More than 120 million workers globally will need retraining in the next three years due to artificial intelligence's impact on jobs, according to an IBM survey. That's a top concern for many employers who say talent shortage is one of the greatest threats to their organizations today. And the training required these days is longer than it used to be -- workers need 36 days of training to close a skills gap versus three days in 2014, IBM notes in the survey. Some skills take longer to develop because they are either more behavioral in nature such as teamwork and communication or highly technical, such as data science capabilities. "Reskilling for technical skills is typically driven by structured education with a defined objective with a clear start and end," Amy Wright, IBM managing director for talent, wrote in an email.

Optimizing Generalized Rate Metrics through Game Equilibrium

We present a general framework for solving a large class of learning problems with non-linear functions of classification rates. This includes problems where one wishes to optimize a non-decomposable performance metric such as the F-measure or G-mean, and constrained training problems where the classifier needs to satisfy non-linear rate constraints such as predictive parity fairness, distribution divergences or churn ratios. We extend previous two-player game approaches for constrained optimization to a game between three players to decouple the classifier rates from the non-linear objective, and seek to find an equilibrium of the game. Our approach generalizes many existing algorithms, and makes possible new algorithms with more flexibility and tighter handling of non-linear rate constraints. We provide convergence guarantees for convex functions of rates, and show how our methodology can be extended to handle sums of ratios of rates. Experiments on different fairness tasks confirm the efficacy of our approach.

Facebook is taking a swipe at Tinder with a new dating service that is being rolled out today. The newly released service, called Facebook Dating, will harness the power of the platform's user data, including what you like, what events you go to, and what groups you're a part of, to connect you to both Facebook and Instagram users who have opted in. Unlike other major dating apps like Tinder, however, Facebook won't require users to mutually'match' before being able to connect, and instead will let participants browse profiles via a familiar card-style cue and interact with the ones that interest them.
