Hiroshige Seko, minister of economy, trade and industry, said that it is significant that specifics concerning WTO reform were included in a G20 ministerial statement for the first time. Improving the organization's system for resolving disputes is one of them. "We agree that action is necessary regarding the functioning of the dispute settlement system consistent with the rules as negotiated by the WTO members," the statement said. Foreign Minister Taro Kono said it was a "big feat" for Japan, which places importance on this issue, that the need to address the system was explicitly mentioned in the statement.


A startup uses quantum computing to boost machine learning 7wData

A company in California just proved that an exotic and potentially game-changing kind of computer can be used to perform a common form of machine learning. The feat raises hopes that quantum computers, which exploit the logic-defying principles of quantum physics to perform certain types of calculations at ridiculous speeds, could have a big impact on the hottest area of the tech industry: artificial intelligence. Researchers at Rigetti Computing, a company based in Berkeley, California, used one of its prototype quantum chips--a superconducting device housed within an elaborate super-chilled setup--to run what's known as a clustering algorithm. Clustering is a machine-learning technique used to organize data into similar groups. Rigetti is also making the new quantum computer, which can handle 19 quantum bits, or qubits, available through its cloud computing platform, called Forest, today.

Everyone has heard of them but few have seen one, let alone driven in one. The words bring fear to many people, fearing the unknown with a big question on safety. This morning we had a chance to have a chat with the team at Waymo and check out the driverless car for ourselves. Waymo began life as the Google Self-Driving Car Project in 2009 and has since morphed into the most successful self-driving car project in the world. The company completed its first driverless car public road test in 2015 and in 2017 began regular driverless testing on the roads in Phoenix, Arizona.

Opensourceleg.com has been created to offer a united platform to combine and accelerate research efforts across the bionics field. The University of Michigan College of Engineering is one of the world's top engineering schools. Michigan Engineering is home to 12 highly-ranked departments, and its research budget is among the largest of any public university. Instead of starting from scratch, these researchers can take this common platform and, after some assembly, begin working on better solutions to help people with mobility impairments.


Learning To Trust Artificial Intelligence: An Optimist's View

Should business leaders learn to trust decisions being delivered via artificial intelligence? It's inevitable that AI-based decisions will be accepted and trusted for many decisions, large and small, in the very near future -- as people and enterprises learn and experiment with the technology to the point they are comfortable. I recently had the opportunity to chat with Agrawal at Fractal's recent AI confab held in New York, in which he explained how AI is taking decision-making to a whole new level. "Business leaders are there for the purpose of driving better outcomes for their customers, for their employees and their shareholders," he says. "They don't have to trust the algorithms, they just have to trust the results. I think the philosophy of the enlightened ones follow is one of experimentation. Experiment, and look at the results. With such experimentation, what happens in due course is as you find more success, he continues. "The belief becomes stronger, and then you're willing to experiment or infuse analytics, AI even into areas where you can't necessarily measure impact because your belief in AI is strengthened." The key to gaining trust and acceptance with AI is education and understanding its potential, Agrawal believes. "Understanding how it can help us grow, as well as learning around its pitfalls and risks." Ultimately, he believes, AI "is all going to be infused into all our processes -- it's not going to be visible.

US federal government contract obligations and AI-related investments grew almost 75% to nearly $700 million between fiscal 2016 and 2018 [Federal News Network]. Of those that have adopted an AI-driven marketing solution, 74% reported using AI in an "assistive" fashion, which surfaces insights for marketers to consider during manual decision making. Only 26% of marketers reported using autonomous AI, which can act on its own insights and work collaboratively with marketers (without adding manual work) [Albert and Forrester]. Notable growth came in areas like food and consumer goods (48%), plastics and rubber (37%), life sciences (31%), and electronics (22%) [Robotic Industry Association]. Nearly eight out of 10 enterprise organizations currently engaged in AI and ML report that projects have stalled, and 96% of these companies have run into problems with data quality, data labeling required to train AI, and building model confidence; only half of enterprises have released AI/ML projects into production; 78% of their AI/ML projects stall at some stage before deployment; 81% admit the process of training AI with data is more difficult than they expected; 76% combat this challenge by attempting to label and annotate training data on their own; 63% go so far as to try to build their own labeling and annotation automation technology; 71% report that they ultimately outsource training data and other ML project activities [Alegion and Dimensional Research].
