A judge has ruled the US Department of Defense acted unlawfully when it designated artificial intelligence (AI) startup Anthropic a supply chain risk, calling the move illegal and baseless. The company argued in the lawsuit that Defense Secretary Pete Hegeth overstepped his authority with the new designation. It followed Anthropic's refusal to allow the military to use its AI models for things that included surveillance or autonomous weapons. US district judge Rita Lin said in the ruling that citing national security is not a blank check to punish and retaliate against government critics. Anthropic said it welcomes the ruling.

A federal judge on Thursday barred the Trump administration from designating Anthropic a national security risk over a dispute about the use of its AI models, ruling that the designation amounted to unconstitutional retaliation. The decision handed down by US district judge Rita Lin in California vacated the February 27 decision by defense secretary Pete Hegseth to label Anthropic a "supply-chain risk" and make the company ineligible for federal contracts. The ruling also lifted an additional punitive measure by Hegseth that prevented contractors or suppliers to the US military from doing business with Anthropic, a position Lin called "arbitrary, capricious, an abuse of discretion, and otherwise not in accordance with law." "Though the Department of War is undisputedly free to select the AI vendor of its choice, the evidence demonstrates that the broad measures imposed on Anthropic were illegal and baseless," Lin wrote in a 59-page ruling . The judge also ruled that nine agencies--including the Pentagon, the Treasury Department, the State Department, the Department of Homeland Security--had improperly imposed sanctions on Anthropic.

A Barclays report from earlier this year forecast that artificial intelligence-powered robots and autonomous machines have the potential to grow into a trillion-dollar market by 2035. Anthropic has announced a new software standard that will allow artificial intelligence assistants such as Claude to work better with robots and science and manufacturing hardware. The AI startup is releasing its Model Hardware Standard, or MHS, under a research preview, so developers in the scientific, robotics and manufacturing fields can test how Claude interacts with the physical world and build in necessary safeguards before releasing it broadly. Essentially, MHS stores information for AI assistants to understand how a piece of hardware works, without having to refer to paper manuals or tacit knowledge that only resides with a few experts. For example, a factory robot arm vendor could specify in an MHS how AI can manipulate a heavy arm safely by limiting the speed or angles with which it moves.
