AI initiative seeks to improve access to justice Law in Quebec
Nearly a decade after co-founding Cyberjustice Laboratory, a unique hub that analyses the impact of technologies on justice while developing concrete technological tools that are adapted to the reality of justice systems, Karim Benyekhlef and Fabien Gélinas have set their sights on artificial intelligence. The Autonomy through Cyberjustice Technologies (ACT), the latest brainchild of the Cyberjustice Laboratory, is the largest international multidisciplinary research initiative that seeks to leverage artificial intelligence to increase access to justice while providing justice stakeholders with a roadmap to help them develop technology that is better adapted to justice. "The main objective behind the initiative is to ensure that individuals know their rights, understand their legal situation regarding their problems and improve access to justice – and AI may help accomplish those goals," said Benyekhlef, the head of Cyberjustice Laboratory and a law professor at the Université de Montréal. "There's a good chance that our reflections and work on areas such as privacy, data management, data governance could easily be used in other realms such as in public administration. But we must be careful. We cannot play the sorcerer's apprentice. These are tools that are not yet mature. There's work to be done."

US government clips the wings of its civilian drone programme over Chinese spying fears
The United States Government is to clip the wings of its civilian drone programme amidst continuing fears China could co-opt the tech to conduct espionage. Part of the 810-strong drone fleet -- used for such diverse tasks as monitoring endangered species and mapping landscapes -- was made by Chinese firm DJI. The move -- which will likely see the drones only fly in emergencies, such as to aid firefighting efforts -- builds on the temporary ban that began in October 2019. DJI Sciences and Technologies Ltd is a Chinese tech firm based out of Shenzhen, Guangdong province. The acronym DJI is short for'Dà-Jiāng Innovations'.
Skyqraft, a startup using AI and drones for electricity power-line inspection, raises $505K – TechCrunch
Skyqraft, a Swedish startup using AI and drones for electricity power-line inspection, has picked up $505,000 in early backing. Leading the round is "startup generator" and investor Antler, with participation from a number of angels including Claes Ekström and Tomas Kåberger. Founded in March 2019 and launched that September, Skyqraft provides what it calls "smart" infrastructure inspections for power-lines. It uses unmanned airplanes, combined with AI, to gather images and detect risk automatically. This is in contrast to the status quo, where power-lines are typically inspected by teams of people and helicopters, which isn't idea on a number of fronts. "Power-line inspections most importantly are not environmentally friendly, very costly and unsafe with the use of helicopters and people," Skyqraft co-founder and CMO Sakina Turabali tells TechCrunch.

Using Machine Learning and Satellite Imagery for Street Address Generation
Researchers from Facebook and MIT Labs have proposed a new methodology that uses machine learning and satellite imagery to generate street addresses in areas of the world where individual buildings don't have a unique address. The methodology divides the street addressing into two processes. The first process is segmentation. During segmentation, road pixels are identified using deep learning from 0.5 meter resolution satellite images. The second part of segmentation involves developing the road network from these identified pixels.

Chinese tech giant Tencent has published content produced by automated software called Dreamwriter for the past five years, with an emphasis on business and financial stories. An online platform run by a company called Shanghai Yingxun Technology Company reproduced Tencent's AI-generated financial report on its own website in 2018. While the defendant had already deleted the report from its own website, a fine of 1,500 yuan ($217) was still payable. Over recent years, AI has more and more invaded most sectors and the creative arts are no different. For example, Google has created an AI-powered tool called AutoDraw that identifies what someone is trying to draw, and then digitally recreates it.
Brazil is emerging as a world-class AI innovation hub
Brazil's government has big plans for AI, despite having come late to the party. In Oxford Insights' AI Readiness Index 2019, Brazil was ranked 40 out of 192 countries, a sign that the South American powerhouse is moving up in the AI world. The report looks at how ready countries are to take advantage of the AI technologies PwC forecasts will add $15 trillion to the global economy by 2030. The 2019 report also cautions that the "Global South could be left behind by the so-called fourth industrial revolution." But even as some of the planet's richest nations, including Canada, China, Germany, Japan, Singapore, and the U.S, have become recognized AI innovation hubs, according to studies by Deloitte and others, South America -- led by Brazil -- is rapidly emerging as a leader in AI-enabled businesses.
