies' technology. In a speech at London Tech Week, Prime Minister Rishi Sunak revealed that Google DeepMind, OpenAI and Anthropic have pledged to provide "early or priority access" to AI models for the sake of research and safety. This will ideally improve inspections of these models and help the government recognize the "opportunities and risks," Sunak says. It's not clear just what data the tech firms will share with the UK government. We've asked Google, OpenAI and Anthropic for comment.


UNESCO chief says US plans to rejoin in July

The United Nations' cultural and scientific agency UNESCO has announced that the United States plans to rejoin – and pay more than $600m in back dues – after a decade-long dispute sparked by the organisation's move to include Palestine as a member. UNESCO Director-General Audrey Azoulay informed ambassadors of the member states of the US decision in a special meeting on Monday. US officials say the decision to return was motivated by concerns that China is filling the gap left by the US in UNESCO policymaking, notably in setting standards for artificial intelligence and technology education around the world. US Deputy Secretary of State for Management and Resources Richard Verma submitted a letter last week to Azoulay formalising the plan. The proposed plan to rejoin in 2023 would be submitted to the General Conference of UNESCO Member States for final approval.


It's time to talk about the real AI risks

Unsurprisingly, everyone was talking about AI and the recent rush to deploy large language models. Ahead of the conference, the United Nations put out a statement, encouraging RightsCon attendees to focus on AI oversight and transparency. I was surprised, however, by how different the conversations about the risks of generative AI were at RightsCon from all the warnings from big Silicon Valley voices that I've been reading in the news. Throughout the last few weeks, tech luminaries like OpenAI CEO Sam Altman, ex-Googler Geoff Hinton, top AI researcher Yoshua Bengio, Elon Musk, and many others have been calling for regulation and urgent action to address the "existential risks"--even including extinction--that AI poses to humanity. Certainly, the rapid deployment of large language models without risk assessments, disclosures about training data and processes, or seemingly much attention paid to how the tech could be misused is concerning.


Saudi Arabia signs $5.6bn EV deal as it eyes closer China ties

Saudi Arabia has signed a $5.6bn deal with a Chinese company to manufacture electric vehicles as the kingdom is looking to lead the Arab world in expanding economic ties with Beijing. The memorandum of understanding signed on Sunday with electric and self-driving car maker Human Horizons on the development, manufacture and sale of vehicles accounted for more than half of the $10bn in investments signed on the first day of a major business conference being held in the capital, Riyadh. The 10th Arab-China Business Conference held under the patronage of Crown Prince Mohammed bin Salman aims to enhance a "strategic" partnership based around the Belt and Road Initiative, the Saudi Press Agency said. More than 3,500 government officials, investors, business representatives and experts from 23 countries have reportedly participated in the event, co-organised with the Arab League and the China Council for the Promotion of International Trade. As the world's top exporter of oil, Saudi Arabia's relations with China still largely revolve around energy, but as part of its Vision 2030 plan to diversify the economy, Riyadh is planning to boost investments in non-oil sectors, including in electric cars.


AI gives Google power to 'dictate' the news people see, what they buy, how they vote, attorney claims

The attorney behind a major class-action lawsuit against Google claims that advances in artificial intelligence give the digital monopoly almost unlimited power to control lives, influence thought and shape society. "When the average person interacts with the internet, Google monitors and controls everything," John C. Herman, of Herman Jones LLP in Atlanta, told Fox News Digital. "From the search results, to the advertisements, to the web pages themselves, Google controls it all," he said. AI 'deepfakes' of innocent images fuel spike in sextortion scams, FBI warns

Artifical intelligence-generated "deepfakes" are fueling sextortion scams like dried up brush in an out-of-control wildfire. The number of nationally reported sextortion cases increased 322% between February 2022 and February 2023, according to the FBI, which said last week there's been a significant uptick since April because of AI-doctored images. Innocent pictures or videos uploaded to social media or sent in messages can be twisted into sexually explicit, AI-generated images that are "true-to-life" and nearly impossible to discern, the FBI said.


Survey of Trustworthy AI: A Meta Decision of AI

When making strategic decisions, we are often confronted with overwhelming information to process. The situation can be further complicated when some pieces of evidence are contradicted each other or paradoxical. The challenge then becomes how to determine which information is useful and which ones should be eliminated. This process is known as meta-decision. Likewise, when it comes to using Artificial Intelligence (AI) systems for strategic decision-making, placing trust in the AI itself becomes a meta-decision, given that many AI systems are viewed as opaque "black boxes" that process large amounts of data. Trusting an opaque system involves deciding on the level of Trustworthy AI (TAI). We propose a new approach to address this issue by introducing a novel taxonomy or framework of TAI, which encompasses three crucial domains: articulate, authentic, and basic for different levels of trust. To underpin these domains, we create ten dimensions to measure trust: explainability/transparency, fairness/diversity, generalizability, privacy, data governance, safety/robustness, accountability, reproducibility, reliability, and sustainability. We aim to use this taxonomy to conduct a comprehensive survey and explore different TAI approaches from a strategic decision-making perspective.


MRS Drone: A Modular Platform for Real-World Deployment of Aerial Multi-Robot Systems

This paper presents a modular autonomous Unmanned Aerial Vehicle (UAV) platform called the Multi-robot Systems (MRS) Drone that can be used in a large range of indoor and outdoor applications. The MRS Drone features unique modularity with respect to changes in actuators, frames, and sensory configuration. As the name suggests, the platform is specially tailored for deployment within a MRS group. The MRS Drone contributes to the state-of-the-art of UAV platforms by allowing smooth real-world deployment of multiple aerial robots, as well as by outperforming other platforms with its modularity. For real-world multi-robot deployment in various applications, the platform is easy to both assemble and modify. Moreover, it is accompanied by a realistic simulator to enable safe pre-flight testing and a smooth transition to complex real-world experiments. In this manuscript, we present mechanical and electrical designs, software architecture, and technical specifications to build a fully autonomous multi UAV system. Finally, we demonstrate the full capabilities and the unique modularity of the MRS Drone in various real-world applications that required a diverse range of platform configurations.


Lost in Translation: Large Language Models in Non-English Content Analysis

In recent years, large language models (e.g., Open AI's GPT-4, Meta's LLaMa, Google's PaLM) have become the dominant approach for building AI systems to analyze and generate language online. However, the automated systems that increasingly mediate our interactions online -- such as chatbots, content moderation systems, and search engines -- are primarily designed for and work far more effectively in English than in the world's other 7,000 languages. Recently, researchers and technology companies have attempted to extend the capabilities of large language models into languages other than English by building what are called multilingual language models. In this paper, we explain how these multilingual language models work and explore their capabilities and limits. Part I provides a simple technical explanation of how large language models work, why there is a gap in available data between English and other languages, and how multilingual language models attempt to bridge that gap. Part II accounts for the challenges of doing content analysis with large language models in general and multilingual language models in particular. Part III offers recommendations for companies, researchers, and policymakers to keep in mind when considering researching, developing and deploying large and multilingual language models.
